Subject: SDP2022-00047 — Victorian Heights — Final Site Plan; 2"d Submittal
The Planner for the Planning Services Division of the Albemarle County Department of Community
Development will recommend approval of the plan referred to above when the following items have been
satisfactorily addressed. (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.)
Comments — First Review of Victorian Heights — Final Site Plan (SDP2022-00047):
1. [30.2.61 This development will require review by the Planning Commission to determine
anticipated impacts of the cluster development and bonus density provisions and regulations on
the Airport Impact Area overlay district. Provide a narrative justifying why this proposed
development will not have a negative impact on the AIA requirements. Staff has no concerns
with this request. Staff will work with the applicant to schedule this item for consideration
by the Planning Commission.
2. [2.2] The calculations for open space and the bonus density appear to be incorrect. For more
information, see comments from Zoning (near the end of this memo) regarding the calculation of
the bonus density provisions and the open space requirements. The cover sheet states that 8
affordable units are required based on the provided calculations. However, the note on
sheet 3 states that 11 affordable units are required. It appears that only eight units are
marked as affordable. Clarify the calculations and the number of affordable units required
and provided.
Include the affordable housing standards listed under 18-2.4.5(b) of the Zoning Ordinance
on the site plan.
It appears that portions of the designated open space are instead occupied by the alleyway
and access easements. These are not permitted uses within designated open space. Revise
the calculations with the removal of those areas.
3. [4.19] The setback note will need to be updated if the Board of Supervisors approves the special
exception request for modifying the setback regulations. Response noted. See also comment
below under SE2022-00043.
4. [32.5.2(a)] Revise the building sites note on the cover sheet. There are more lots than what is
stated in that note. The note states there is a residue parcel. Which lot is considered the
residue? Also, see the comment below — buildings 2 and 3 cannot be on a separate lot from
building 1.

5. [32.5.2(a)] There should be at least 36 building lots, as opposed to the 35 identified in the table
on the plan layout sheet. Building 1 will be on a different parcel from Buildings 2 and 3 because
of the open space area separating them. Or is it intended that these buildings and the open space
will all be on the same parcel? Lots 36 and 37 do not have road frontage now that they are
located on separate lots from Building #1, as the central roadway is an access easement for
an alley, not a private street. On the first submittal of the plat, the three multi -family
buildings were all located on the same lot, with frontage along Berkmar, which gave those
buildings frontage. Either the multi -family buildings all need to be on one parcel, or the
alleyway through the center of the development will need to become a street to give those
buildings frontage. It may be helpful to meet with staff to discuss options.
6. [4.16] Provide a substitution waiver request for the recreational facilities, as there is a note on the
cover sheet indicating one would be provided. However, one was not submitted with this
application. Staff cannot fully analyze the recreational facilities without knowing what is
proposed to be provided. The facilities as currently proposed do not meet the requirements.
Revise the request for substitution of recreational facififres. The area required for rec
facilities is not to exceed 5% of the gross site area, which is 10,718 square feet (or
approximately 0.246 acres).
7. [32.5.2(a)] An interconnection needs to be provided to TMP 45-68D1 on the north side of this
project. The expanded easement does not appear to be identified on sheet 4 of the site plan.
8. [32.7.91 Landscaping Plan
a. An easement will be required for any landscaping located on private lots. An
easement plat must still be submitted for review and approval prior to
approval of the final site plan. (See comment below also.)
9. [32.5.20), 32.5.2(k)] An easement plat will be required. This easement plat must be recorded
prior to approval of the site plan. Provide a separate easement plat. This comment is still
outstanding. An easement plat must be submitted and approved prior to approval of the
final site plan.

The Victorian Heights Final Site Plan has been reviewed by engineering. The following comments will
need to be addressed before approval:

The plan does not match the approved WPO. WPO amendment must be submitted and
approved before final site plan can be approved. Rev. 1: Comment not addressed.
WPO was submitted but is not approved yet. Please note that the WPO and the site
plan should match. Differences were noted in the grading and storm along
Woodburn Rd.
Ensure the maximum proposed slope is 2:1. Please add a note showing the maximum 2:1
slope. Rev. 1: Per County Code 18-4.3.3-C-1, it appears the area between buildings 1
and 2 and Berkmar Dr. requires a reverse slope bench because it is a 2:1 slope over
20 ft. This should be adjusted on the WPO as well. See below:
4. Engineered signed and sealed retaining wall plans will be necessary before final site
plan approval. Rev. 1: Comment not addressed.
5. Sheet 5 appears to show public drainage easements that are not shown on Sheet 3A.Rev.
1: Please make sure the public and private drainage labels match on these sheets.
The outfall from the SWM facility should be public and is labeled as public on Sheet
5. It is not evident as public on Sheet 3A.
6. Please show all proposed easements on the landscaping sheet. Rev. 1: Ensure all trees
are at least 5' from all storm pipes.

Dear Mr. Collins:
We have reviewed the plans entitled "Victorian Heights - Final Site Plan,"
dated December 9, 2022. The following comments need to be addressed.
General
1. Provide water/sewer data sheets.
2. RWSA approval for water connection and proposed site development
required prior to ACSA approval.
3. Recorded offsite sewer deed of easement and plat required prior to utility
plan approval.
4. Update sewer easement widths to reflect updated ACSA specs for
easement requirements.
5. Water pressures may be low.
Sheet 2
1. Add a note to have the existing FHA along Berkmar adjusted to final
grade.
Sheet 4
1. Relocate meters out of driveway typ.
2. Relocate existing 2-inch service line and water meter outside of parallel
parking along Woodburn. This service line serves the neighboring
parcels. Care should be taken to ensure their service is not interrupted.
3. Have double tap meters shown in wider portions of strips between
driveways.
4. Relocate proposed FHA to the corner of Lot 28.
5. Relocate Lot 28 water meter to portion of water main going to FHA.
6. Relocate blow -off assembly away from retaining wall.
7. Show separate water service and fire line connections for Buildings 1 and
2.
8. Lot 19 sewer lateral should enter at 90-degrees or greater.
9. Have Lot 18 lateral enter sewer main, after casing pipe.

Sheet 9
1. Manhole S12 invert elevations are flat.
2. Relocate manhole S8 between Lots 30 and 31, and shorten to 3-feet
depth.
3. Shallow the downstream sewer segments based on new manhole S8
location and running the sewer main at 0.5 percent slope.

June 2022, revised 09 December 2022, and find it to be generally acceptable.
