I've reviewed the revised lighting sheet provided via PDF and most of my comments were addressed; however,
I still need to assure the light is full cutoff. Thus provide some type of diagram of the shield which makes the
light full cutoff. I've researched your light fixture and find the shield has a diagram which can be provided on
the revised plans. See the attached PDF of the PVL3V shield, please include this on the plan.

Also, the landscape sheet revisions address my comments. Thus once the above is made, all of planning's
comments are addressed.
Please note I still need Fire and Rescue to approve the plan. Their last comment was: " 1. Emergency Access
road shall be no less then 20 ft wide. VSFPC 503.2.1 ".
Please work with Fire and Rescue to address this issue, once you have their approval of the revision provide me
the approval. After which we'll have all approvals required, and we can approved this plan.

RE: SDP201400017 Festive Fare — Minor Amendment
Dear Sir:
Your Minor Amendment application has been reviewed. In order for the amended site plan to be
approved the following revisions are required:
1. [32.5.2(b), 4.12.4(a)] Sheet C -001 lists 58 spaces provided; however, staff counts 62 spaces provided
throughout the plan. On the plan please assure the correct number of spaces is provided on sheet C-
001. Revise.
Also, the number of parking spaces in a parking area may not exceed the number of spaces required
by this section by more than twenty (20) percent. Which means the max amount of parking for this
site based on required parking spaces is truly 59 spaces total. Based on staff's count of 62 spaces the
site is over its maximum permitted by 3 spaces. However staff acknowledges that the original 1986
site plan permitted the existing spaces and no changes to parking are proposed. Thus on the site plan,
sheet C- 001under the Parking Provided, please provide the following note : "All existing spaces were
previously approved through SDP86 -39" Rev 1. Comment addressed.
2. [32.5.2(b) and (n)] In 2002 the site had a Letter of Revision (LOR) approved to permit a loading
dock at the southeast side of the building. If the loading dock was installed and currently exists,
please depict, label, and dimension it on the site plan. Rev 1. Comment addressed.
3. [Comment] The site plan was submitted as a Major Amendment; however, upon initial review of the
plan it was deemed that the modifications subject of the amendment could be contained in a Minor
Site Plan Amendment. Thus a refund with the difference of the two application costs was issued to
the applicant. Throughout the plan assure all reference to "Major Site Plan amendment" are revised to
utilize "Minor Site Plan Amendment ". Rev 1. Comment addressed.
4. [Comment] There appears to be a typographical error in the name of the project. Specifically Festive
Fare. Revise if appropriate. Rev 1. Comment addressed.
5. [26.2] To assure what is being proposed is permitted by right in the LI zoning district, on sheet C -001
under Proposed Use, please specify what will be stored in the proposed warehouse. What will the
warehouse be used for? By -right uses in the Ll zoning district can be found in chapter 18 Section
26.2 in the Albemarle County Ordinance. Revise. Rev 1. Comment addressed.
6. [32.5.2(t)] Dam Break inundation zone. The entire property is located in a federal dam break
inundation zone. On sheet C -001 assure there is a note provided which stated this. Rev 1. Comment
addressed.
7. [4.12.13(e)] Each site plan that depicts a commercial or industrial building of four thousand (4,000)
gross square feet or more shall provide a dumpster pad that does not impede any required parking or
loading spaces, nor any pedestrian or vehicular circulation aisles. Is there already a du npster pad
onsite, if so, please locate and label it on the plan. If there is not one currently onsite, one shall be
provided with this addition. Rev 1. Comment addressed.
8. [32.6.1(e6), 32.6.2(i), 32.5.2(n), 4.12, 4.12.16, 4.12.171 Existing and proposed improvements. On the
plan provide dimensions for all Existing and Proposed improvements. To include dimensions for aisle
widths and all other existing and proposed improvements onsite. Revise.
Also, please clarify; is the new warehouse to be connected to the existing warehouse? Or is the new
warehouse a separate building with a 25' setback from the existing warehouse space?

9. [32.5.2(j,k,1)] Verify that the location(s) of all existing utilities and utility easements including water,
sewer, drainage, telephone, cable, electric and gas are shown on the plan. If any, please label with the
Deed Book and Page reference. Rev 1. Comment addressed.
10. [32.6.2(h)] Revise the signature panel to include ACSA and eliminate the Health Department.

11. [32.6.2(j)] Landscape Plan. Provide a landscape plan that complies with section 32.7.9.

12. [32.5.2f] Show existing landscape features and any proposed changes to existing features. An area of
at least 5% of the paved parking and vehicular circulation area shall be landscaped with trees or
shrubs within or around the parking lot. Please provide all relevant information to verify this
requirement is satisfied. Rev 1. Comment addressed.
13. [32.6.20) & 32.7.9.6(b)] The 5% landscaped area required shall be planted with a mixture of shade
trees and shrubs and shall include one (1) large or medium shade tree per ten (10) parking spaces or
portion thereof, if five (5) spaces or more. Revise. Rev 1. Comment addressed.
14. [32.6.20) & 32.7.9.81 The tree canopy requirement for this site is 10 %; if existing trees are to be
used to satisfy this requirement, provide the information required per 32.7.9.4(b) regarding preserving
existing trees in lieu of planting new plant material.
Rev 1. Canopy calculations for the site appear to meet the minimum requirements;
however, staff has found some minor errors in the canopy calculation for the site which
need to be revised to reflect those canopy calculations provided on the County's approved
canopy list.
a. On sheet C -202, on the landscape schedule, for T -3, Bradford Pear. It lists 510 SF per
tree; however, the approved canopy lists provides for 139 SF per tree. Revise.
b. On sheet C -202, on the landscape schedule, for T -4, Maple. It lists 139 SF per tree;
however, the approved canopy lists provides for 510 SF per tree. Revise.
c. On sheet C -202, on the landscape schedule, for T -5, Maple (new tree) at 2.5" caliper at
139 SF per tree; however, the approved canopy lists provides for 452 SF per tree at this
caliper. Revise.
15. [32.6.2(k) & 4.17] Is any outdoor lighting proposed? If so, all lighting (including building mounted
fixtures) must be shown on a lighting plan that includes a photometric plan, luminaire schedule and
cut sheets for each proposed fixture.
Rev. 1 A lighting plan has been provided. Upon review of the lighting plan (C -203) it appears
that the two (2) additional wallpacks provided on the proposed warehouse structure far exceed
3,000 lumens, specifically they produce 23,750 lumens per fixture. Thus these wallpacks need to
be full cutoff, currently they are not. Revise plan to provide fullcuttoff lighting or choose
alternative light fixtures which are below 3,000 lumens. The eight (8) existing fixtures can
remain; however, they should be labeled on the plan as existing. Revise appropriately.
Also, the Light Loss Factor (LLF) of these lamps are listed as 0.80; however, the County
requires these to be a LLF of 1.0 Revise.
Building inspections — Jay Schlothauer
1) Due to the increase in size, the entire building must be provided with a sprinkler system, or a 3 -hour
rated fire barrier must be constructed between the new and existing portions of the building. Indicate on
the site plan which measure will be taken. Rev 1. Comment addressed.

1. 503.1.1 Buildings and facilities. Approved fire apparatus
access roads shall be provided for every facility, building or
portion of a building hereafter constructed or moved into or
within the jurisdiction. The fire apparatus access road shall
comply with the requirements of this section and shall
extend to within 150 feet (45 720 mm) of all portions of the
facility and all portions of the exterior walls of the first story
of the building as measured by an approved route around the
exterior of the building or facility.
Exception: The fire code official is authorized to
increase the dimension of 150 feet (45 720 mm)where:
1. The building is equipped throughout with an
approved automatic sprinkler system installed in
accordance with Section 903.3.1.1, 903.3.1.2 or
903.3.1.3.
2. Fire apparatus access roads cannot be installed
because of location on property, topography,
waterways, nonnegotiable grades or other similar
conditions, and an approved alternative means of
fire protection is provided.
2. Fire Flow test required before final approval

determine the location.
4. Fire Hydrant spacing shall be no less then 400 ft per travelway. Please show hydrant locations.
