RE: SDP201400027 Avemore Phase III — Minor Amendment
Dear Mr. Umberger:
Your Minor Amendment application has been reviewed. In order for the amended site plan to be
approved the following revisions are required:
1. [32.6.2h] Signature Panel. For minor site plan amendments the Planner's signature is all that is
required. You may delete the other reviewers from the approval panel.
2. [32.6.2(1) & 4.12.89(e)] Instrument assuring continuation of off -site parking. Conflicting notes
on pages C -1 & C -2 indicate a cross parking agreement either has been recorded or is to be
recorded. Presumably, if the agreement was recorded with the previous site plan, it will need to
be amended to reflect the changes in parking numbers. Please provide a copy of the amended
shared parking agreement and clarify if this agreement has been recorded or is to be recorded.
3. [32.6.2 k] Outdoor lighting. The plan shows a new light pole in the parking lot. Include a
photometric plan with lighting details for review.
4. [Comment] Proposed changes. Provide graphic delineation of proposed changes. Proposed
changes are listed and changes to notes are shown. Please also mark changes on plan (bubble or
other symbol).
S. [Comment] Proffers. Proffer B from amended ZMA 2006 -021 should read, "Commercial
buildings will have two (2) street facades (each with at least one street -level entrance) facing
both Fontana Drive and Avemore Lane."
6. [Comment] Proffers. Proffer C (2) should read "In addition to the Village Green, outdoor
recreation facilities will consist of at least three (3) tot lots to be placed in the approximate
locations shown on the Plan [reference 4.16.21"
7. [Comment] This amendment cannot be approved until Inspections, Engineering, ARB, ACSA,
VDOT, E911, Fire Rescue and Zoning complete their reviews and grant their approval. E911 and
Fire Rescue have reviewed the plan and have no objections. ARB, Inspections, ACSA and
Engineering comments are attached. VDOT and Zoning comments will be provided upon
receipt.
Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The
Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's
website which may be found under "Departments and Services" at Albemarle.org.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to
submit a revised final site plan to address all of the requirements within six (6) months after the date of
this letter the application shall be deemed to have been voluntarily withdrawn by the developer.

reviewing dedication documents and will submit it to the Executive Director for
acceptance. If any additional information is required the ACSA will contact the applicant.
• Show existing water main sizes.
• Show existing sewer main sizes.
• Show proposed sewer lateral connections from the building to the existing stub -out.
• Call out fittings, line sizes and construction notes for the new water meter arrangement.
• Re -align the new water meter arrangement so the corporation stops are under grass
instead of the sidewalk.

1. The plan shows one new pole light in the parking lot. Provide an updated photometric plan with all lighting
details for review. Be sure the standard lighting note appears on the plan: "Each outdoor luminaire equipped with a
lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to
reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from
luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half
footcandle."
2. Add the standard ARB mechanical equipment note to the site and architectural drawings: "Visibility of all
mechanical equipment from the Entrance Corridor shall be eliminated."
3. Add the standard ARB landscape note to the plan: "All site plantings of trees and shrubs shall be allowed to
reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned
minimally and only to support the overall health of the plant."
4. Trees are proposed at the top of the retaining wall. The retaining wall detail indicates the use of geogrid. Confirm
that the trees can be planted with the retaining wall using geogrid.
5. Review of the proposed architectural design is ongoing. ARB approval is required prior to final approval of the
amendment.
