Hi Stephanie,
Okay,so I've found the file. Ana borrowed it because Glenn needed to see it to issue a stop-work order. Glenn is
refusing to sign the bond (a condition of approval from the PC) until a mitigation plan is completed for this site.
So, if we can't sign the plat until the bond is posted (a condition of approval from the Planning Commission),do we still
want to close-out this file?
BTW,this project is being transferred to Sarah Baldwin while I'm being the Counter Planner.

Update on 11- 13 -13: Glenn is requiring a mitigation plan for the disturbed buffer before he will sign the bond for
the sanitary sewer connection. Bonding this connection was a condition of the PC approval. The plat will remain
on hold until the bond is posted.
Update on 5 -9 -14: Alex Morrison (ACSA) needs to be contacted if this project is going to move forward. He has
been contacted by parties across Rio Rd. that would like to connect through this property.

Valerie,
I have spoken internally and with RWSA in regards to the sewer service (crossing the creek). A stub-out was
provided on the manhole that you field located. Because this stub-out was provided for a future line up to and
across Rio Road, any connection across the creek will need to be a public sewer main. Basically, you would
run an 8" DIP sewer main under the creek and set a manhole on your property, which the building's lateral
would tie into. The ACSA will need a 20' easement around this infrastructure as well as a 20' easement up to
Rio for the future extension. This work will require construction plans for review/approval by the ACSA. It
appears that your client will have to secure permits and approval to cross the waterway, if this is the route he
would like to proceed with (public sewer service). Please advise if your client would like to proceed with public
sewer or if he has approval for a septic field. Regardless, please provide a 20' easement from the property line
that is adjacent to the creek (lining up with the manhole) up to Rio Road.
Water service is available through a City line. The city would need to approve the tap location. You would be
able to just run a service line to a meter onsite, which would make you an ACSA customer.
I hope this information helps. Please let me know how your client would like to move forward in regards to
public water/wastewater service.

Plat Comments
• Remove water valves and water meter near the intersection of Rio Road East and Agnese
Street.
• If public water service is needed, a city water main along Agnese Street will require an extension
to serve the parcels. Although water meters will be connected to City infrastructure, these
parcels will be ACSA customers.
• Provide a 20' sanitary sewer easement across Parcel A-1 -A to serve Lot 1, Parcel A-1 -A and
TMP #61 -210. Reference the attached RWSA as -built plan for the Meadow Creek Interceptor. A
stub -out from MH# MDW -MH -30 will be extended, by a developer, under Meadow Creek to
serve the above referenced parcels.
• If you wish to connect to the existing stub -out for MH# MDW- MH -30, it will require RWSA
approval.
ACSA Subdivision Plat Review Disclaimer
The Albemarle County Service Authority (ACSA) has no technical comments on the SUB
being reviewed. Engineering comments are usually reserved for the site plan review stage.
Subdivision plats should correctly show ownership of properties and existing easements. Recordation
of new easements should occur before dedication to and acceptance by the ACSA.
The ACSA can review the proposed subdivision plat and determine if it is included in the
jurisdictional area for water and /or sewer service. Water and /or sewer connections to the ACSA
system are allotted on a first come, first served basis at the time connection fees are paid. The ACSA
does not reserve capacity in its system for a specific project.

It's beyond the 2nd residence. State law allows 2 single family residences on 1 private entrance. Once you go to 3 or
more, sight distance has to be met and depending on the number of residences,the entrance design may change. The
County may choose to be more restrictive than this. I was planning on being at the site review meeting tomorrow, so if
there are any additional questions, I will be available then.

Under comment#2, are you saying that further investigation is needed for additional lots beyond the second lot that is
