Pohl, P.E.— Senior Project Manager(OFD) Date: March 7, 2014 April 10,2014 (Rev. 1) Subject: WPO 2014-00010—Cale Elementary School—Parking Lot Improvements Minor Site Plan Amendment The County of Albemarle Office of Facilities Development will recommend approval of the plan referenced above once the following comments have been satisfactorily addressed. The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review. Stormwater Management Plan, E&S Control Plan and Calculations Comments: 1. The approved plan must be included in the plan set, with the specific areas of amendment clearly outlined by bubbling or circling affected areas. The approved plan must not otherwise be altered. Rev. 1: Comment addressed. 2. [18-32.6.6, 14-302] Include an existing conditions plan in the plan set. Rev. 1: Comment addressed. 3. [18-32.6.6, 14-302] Add description of datum reference to Note 9, General Notes. Rev. 1: Comment addressed. 4. [18-32.6.6, 14-302] Indicate date of field survey in Note 10, General Notes. Rev. 1: Comment addressed. 5. [32.5.2(a)] Show present use on abutting parcel to the south. Rev. 1: Comment Addressed. 6. [32.5.2(a)] Show setback line for parcel to the south. Rev. 1: Comment addressed. 7. [32.5.2(a)] Add overlay districts to the General Notes (Airport Impact Area and Entrance Corridor). Rev. 1: Comment addressed. 8. Rev. 1: Comment addressed. 11. [4.12.16.c.6] Parking spaces may be reduced to 16-ft deep where a 2-ft grassed overhang is provided. Rev. 1: A minimum 2-ft grass strip must be maintained from the face of curb to landscaping where parking spaces are 16-ft deep. I suggest adjusting the trees to be 4-ft from the back of curb to allow vehicles to overhang the grass strip without hitting the trees or the tree's temporary staking. 12. [Design Manual, Section 3.F] The adequate channel analysis provided does not address all requirements of the Design Standards Manual. Rev. 1: Comment addressed. However, page 5 of the report did not print correctly. Please email page 5 and I will insert it into the report. 13. [Design Manual, Section 5] It appears that only detention (water quantity) is being provided. Water quality shall also be addressed for all additional impervious areas. Please provide pollutant loading and removal calculations. Facility may need to be revised to provide treatment. Rev. 1: Comment addressed. 14. [Design Manual, Section 8] Proposed slopes steeper than 3:1 shall have low maintenance (not grass) ground cover specified on the plans. Proposed slopes shall not exceed 2:1. Please indicate slopes within detention facilities on the plan. Rev. 1: Comment addressed. Now 15. Please indicate slopes within detention facilities on the plan. Rev. 1: Comment addressed. 16.Provide a stage-storage table with water quality volume for each facility on the drawings. Rev. 1: Comment addressed. 17. Provide a summary table indicating pre/post flow rates and velocities for the design storm events for each facility on the drawings. Rev. 1: Comment addressed. 18. Indicate Curve Number and Time of Concentration on drainage maps. Rev. 1: Comment addressed. 19. E&S plan shall be a separate set of plans. For embankments over 3-ft high,the top of back should have a minimum width of 8-ft. This applies to the detention facilities. Rev. 1: Comment addressed. 23. Inverts from the ponds appears to be below the elevation shown (i.e. pipe inv. elevation = 576.82 and contour=578.00). Show grading at headwalls/riprap. Rev. 1: Comment addressed. 24. Confirm benchmark elevation (384.61?). Rev. 1: Comment addressed. 25. Submit letter of approval from the County ARB once received. Rev. 1: Comment addressed. 26. It appears that the sediment trap weir has an elevation of less than 580 when looking at the contours. However, the sizing chart states the top elevation of weir is 581. Now Rev. 1: Comment addressed. 27. The overflow weir from the sediment trap should include outlet protection. Rev. 1: Comment addressed. 28. Consider moving the locating of the silt trap to where future pond will be. Once the hole is excavated it can be used for both the silt trap and the future SWM facility. This is just a suggestion. Rev. 1: Comment addressed. 29. Identify what"RR"means on the E&S Control Plan. Rev. 1: Comment addressed. 30. Change direction of Diversion Dike on E&S Control Plan. Rev. 1: Comment addressed. 31. Note that contractor shall remove and replace fencing as needed to install outlet piping. 2. Show asphalt curb on site plan, not just the E&S plan. Add an asphalt curb along the south side of the basketball court to capture and direct stormwater to inlet. 3. Dimension the concrete pads in front of the sheds. 4. Identify striping requirements (i.e. painted white stripe between parking spaces). 5. Since the slope in the parking area is right at 5%, please add note that slopes shall not exceed 5%.
