The VSMP plans are approved. When the project is bonded, the county will apply to DEQ for permit
coverage. At that time,DEQ will request their portion of the state fees, and issue a coverage letter.
This will enable the county to issue a joint permit for VSMP and grading after a preconstruction
meeting.

This is recommended for approval contingent on the road plans.
B. Road and drainage plans (SDP200400042)
1. AS the last couple of revisions have been with VDOT or with WPO, it is not clear if the plans from
Aug 7h are the latest. Please clarify or provide updates so the site plan can be approved.

A. Final Site Plan (SDP201400036)
1. Provide evidence of VDOT approval, especially for the inadequate pipe at the entrance on Barracks
Rd.
2. The ribbon curb is confusing. It is not clear exactly what it is. Perhaps it is the gutter, without curb. A
detail was not found. If CG -91) is provided, it would appear to connect most everywhere, leaving no
room for curbing. In addition, the CG -91) is built to connect at standard curb height where the radius
terminates (section B -B). This would ideally be a detail of your road plans.
B. Road and drainage plans (SDP200400042)
1. A road plan has not been provided separate from the site plan. In order for bonds to be processed for
these roads, a separate road plan will be required. This will be needed before final plat approvals.
C. VSMP: SWPPP: PPP
A stormwater pollution prevention plan has not been provided. A pollution prevention plan has not
been provided. A copy of the registration statement or a letter of permit coverage have not been
provided. No VSMP fees have been provided. If these have been submitted to the state, and permit
coverage has been obtained, please submit the approval letter, and a copy of the full SWPPP
documents.
D. VSMP: SWPPP: Stormwater Management Plan (WP0201400024)
1. Please clarify the berm at the rear of the site above the lots on Smithfield Road. Show this clearly on
the plan behind all townhouse units to ensure that no runoff is directed or overflows into the existing
neighborhood. On the cross - section detail of the pipe system, draw and label the berm on the proposed
ground elevation.
E. VSMP: SWPPP: Erosion Control Plan (WP0201400024)
1. This plan is satisfactory.

6) [Comment] Missing inlet protection and CIP near the main entrance.
[Revision] Provide IP for grate inlet before ST -30. See sheet C -21.
10) [Comment] There appears to be two sump inlets on the southern side (in front of lots).
Please place a berm in between the Out of Bounds Property as an added runoff protection
measure for the Smithfield Road residents. Also, the STR -20 top of rim elevation does
not work with the grades. Please revise. Please note, any steep slopes greater than 3:1
should spec a low maintenance ground cover.
[Revision] Partially addressed. Provide a berm to pick up all lots along the southern
property line. The berm shown is only near ST 20 and ST 34.
11) [Comment] The removal rate computation is over 50% for the north and south side. This
will require 2 *WQv to treat first flush, .5" runoff.
[Revision] Partially addressed. The southern underground detention basin should
be increased to 190 ft from 180 ft.
18) [Comment] Please provide manufacturer's approval of plan for underground detention
basins.
[Revision] Please provide prior to approval of plans.
19) The bottom width of the drainfield is 28 ft for BMP #1 and 27 ft for BMP #2. Please
make this clear on detail I on sheet C18. The 3 ft spacing dimension is correct for
the southern BMP, but 4ft for the northern BMP.

1) The project title should include E &S and SWM plan. The "Final Site Development Plan"
should be removed since this is not a site plan.
2) Remove the road plans since that should be included in a subdivision application.
3) Label the managed slopes at the existing basin.
4) How will you control runoff off site from Bennington, as road is being built? Also CE should
drain to trap.
5) Show staging area.
6) Missing inlet protection and CIP near the main entrance.
7) The 66 contour on SB -1 is on 568 contour. Please revise.
8) Extend DD near lot 44 to include runoff as 90 contour line is graded.
9) 574 contour near lot 38 does not work. Please revise.
10) There appears to be two sump inlets on the southern side (in front of lots). Please place a
berm in between the Out of Bounds Property as an added runoff protection measure for the
Smithfield Road residents. Also, the STR -20 top of rim elevation does not work with the
grades. Please revise. Please note, any steep slopes greater than 3:1 should spec a low
maintenance ground cover.
11) The removal rate computation is over 50% for the north and south side. This will require
2 *WQv to treat first flush, .5" runoff.
12) Provide a profile of underground detention basins.
13) The cross sections and details of the underground detention basin on C 18 should be to scale.
14) The geotech report show the boring test 1 -2 does not meet the permissible .52 inches/ hour.
The pipes will need to be longer to compensate for this area.
15) BMP 1 will not handle the 100 year storm.
16) On computations /report, the post development BMP numbers do not match plans. Please re-
label.
17) It appear that the underground pipe systems are short- circuited. Please show on plan details
to avoid- short circuited flow to maximize detention time.
18) Please provide manufacturer's approval of plan for underground detention basins.
Sincerely,
MIAMI 11,, f
