The Stormwater Protection Plan (WP0201400043) submitted 09 May 2014 has received
Engineering Review and does not appear to meet Albemarle County minimum checklist
items for approval. The Owner and Design Consultant wish to forgo the safety measures
requested previously and are insisting they be allowed to proceed without proper
investigation of the existing soils in the area of the SWM facility or pre- treatment
filtering with overflow protection for the building and underground facility.
This Office hereby approves the plan with the following conditions:
1. Should groundwater or bedrock, as stated in the soils report, be found in the
excavation resulting in non - compliance to SWM requirements, then the project
will be delayed until an amendment to the plan can be approved.
2. The County's Water Protection Officer will approve the excavation in writing for
the SWM facility prior to back - filling it with aggregate and completing the
proj ect.
Please submit 2 additional copies of the SWM plan for "Keswick Country Club Minor
Site Plan Amendment Pole Barn at Golf Maintenance Facility"
A Storm Water Maintenance Agreement will be recorded prior to issuance of the

You may contact Ana Kilmer (Albemarle County Department of Community Development) at
ext. 3246 for further information on bonding procedures and Maintenance Agreements.
Once the WPO bond has been posted and the extra copies are received, you may contact the
Department of Community Development to arrange a pre - construction meeting with a County
Water Protection Inspector. Should the County Inspector find the SWM Structure inadequate or
the need for additional or alternative SWM control measures required to protect the site,
additional fees will be required.
[17- 304.G] An approved stormwater managementBMP plan shall be void if the owner fails to obtain
a grading, building or other permit for activities involving land disturbing activities to implement the plan
(the "permit ") within two (2) years after the date of its approval; provided than any stormwater
managementBMP plan approved prior to October 5, 2011 shall be void if the owner fails to obtain a permit
by October 5, 2013; and further provided that any stormwater managementBMP plan associated with a
subdivision plat or site plan whose period of validity is extended by Virginia Code § 15.2- 2209.1(A) shall
likewise be extended for the same time period.

The Stormwater Protection Plans (WP0201400043) submitted 09 May 2014 have received Engineering Review
and do not appear to meet Albemarle County minimum checklist items for approval. The following items will be
adequately addressed prior to final plan approval:
1. Sanitary sewer line will be shown on profile to ensure adequate spacing.
2. Per soils information the ground water table may be too high for this application.
3. Per soils information bedrock may be encountered prior to full depth of excavation.
4. Infiltration testing is required for this Stormwater Management Practice. What is the perk rate for the 2
areas?
5. System must be designed to drain down in less than 72 hours.
6. Pre - treatment or other method of preventing debris from entering underground system will be shown.
7. Overflow or bypass system should be included to prevent water from backing up into the gutter.
8. Does the gutter system contain the 10 year storm event?
9. A Storm Water Maintenance Agreement will be recorded prior to final plan approval. The links for

Once these comments have been addressed, please submit 2 copies of the revised plans, calculations, and narratives to
Current Development Engineering along with the required review fee and transmittal form.

[17- 204.f] An application for an erosion and sediment control plan that requires modifications, terms, or conditions to be included in order for it to
be approved shall be deemed to be withdrawn if the owner fails to submit a revised plan addressing the omitted modifications, terms or conditions
within six (6) months after the owner is informed of the omitted information as provided under paragraph (B).
