Mark,
This morning,you helped me understand that a silt trap shown on ESCP under WP0201300027 is to be converted to a
bio-filter(SWM facility), but if we compare with WP0201400004,this trap will not be converted to a SWM facility.
Thanks for catching this. Under WP0201400004,the silt trap may eventually be removed,without conversion. Upper
Ballard Pond will serve as SWM for blocks 28, 29, 35, and other areas approved for mass grading under WP0201400004.

The Water Protection and Road Plans (WPO201300027, SUB201300054) submitted 16
April 2013 have received Engineering Review and do not appear to meet Albemarle
County minimum checklist items for approval. Please adequately address the following
comments for final approval:
A) Road and drainage plans (SDP200400042)
1) VDOT approval is required. Comments will be forwarded when received. [DM905]
2) Sheet 7 of 13 details for future public road with 61‘private right of way will require
VDOT approval.
3) Street tree counts don’t appear to match up with the plans. Please revise.
B) Stormwater Management and Mitigation Plan (WPO200500007)
1) The pond shown is not an approved Storm Water Management Structure at this time.
Please Submit drainage area plans for the pond and calculations to verify previously
approved plans for block 4 of the Old Trail Town Center #WPO201000041 were
constructed as designed and add the proposed additional impervious area for this site.
2) SWM agreement is required for the pond to be utilized as a SWM basin.
3) Stormwater pipes with a diameter 15” to 42“will have access points spaced a maximum
300’ apart for maintenance and inspection.
C) Erosion Control Plan (WPO200500007)
1) Please certify the topography is current and accurate as of the time of plan submittal.
2) Please update the general E&SC notes on the plan. The notes can be found in the
Albemarle County Design Standards Manual. There appears to be several duplications of
notes on the plan and need to match or removed from the plan.

3) Please place the Albemarle County Paved Wash Rack detail on the plan.
4) Drainage area to sediment trap appears to be 3+ acres and will require a sediment basin.

The basin will need to be designed for the largest drainage area involved with
development. I.e. Pre, during, or post development drainage areas.
5) Storm pipe system appears to be lower than the Sediment control structure. This plan
appears to show the pipe inundated with stormwater up to the level of the E&SC outlet
structure. Please clarify, and show the pipes not backing up with sediment laden
stormwater.
6) Please show the existing tree lines as of time of submittal.
7) Limits of disturbance do not appear to encompass all work proposed with this plan.
Please include all work proposed with this plan or gray it out so it is clear it will not be
constructed with this permit.
8) Narrative states not stockpiles will be on site. Please add, “All excess material to be
hauled to an approved site with adequate protection.”
9) Please show the location of the “Enhanced Ball Field” as stated in the E&SC Narrative.
10) Please show how MS-19 is adequately addressed from the end of Stormwater System to
pond.
D) Planner for Zoning and Current Development has the following comments:
1) On Sheet 5, please show required street trees along the sidewalk on Golf Drive.
2) On Sheet 5, please update the plant list to show the correct number of each type of tree.
Currently, there appear to be 13 QP, 10 PA and 4 FP trees.
E) Building Inspections department has “No Objection” to the approval of this submittal.
F) Fire and Rescue department has ”No Objection” to the approval of this submittal.
G) E-911 department has “no Objection” to the approval of this submittal.
H) ACSA has forward comments directly to the consultant.
Departmental and agency comments from RWSA and VDOT will be forwarded as received.
Once these comments have been addressed, please submit 2 copies (add 1 more copy if VDOT
needs to review, and 1 more if mass-grading that Planning needs to review) of the revised plans,
calculations, and narratives to Current Development Engineering along with the required review
fee and transmittal form.

[17-204.f] An application for an erosion and sediment control plan that requires modifications, terms, or conditions to be
included in order for it to be approved shall be deemed to be withdrawn if the owner fails to submit a revised plan addressing the
omitted modifications, terms or conditions within six (6) months after the owner is informed of the omitted information as
provided under paragraph (B).

Re: Old Trail Village Block 29A & 35A
Dear Bill:
We have reviewed the plans entitled "Old Trail Village Block 35A & Block
29A Final Construction Plan" dated April 5, 2013. The following comments need
to be addressed:
Sheet 1
1. Provide water data sheet.
2. Flow Acceptance will be required from the Rivanna Water and Sewer
Authority (RWSA). The ACSA will submit a request to the RWSA once a
schedule for build -out and number of units have been provided by the
developer.
3. Revised master plan showing water and sewer for Old Trail Village is
required prior to plan approval.
Sheet 2
1. Sewer elevations for manhole lids and inverts do not match as- builts
submitted by Timmons Group for the Lickinghole Creek Sanitary Sewer
Extension.
Sheet 3
1. Label existing manholes as shown with the prefix Lickinghole -.
2. Show the 12 -inch gate valve that was cut in during the Block 23 project.
3. Contractor will be required to remove gate valve and stub -out directed at
this site since it will not be utilized.
4. All water meters should be placed between the sidewalk and curbing.
5. Revise sewer lateral for Lot 2 so that the angle between the lateral and the
downstream sewer main is at least 90 °.
6. Sewer lateral for Lot 4 should connect to manhole across the road.
7. Provide sewer lateral for Lot 5.
8. It is unclear what property the lateral shown at the end of Golf View Drive
will serve.
9. Provide gate valve and blow -off at the end of Golf View Drive.

10. The fire hydrant along Golf View Drive should be relocated to the western
side of the roadway.
11. Add a fire hydrant and future gate valve at the end of Golf View Drive.
12.Add a gate valve near Storm Structure 5 since this section will eventually
be looped.
Sheet 5
1. Keep trees a minimum of ten feet away from ACSA utilities.
Sheet 6
1. Show water service and sewer lateral crossings on storm sewer profiles.
2. What is the 6" S/L label near Station 17 +00?
3. Should the 6" W/L be a water service near Station 5 +50?
4. Revise the reference to PVC W/L under Storm Structure 10.
Sheet 7
1. Provide recently revised ACSA General Water and Sewer Notes. I can
email this to you at your convenience.
Sheet 8
1. There appears to be adequate fall beyond ST #1. Would it be possible to
shift this down the hill and allow the water main to cross above the storm
sewer?
Sheets 9 -13
1. Eliminate these sheets from our submittal.
