A. Final Site Plan (SDP201400036)
1. Provide evidence of VDOT approval, especially for the inadequate pipe at the entrance on Barracks
Rd.
2. The ribbon curb is confusing. It is not clear exactly what it is. Perhaps it is the gutter, without curb. A
detail was not found. If CG -91) is provided, it would appear to connect most everywhere, leaving no
room for curbing. In addition, the CG -91) is built to connect at standard curb height where the radius
terminates (section B -B). This would ideally be a detail of your road plans.
B. Road and drainage plans (SDP200400042)
1. A road plan has not been provided separate from the site plan. In order for bonds to be processed for
these roads, a separate road plan will be required. This will be needed before final plat approvals.
C. VSMP: SWPPP: PPP
A stormwater pollution prevention plan has not been provided. A pollution prevention plan has not
been provided. A copy of the registration statement or a letter of permit coverage have not been
provided. No VSMP fees have been provided. If these have been submitted to the state, and permit
coverage has been obtained, please submit the approval letter, and a copy of the full SWPPP
documents.
D. VSMP: SWPPP: Stormwater Management Plan (WP0201400024)
1. Please clarify the berm at the rear of the site above the lots on Smithfield Road. Show this clearly on
the plan behind all townhouse units to ensure that no runoff is directed or overflows into the existing
neighborhood. On the cross - section detail of the pipe system, draw and label the berm on the proposed
ground elevation.

Dear Ms. Yaniglos:
We have reviewed the final site development plan for Out of Bounds dated 3118/ 14 with
revisions dated 4!11114 and 5129114 as submitted by Shimp Engineering, P.C. and offer the
following comments:
1. The re- submittal indicates that the street trees will have branching that starts 6' above
grade after planting. The concern is how the potential trunk diameter may impact sight
distance at the intersections.
2. Per the 2009 Pavement Design Guide for Subdivision and Secondary Roads in Virginia,
the minimum aggregate depth is 6 ".
3. A previous review comment questioned the determination of the AADT used in the
pavement design worksheets. The basis for the AADT for Georgetown Road and
Bennington Road. It was agreed that the pavement design for Bennington Road from
station 10 +00 to 12 +13 should be the same. The pavement design provided in the site
plan has different aggregate depths. In addition, the basis for the 842 AADT for
Georgetown Road has not been provided. Furthermore, I am not sure how the DR of 13.8
was obtained. Using Appendix II of the pavement design guide and an AADT of 800, it
appears that DR is 14, so an AADT 842 will certainly result in a DR larger than 14.
4. The traffic signal modifications will need to be approved by the Northwest Regional
Operations prior to approval of the site plan.
Storm Sewer Calculations
1. I have questions about the "C" values used to determine the runoff to each of the inlets.
As an example, the "C" used for ST -4 is 0.55. The "C" used for ST -2 is 0.58. It appears
that the ratio of impervious surface to the entire drainage area is substantially larger for
ST -2 and should result in a "C" that is more than 0.03 larger than that used for ST -4.
Derivation of the "C" values used for each of the inlets should be provided.
2. The storm sewer pipe between ST -29 and ST -30 is proposed to be RCP. The roughness
coefficient used in the calculations should be 0.013 as indicated in the VDOT Drainage
Manual. The calculations provided indicate that this section of storm sewer is
surcharged. Using the correct roughness coefficient is going to compound this situation.
3. As indicated in the VDOT Drainage Manual, the roughness coefficient used in the storm
sewer calculations for PVC pipe should be 0.011.
4. The HGL calculations indicate that the water elevation at ST -29 will be 570.78 and the
rim elevation is 571.12. Changing the roughness coefficient of the storm sewer between
ST -29 and ST -30 to 0.013 will certainly impact the HGL calculations.
5. HGL calculations should be provided for each structure.

Dear Mr. Cetta:
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday,
June 2, 2014. The Board, by a vote of 4:0, unanimously approved the request, pending staff administrative
approval of the following conditions:
1. Make the existing fence and new fence locations clear throughout the site plan. Coordinate fence
notes to indicate consistently throughout the site plan that the fence along Barracks Road is to be
moved.
2. Provide the EC frontage trees at 3'/2" caliper, 35' on center. Provide confirmation from VDOT that the
locations in the right -of -way are approved.
3. Show the location of the underground electric line on the plans.
4. Provide the landscape plan at 1" = 30'. Be sure the scale is noted accurately on each sheet of the site
plan.
5. Ensure that the quantities of plants in the plant list match the number drawn on the plan.
6. Identify on the elevations the colors for the metal dormer and porch roofs.
7. Coordinate the plans and elevations regarding unit width.
8. Add a north arrow to the landscape plans.
9. Provide specs for the window glass indicating that visible light transmittance (VLT) is not below 40%
and visible light reflectance (VLR) does not exceed 30 %.
10. Add the standard mechanical equipment note to the architectural drawings.
11. Ensure that trees are located at least T from storm pipes, in particular, those behind lots 39 -44.
12. Label the shade and ornamental trees located between blocks 4B and 5 and include them in the plant
list.
13. Revise the notes throughout the site plan set regarding thinning of the Leyland Cypress trees, both
existing and proposed, to specify the extent of thinning that will be acceptable and the final intended
appearance of the Leyland Cypress hedges following thinning.
14. Coordinate all site plan sheets regarding the grading for the berm along the EC frontage.
15. Revise the demolition plan to clarify the area of existing Leyland Cypress trees to remain.
16. It is recommended that the two existing trees to remain at the intersection of Bennington and
Westminster be shown consistently on all sheets and that grading be revised to remain outside their
drip lines.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision
dates on each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting
the changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staff's review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.

[Revision 11 Please remove three parking spaces on Georgetown Rd to meet the 100' sight
distance at the intersection of Bennington Rd and road "B" per 7(C)(1.) of the Albemarle
County Design Standards Manual. This is the minimum requirement.
[Final Site Plan] Comment addressed.
2. [Comment] The minimum turning radius at street intersections on subdivision streets shall not be
less than 25 feet. Please revise.
[Revision 11 Comment partially addressed. This can be fully addressed during the final site
plan. Change the radius to 25' where road "C" turns into lots 45 -51.

3. [Comment] Revise the sag curve in road "B" to meet the 155' minimum stopping sight distance.

property line may be necessary for future connections. Also, the lot line for lot 44 may need to be

The applicant should contact this office with three (3) alternative road names for "Barracks Hill Court". There are already
the maximum amount of road names that start with the word "Barracks" in Albemarle County. The road name shown as
"Bennington Road" should be corrected to show "S_ Bennington Road" for consistency with the existing "S_ Bennington
Road The road name "Town Mews" is not acceptable currently_ The applicant should add an accepted road designator
(e-g- Court, Lane, Street, etc) to the name before it can be approved_
