We have to determine the pipe culvert can accomplish the same in approving it. Why would we ever require someone to build a bridge, box culvert, or arch? I believe this is what I specified: 1. Obtain and follow all permits that would have been required for this disturbance before starting back to work 2. Stabilize the stream banks and bottom above and below the crossing to the satisfaction of the WPO Administrator (you). 3. Install permanent vegetation within the stream buffer that is acceptable to the WPO Administrator prior to October 15, 2014.
