Because the standard is a box or bridge that doesn't impede fish moving up and down the
stream and minimizes disruption of the stream bed (e.g. the requirement the invert be 6"
below the stream bed). We have to determine the pipe culvert can accomplish the same in
approving it.

So it occurs to me; we have now determined that we can approve normal pipe culverts with
stream crossings. Why would we ever require someone to build a bridge, box culvert, or arch?

Bummer, Marsha already deleted the exec summary where I included proposed conditions. I
believe this is what I specified:
1. Obtain and follow all permits that would have been required for this disturbance before
starting back to work
2. Stabilize the stream banks and bottom above and below the crossing to the satisfaction
of the WPO Administrator (you).
3. Install permanent vegetation within the stream buffer that is acceptable to the WPO
Administrator prior to October 15, 2014.
