Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [Comment] This application was not submitted for subdivision plat review; comments provided are for Road Plans only. However, for future reference, it does appear that the number of Phase I lots noted exceeds the allowable density. Rev1: Comment not fully addressed. This comment is applicable to any plat submittal. The density calculation now appears to be approvable, however it seems a portion of the area added to Phase I includes a change in the southern boundary of TMP 56-95B. This boundary line no longer matches what is shown on County GIS and must be verified by plat. Rev2: Comment addressed on most recent plat submittal. 2. [13.4.1] Environmental standards. Street trees are required to be shown on the road plans for this development to meet the bonus factor approved with the preliminary plat that allowed for a smaller minimum lot size and a smaller frontage requirement. It appears that many of the proposed tree locations have conflicts with proposed utilities; these conflicts should be resolved before the plan is approved. Rev1: Comment addressed. Rev2: Comment not addressed. With this revision submittal, there are once again several conflicts between street trees and utilities; these conflicts should be resolved before the plan is approved. Additionally, the Eastern Connector only has street trees on one side and only for a portion of that side; street trees should be provided on both sides of the proposed road for its entire length. Rev3: Comment not fully addressed. Since the new Landscape and Maintenance Easements should be for the benefit of the Developer/Westlake Hills HOA to maintain the street trees, no easements are necessary where the trees are in the open space that will also be held by the HOA; please remove these easements. The associated plat must also show all easements. A maintenance agreement for the proposed landscaping within the easements must be submitted for review and approval prior to approval of the plat. 3. [14-302(A)9 & Condition of Preliminary Approval] Building sites on proposed lots. The Board of Supervisors approved a critical slope waiver request for this subdivision. An overlot grading plan must be submitted as a condition of approval of this waiver. Rev1: Comment not addressed. The grading plan shown on Sheet 6 does not meet requirements for an overlot grading plan. Please coordinate with Engineering. Rev2: Comment addressed. 2 4. Prior review comments identified in a letter dated June 24, 2013 appear to have not been addressed with this submittal. A copy of the June 24 review letter has been attached with this review letter. 2. Guard rail warrants should be checked for the sections of the Eastern Connector Road and Guadalupe Drive near the stormwater management facilities. 3. On Sheet 4, the sight line for the intersection of Colorado Road and the Eastern Connector Road needs to originate 14.5' from the edge of the nearest travel lane. 4. On Sheet 4, the sight line for the intersection of Guadalupe Drive and the Eastern Connector Road needs to originate 14.5' from the edge of the nearest travel lane. 5. A sight line easement will be needed across 10 for the intersection of Lavaca Court and Guadalupe Drive. This easement should be 5' beyond the sight line shown. 6. On Sheet 8, the pipe numbers for the storm sewer along Lavaca Court and along Guadalupe Drive between Colorado Road and the Eastern Connector Road should be added to the plan view. 7. On Sheet 8, the type of DI and length of slot opening for structure 68 should be added to the plan view. 8. On Sheet 8, the contours indicate that runoff will flow toward the middle of the travel lanes of the Eastern Connector Road at the intersection of with Guadalupe Drive. This needs to be looked at closer and revised as necessary so that runoff is directed towards the curb and gutter. 9. On Sheet 13, CD -1's should be shown at the lower end of cut slopes as indicated in the 2008 Road and Bridge Standards. 10. On Sheet 13, the vertical curve (crest) shown between stations 9 +29.09 and 12 +39.09 does not meet the minimum K -value as indicated in Appendix F of the Road Design Manual. 11. On Sheet 13, the vertical curve (sag) shown between stations 13 +11.34 and 18 +11.34 does not meet the minimum K -value as indicated in Appendix F of the Road Design Manual. 12. On Sheet 13, the vertical curve (sag) shown starting at station 22 +44.34 does not meet the minimum K -value as indicated in Appendix F of the Road Design Manual. 13. On Sheet 15, CD -1's should be shown at approximately stations 20 +25 and 23 +50. 14. On Sheet 19, a note should be added indicating that ST -1 steps are required for all structures that have a depth of 4' or greater. 15. On Sheet 19, to profile for the storm sewer from structure 42 to structure 38 is mislabeled. 16. On Sheet 21, storm sewer pipe F57 will require anchoring due to the steepness of grade. 22. On Sheet 22, the upstream and downstream inverts for the pipe between structures 6 and 4 do not match those shown in the profile. 23. On Sheet 22, the downstream invert for the pipe between structures 14B and 14 does not match that shown in the profile. 24. On Sheet 22, structure 38 in the Drainage Descriptions table is shown as a manhole when it is actually a DI -3B with L = 6'. 25. On Sheet 22, there are several sections of pipe that have velocities greater than 10 fps. These sections of pipe should be adjusted where possible so that the velocities are less than 10 fps. 26. On Sheet 23, the length of the pipe between structure 66 and the outlet does not match the length shown on the profile. This should be corrected so that the velocity in this section of pipe can be verified. 27. On Sheet 23, the length of the pipe between structures 78 and 68 does not match the length shown on the profile. This should be corrected so that the velocity in this section of pipe can be verified. 28. On Sheet 23, structures 75, 74D, and 74B are shown as DI -313's in the Drainage Description table but are shown as DI -3C's in the profiles. 29. On Sheet 23, the rim elevation of structure 78F is different in the Drainage Description table from that shown in the profile. 30. On Sheet 24, the rim elevation of structure F58 is different in the Drainage Description table from that shown in the profile. It appears that sight distance easements are needed for the NE corner of Colorado Road and Eastern Connector road and the SW corner of Guadalupe Drive and Lavaca Court. Please include these on sheets 5 & 6. 2. Please indicate striping between proposed NB and SB travel way for Eastern Connector just north of Colorado Road. Please indicate left turn arrow or combined through-left arrow for NB Eastern Connector at Jonna Street. 3. Please regrade the end of Guadalupe Drive at the cul-de-sac. Structure #4’s rim should be the low point to ensure that runoff would not inundate the houses in proposed lots 36 or 37 should the drainage system fail. Three out of four vertical curves for Eastern Connector Road appear to have substandard “k” values for 35 mph design speed. Will defer to VDOT regarding geometric standards. 2. Please include cross drains (CD-1,2) at every major cut and fill transition point including for Connector Road and for Guadalupe Drive near stations 20+00 and 24+00. 3. Please include all utility crossings including water main crossing Eastern Connector Road near station 21+95. 4. Please include all drainage pipe runs crossing Eastern Connector Road including: F58B-F58, 74D-74B, F56-F54, F52B-F52, F44B-OUT, F46B-F46, F50-F48, 30-28 5. Drainage Calculations 1. Pipe runs from Structures 2 to 1B and from 1B to out appear to have excessive flow velocities ( > 15 fps). Please redesign these structures to reduce proposed flow velocity to < 15 fps. 2. Please provide calculated flow capacity for pipe run from Structure 68 to 66. It appears that it could be lower than the calculated flow in a 10 year storm event. If the capacity is less than the calculated flow, please redesign this pipe run for adequate capacity. The plans need to be signed by the design engineer. 2. On Sheet 4 of the plans, the sight lines for the intersection of Guadalupe Drive and Colorado Road appear to originate at approximately 10' from the edge of the travel way. The standards require that the sight lines originate at 14.5' from the edge of the travel way. This needs to be corrected and the potential need for sight line easements will need to be verified. 3. It is noted that the proposed waterlines within this development are located approximately 2 to 3 feet from the edge of pavement. This will place the proposed waterlines very near the tire path of vehicles traveling on these streets. The proposed waterlines should be located outside of the paved surface. Waterlines and associated appurtenances such as valves pose potential long term maintenance issues for VDOT. 4. On Sheet 6, it appears that the storm sewer between structures 24 and 26 may be shown as radial pipe. All storm sewer within this project should be straight runs from structure to structure. 5. It appears that the storm sewer could run from structure 32 to 30 rather than from 32 to 26. This would eliminate an unnecessary crossing of the Eastern Avenue Connector. 6. On sheet 8 it appears that the pavement designs are adequate based on an assumed CBR value of 5. However, the pavement design table should be revised to accurately reflect VDOT's Pavement Design Guide. The 2.15 Equivalency Value for BM -25 is only applicable when there is a total depth of asphalt of 6" and that depth of asphalt is placed directly on subgrade. If not placed directly on subgrade, the equivalency value for both the SM -9.5 and the BM -25 is 2.25 if the total depth of asphalt is at least 4.5 "; otherwise the equivalency value for the SM -9.5 and BM -25 layers should be 1.67. Please refer to note 1 in the Footnotes for Appendix III of the Pavement Design Guide. 7. On sheet 13, several of the drop inlets are graphically shown located in the paved surface of the turn lanes and tapers instead of the curb lines. It is understood that the Eastern Connector is shown only for information purposes, but the inlets should be shown at the correct locations if they are going to be shown. 8. On sheet 14, the invert out elevation of the 18" culvert under the Connector Road is labeled incorrectly on the profile. 9. On sheet 15, a safety slab (SL -1) should be called for on structure 2. 10. On sheet 15, there should be at least a 0.10 foot drop across structure 16. 11. On sheet 16, there are several inverts in the calculations that do not correspond with the inverts shown on the storm sewer profiles. The inverts of pipes 5, 7, 9, 11, and 14A do not match the profile inverts. The most significant discrepancy is found in structure 14 (pipe 14A) where there is a difference of 0.90 feet in elevation of the invert, which results in a 0.50% grade of the pipe in the profile and a 3.00 0.'0 grade of the pipe in the calculations. Include all relevant items from the RWSA General Water and Sewer Notes (attached). 2. Label the RWSA sanitary sewer with ownership, size, and material (e.g. RWSA 15” VCP Sewer) 3. Include surveyed manhole inverts where applicable on plan sheets (e.g. CZI-MH-85). 4. In previous comments (see attached email), RWSA requested an additional 20’ of right-of-way along the existing easement for the future upgrade of this sewer line. Please let me know if you’d like more information on this. Sheet 5: 1. Include RWSA’s standard notes for a sewer connection: All connections to RWSA manholes shall be watertight and made with a flexible rubber boot. All coring methods, the coring contractor and all materials for construction shall be approved by RWSA in writing prior to construction. RWSA Engineering Staff shall be present for all cores into the manholes. Bypass pumping may be required at the sole discretion of RWSA staff. Grouting of the manhole bench or interior may be required, at the sole discretion of RWSA staff, for a smooth transition of flow. Existing manholes shall be backfilled to original grade to the satisfaction of RWSA. Contact RWSA Engineering a minimum of 3 business days in advance to schedule a core of a manhole. 2. RWSA would like to request an access easement from the property owner along the proposed 8” sewer. Sheet 12: 1. Verify that the inverts listed for existing RWSA CZI-MH-85 are surveyed (as-built data is not always accurate). 2. Include ownership (RWSA) on CZI-MH-85. 3. Include standard sewer connection notes on this sheet (see above). 2 As mentioned previously, RWSA will require a flow acceptance for this project prior to approving site plans. Due to the size of the proposed development, RWSA will need to approve sewage flows to determine that adequate capacity is available when the development goes online. This request may be submitted during site plan review. 2. The RWSA 15” sewer along the southern boundary of the development is slated for upgrade in the next 15-20 years. RWSA would like to request an additional 20’ of easement extending from the northern boundary of the existing 30’ easement. 3. As development of this parcel may inhibit access to the existing RWSA easement, RWSA would like to discuss the possibility of obtaining one or more access easements through the development. 4. As there appear to be several potential impacts to existing RWSA sewer lines within the project area (most notably the connection to RWSA CZI-MH-137 and the locations and extents of SWM ponds and storm water outfalls), RWSA will need to review site plans once they are available.
