Erosion Control Plan (WPO201300012)
1. Provide easements for off-site work on neighboring parcels.
Rev.1: The plan is showing grading, a diversion channel, and inlet protection on parcel 56A2-01-53.
2. The offsite work for a “temporary parking area” would appear to require grading which is not shown
on the plan. The entrance to this area smust be easily accessible, and out of the way of construction.
The proposed location passes over a channel and through the construction area.
Rev.1: The off-site work area has been removed. This comment has been addressed.
3. Please provide a plan sheet showing the existing conditions and installation of erosion control
measures. The plan is indecipherable when all the construction items and finished improvements are
shown together.
Rev.1: The addition of phase 1 on sheet ES-1 satisfactorily addresses this comment.
4. The plan appears to rely solely on silt fence and inlet protection. Inlet protection cannot be installed
until stormsewer and inlets are in place, and the site is graded to drain to them. Before that happens,
silt traps are typically necessary on a project this size. Please ensure all stages of construction are
adequately protected.
Rev.1: The addition of the traps has addressed this concern.
5. Please provide a more convenient construction entrance with access to the parking and staging area.
The current construction entrance cannot be used when the stormsewer and parking lot are under
construction.
Rev.1: The construction entrance on Crozet Avenue has addressed this concern.
6. Please provide a downstream channel analysis meeting MS-19 requirements.
Rev.1: As discussed, a written agreement with the County General Services Department regarding the
downstream county project can address MS-19 and quality and quantity WPO requirements.

7. This project appears to require stormwater management per sections 17-314 to 317 of the county code.
Please provide a stormwater management plan. The pre-development condition will be the record at
the last site plan approval, or as shown on the county aerial topography, which can be viewed at
http://gisweb.albemarle.org/GISWeb/Welcome.aspx. This indicates that the pre-development condition
cannot assume all the gravel lots were in place. It appears there was a small lot to the west, and one to
the south, but the area to the north was overflow in the field. This appears to have gradually become a
parking lot without plans. It is also noted that a pro-rata share to the Lickinghole Basin, a county
regional facility, will be required prior to final approval. This amount will be computed by the county
based on final plans.

8. The stream on the west side of the site requires a buffer according to 17-317. This will change the
plan layout. Please see the subsequent code sections on development allowed within the buffer. It is

strongly at the outlet from the parking area, and has received much restorative work downstream with
the Jarman’s Gap road project.
Rev.1: Please provide a planting plan for restoration of the stream buffer in this area. The area to
either side of the cobbles should be planted with a mix of bushes, understory and canopy trees.
9. It appears some additional protection measure is needed at the culverts under Jarman’s Gap road.
Information is needed on the extent of the drainage area, and how the disturbed area draining to it is to
be treated.
Rev.1: This comment will be addressed as for comments 6-9.
Any approval will be conditioned upon site plan approval, which will be required before a bond can be
posted and a grading permit can be issued. Site plan changes may necessitate changes to the WPO plans.
Rev.1: It has been confirmed with Bill Fritz in Planning that a site plan will not be required. Therefore,
when comments 1 and 6-9 area addressed, this plan can be approved. At that time, please provide four
copies of the plan and narrative for approval and distribution at the required pre-construction conference.
Please provide a bond estimate request with the last submission, so a bond amount can be set and posted
before a grading permit is issued.
