The first erosion and sediment control and stormwater management plan (WP020I300004)
submitted 15 January 2013 has received Engineering Review and does not appear to meet
Albemarle County minimum checklist items for approval. Please adequately address the following
comments for final approval:
A. Title Information
1) Each sheet of final WPO plan set will require a professional engineer's signature and date for
approval(review copies do not need to be signed).
B. Existing Conditions Information
1) Please include the existing conditions sheet with the WPO submittal.
2) Please visually confirm the topographic survey conditions and note as such on the plans.
Topography over one year old must be field verified by designer.
3) Please include a benchmark location and elevation for reference. An existing utility or other
known position will suffice.
4) Please identify existing easement for existing utilities including overhead electric lines and
underground gas main shown on sheet C2.0 by deed book and page number.
C. Erosion and Sediment Control Plan
1) Please address contractor parking and staging areas. If these areas will require additional land
disturbance,please include those additional land disturbance areas with ESC plan.
2) Please include dust control with ESC plan.
3) Please indicate either trees to remain or trees to be saved for each tree within the limits of
construction of clarity.
4) Please retract silt fence and expand diversion dike behind site east to a relatively flat location
(recommend elevation 550). Silt fence should only be placed in flat locations(ideally along a
contour line).

5) Please provide an adequate channel analysis for runoff from proposed construction.Analysis needs
to be carried further downstream compared with submitted MS-19 computations shown on p. 28 of
SWM Report dated 10/31/2012. Analysis could be proven given:
a) adherence to VESCH MS-19 requirements(see 4VAC50-30-40,MS-19 sec.b(1)): The
applicant shall demonstrate that total drainage area to the point of analysis within the channel
is one hundred times greater than the contributing drainage areas of the project in question. A
report or plan depiction with analysis to this point could prove channel adequacy.
b) adherence to VA code 10.1-603.4(7): essentially,the required condition for an on-site
solution without looking downstream for a 24 hour 1.5,2, and 10-year intensity event-
(post-development)Peak flow rate<=Pf*Vf/Vp
Where Pf=peak flow rate in a forested condition
Vf=runoff volume in a forested condition
Vp=runoff volume proposed
D. Stormwater Management Plan
1) Please include a proposed stormwater management easement around proposed bioretention filter
Please note due to proposed filter media, it appears BMP facility is intended to be a bio-filter.
Please remove references to pond and basin from plans and computations.
2) Proposed bio-filter should not include a clay liner as identified on Note 2 above detail 1-5.0"Bio-
Filter Combined with Detention Basin"on sheet C7.0.
3) Please include a cross section of the proposed berm(could modify SWM Pond Riser Outlet to
show entire barrel length through berm). Please draw cross section to a scale for reference(e.g.
the 10"orifice appears to be shown smaller than it actually is proposed in the detail).
4) Because the bio-filter was designed without an emergency spillway,please increase the berm
elevation to provide 2' of freeboard above the 100 year storm elevation.
5) On p. 4 of Stormwater Calculations,please specify rainfall event frequency basis for intensities
shown in pre-development and post-development conditions.
6) Please identify dimensions and material for riser base for riser outlet base proposed on sheet C7.0.
7) Please include a forebay for bio-filter proposed on sheet C7.0. Forebay area must be sized for
25%of bio-filter's floor area. This area cannot be considered for treatment(no filter media);
however it can be included for detention.
8) Please label floor area for bio-filter proposed on sheet C7.0.

Comments:
1.[32.5.2.a] General Information Under the “Project Data” section on Sheet C1.0, please add the conditions of
special use permit SP201000010, as well as the present uses of abutting parcels. Please also add the total
number of sheets to the bottom of each sheet.
2.[32.5.2.b] Information regarding the proposed use. Please add information about the maximum height of all
structures, the maximum amount of impervious cover of the site and the maximum amount of paved parking and
other vehicular circulation areas.
3.[32.5.2.c] Phase lines The Zoning Division would like to confirm safe and convenient access throughout
construction. If phasing is planned, please show phase lines and the proposed timing of development.
4.[32.5.2.m] Ingress and egress Please show the distance to the centerline of the nearest existing street
intersection from the proposed ingress and egress.
5.[32.5.2.n] Existing and proposed improvements Please show all existing outdoor lighting and provide a lighting
plan that meets of the requirements of special use permit SP201000010 Condition #3. On a recent site visit, the
existing light pole marked “VP RF 25” did not appear to be a full cut-off fixture.
6.[32.5.2.s] Additional information Please illustrate or note on the plan compliance with all special use permit
conditions.

The first initial site plan and comps submittal (SDP201300004) submitted 22 January 2013 has
received Engineering Review and does not appear to meet Albemarle County minimum checklist
items for approval. This review does not include a review of Erosion & Sediment Control or
Stormwater Management. Please adequately address the following comments for initial site plan
approval:
A. Existing Conditions Information
1) Please label all existing pipes and drainage structures with a unique number for
reference.
2) Please include the date for field verification of the topographic information. All
topography should be at least visually field verified by the designer with the last year.
3) Please include a benchmark location and elevation for reference. An existing
utility or other known position will suffice.
4) Please identify existing easement for existing utilities including overhead electric
lines and underground gas main shown on sheet C2.0 by deed book and page number.
B. Proposed Plan View Information
1) Please label maximum height of proposed timber retaining wall shown on sheet
C3.0.
2) Please label all proposed pipes and drainage structures (including slotted drain
pipe) with a unique number for reference.
3) Please include proposed easements for:
a) Apparent temporary grading for biofilter outlet shown on sheet C3.0.
b) Stormwater management easements for biofilter and infiltration trench
shown on sheet C3.0.

4) Please provide a detail or material type for Curb Islands proposed on sheet C3.0.
5) Please identify width of proposed sidewalk on sheet C3.0. Sidewalk adjacent to
parking areas must be a minimum of 6’ wide.
6) Please confirm limits of paving for proposed entrance on sheet C3.0.
7) Enclosed drainage must be in 15” minimum diameter pipes with manholes at
junctions for maintenance. It appears there is a redundant drainage conveyance with
proposed 6” HDPE pipe running parallel to proposed infiltration trench. Conveyance of
roof drainage across proposed access road could be achieved with a slotted vane drain
pipe or trench drain.
8) Please label all proposed pipes and drainage structures with unique numbers for
reference.
Please adequately address the following comments for final site plan approval:
C. Application Information
1) Owner is required to provide a completed copy of the standard stormwater
maintenance agreement and fee for recordation for any stormwater management
facilities.
2) Prior to final site plan approval, a separate set of Water Protection Ordinance
plans must be approved including: stormwater management plan and erosion and
sediment control plan.
3) Prior to final site plan approval:
• water protection ordinance – erosion and sediment control and stormwater
management and
• water and sewer
bonds must be calculated by the county (water and sewer bonds are calculated by
ACSA) and paid by owner after receipt of a Bond Request Form from owner.
D. Title Information
1) Each sheet of final site plan will require a professional engineer’s signature and
date.
E. Plan Detail Information
1) Please provide proposed traffic volume or calculations for pavement section
thicknesses for the proposed entrance pavement section on sheet C4.0.

3) Please provide detail for bedding material proposed for proposed infiltration

Review based on Final Site Development Plan dated 10-31-2012.
1. The 18' proposed gravel drive shall have a 20' minimum unobstructed width.
2. The proposed gravel drive shall be capable of supporting the imposed load of fire apparatus weighing at least
75,000lbs.
3. Dead end fire apparatus access roads in excess of 150ft shall be provided with width and turnaround provisions.
See VA Statewide Fire Prevention Code Table D103.4 for exampls.
4. Please provide turning radius for each turn in the proposed gravel drive and any other travel ways on the site
plan.
