The County of Albemarle Planning Division will recommend approval of the plan referenced above once the
following comments have been satisfactorily addressed (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based on further review.):

otherwise specified.]
1. [Comment] Please provide a comprehensive list of all proposed site modifications on the Cover Sheet.
Rev1: Comment addressed.
2. [32.5.2(a)] Provide boundary dimensions where work is proposed in close proximity to the parcel boundary.
Rev1: Comment not addressed. I do not see any boundary dimensions on the plan, just the parcel
labels on each side of the boundary lines. Due to the proximity of the improvements, it is fine to
leave it as is for this minor amendment; however, appropriate boundary information will be required
for the easement plat(s).
Rev2: Comment to be addressed with easement plat(s).
3. [32.5.2(a)] Zoning will verify if the proposed revisions are covered by the previous Special Permit allowing
the use in the floodplain; their determination will be forwarded once it’s complete. If the previous SP does
not cover the proposed improvements, a new SP will be required; it is does, please add a note that
references the approved Special Permit.

Rev1: Comment not fully addressed. All easements must be finalized prior to approval of this site
plan amendment.
Rev2: Comment not fully addressed. As discussed via telephone, the Boundary Line Adjustment
and Easement plat for TMP78-21B must be submitted to the County for review. Provide the Deed
Book and Page Number for the existing easement on TMP78-21H on the plans. Please clarify if an
easement on TMP78-21B1 is necessary (it is difficult to determine by looking at the plans). All
easements must be recorded prior to site plan approval.
Rev3: Comment not fully addressed. As discussed via telephone, the Boundary Line Adjustment
and Easement plat has been submitted and reviewed. This review has revealed several
discrepancies between the plat and the plan; all easements must be consistent between the two
applications. For clarification, the discrepancies noted on the BLA review are listed below. Please
also make sure that the Deed Book and Page Number for all existing easements are shown on the
site plan; the two existing easements on TMP 78-21B aren’t labeled properly. All easements must be
recorded prior to site plan approval. Inconsistencies between the plat and plan:
a. The 20’ access easement is shown differently at its southern end. On the plat it follows
the turn on the property line, but on the site plan it does not.
b. The 20’ access easement is partially wooded, but no grading or clearing is shown on the
site plan. However, the limits of disturbance extend the length of the proposed
easement.
c. No easement is indicated on Pireus Row, but the limits of disturbance on the site plan
cover the entire travelway/road.
d. Portions of the temporary gravel access road, construction entrance and tire wash area
near the modified property line are outside of the adjusted boundary and proposed
easement area; the easement may need to be extended to cover these areas.
13. [Comment] This site plan amendment cannot be approved until Engineering completes its review of both
this and the WPO application and grants their approval. Inspections, VDOT and ARB have reviewed the
proposal; each has no objection. Fire rescue comments have been provided.
Rev1: Comment still pending. Engineering must approve the site plan as well as the WPO
application prior to overall site plan approval. Comments will be forwarded when available. Zoning
and Fire rescue comments were addressed with this submittal.
Rev2: Comment still pending. Engineering must approve the site plan as well as the WPO
application prior to overall site plan approval. The revised site plan was transmitted for engineering
review, and comments will be forwarded when available. CountyView indicates that the latest WPO
submittal was reviewed and changes were requested on January 27th.

application prior to overall site plan approval. The revised site plan was transmitted for engineering
review, and they have no objection. CountyView indicates that the WPO submittal is still under
review.

14. [4.17.4(a) & 4.17.4(a)1] Provide a luminaire schedule that clearly lists the quantity of each fixture, catalog
number for coordination with the cut sheets, lumen information for each fixture, light loss or maintenance
factor (must be 1.0) and tilt of the fixture (if any). Any fixture over 3000 lumen must be full cut-off (no bulb or
lens below the fixture housing and zero tilt). Additionally, the cut sheets must be provided in the plan set,
not as a separate exhibit.

15. Please include this standard lighting note on your plan, ‘Each outdoor luminaire equipped with a lamp that
emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect
light away from adjoining residential districts and away for adjacent roads. The spillover of lighting from
luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-
half footcandle’.

17. [4.17.4(a) & 4.17.4(b)1] Please clarify lighting plan note 4B that states, ‘The maximum illumination at the
edge of the property line adjacent to a street is 5.0 foot candles’. There doesn’t appear to be an adjacent
street, but spillover onto public streets cannot exceed 0.5 foot candles.

Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The
Code is kept up to date by the County Attorney’s office. The Code may found on the County Attorney’s
website which may be found under “Departments and Services” at Albemarle.org.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to
submit a revised final site plan to address all of the requirements within six (6) months after the date of
this letter the application shall be deemed to have been voluntarily withdrawn by the developer.

1. [Comment] The title of the project is “Rivanna Pump Station and Rivanna Interceptor Tunnel,”
but the proposed tunnel location is not shown on any plan. Please show or clarify if the tunnel is
being proposed under this application.

2. [Comment] Since it is not clear if the tunnel is being proposed at this time, also clarify if the
stockpiles are for both the pump station and the interceptor tunnel, or the pump station only. This
information is necessary to determine if the proposed erosion control measures around the
stockpile are adequate.

3. [Comment] Please provide temporary construction easements for TM 78-21H and TM 78-21B.
[Revision 1] Comment partially addressed. A temporary construction easement for TM 78-21H is
met since RWSA has an existing easement on this property to operate and maintain electrical
facilities. The temporary construction easement for TM 78-21A and TM 78-21B is required for the
approval of site plan.

factor (must be 1.0) and tilt of the fixture (if any). Any fixture over 3000 lumen must be full cut-off (no bulb or
lens below the fixture housing and zero tilt). Additionally, the cut sheets must be provided in the plan set,
not as a separate exhibit.
15. Please include this standard lighting note on your plan, ‘Each outdoor luminaire equipped with a lamp that
emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect
light away from adjoining residential districts and away for adjacent roads. The spillover of lighting from
luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-
half footcandle’.
16. [Comment] Please provide the original submittal date and any revision date(s) on the plan set.

I have reviewed this site plan submittal and have the following comments:
1. This use, “Pump stations for water or wastewater including power supply and control devices,
holding ponds and other appurtenances,” was approved in the floodplain on both parcels 40A
and 38B with SP 77-73 and SP 77-77. These two special use permits amended a prior special
use permit (SP 373). The proposed development will comply with conditions of the relevant
SP approval.
2. The contractor stockpile/laydown area numbering is confusing. The separate areas seem to
have the same numbers (#3) on sheet C1 and different numbers on sheet C6. The
stockpile/laydown area #1 on sheet C6 needs to be amended as follows:
a. The area within the floodplain may not be utilized for a storage area. Please revise the
plan to remove the storage area from the floodplain or provide information that the
floodplain elevation has been amended. If the storage area will be removed from the
floodplain , the proposed fencing should reflect these limits. Section 30.3.04 of the
Zoning Ordinance prohibits the following in the floodplain:
1. Storage of gasoline, kerosene and other petroleum products and flammable liquids,
dynamite, blasting caps and other explosives, pesticides and poisons and other such materials
which could result in hazard to life and/or water pollution in the event of flooding.
2. Storage of machinery and vehicles except as accessory to a permitted use.
3. Stockpiling of debris, logs, junk cars and similar materials.
b. It appears that mulch has been placed in the floodplain. For the reasons listed above,
this material is not permitted in that area.

1. The title of the project is “Rivanna Pump Station and Rivanna Interceptor Tunnel,” but the
proposed tunnel location is not shown on any plan. Please show or clarify if the tunnel is being
proposed under this application.
2. Since it is not clear if the tunnel is being proposed at this time, also clarify if the stockpiles are for
both the pump station and the interceptor tunnel, or the pump station only. This information is
necessary to determine if the proposed erosion control measures around the stockpile are adequate.
3. Please provide temporary construction easements for TM 78-21H and TM 78-21B.
4. Stockpile #1 is within the floodplain. Please relocate outside of floodplain. [Section 30.3.04-
Prohibited Uses]
5. On sheet C5, I recommend placing note #19 within the limits of Stockpile # 2, so it is clear this
area will only be used after the completion of the digester project.
6. It appears that you are proposing a connection from Pireus Row (private street) to N Moores Creek
