Charlottesville, VA 22902 Subject: Site Review Meeting Comments April 4th site review meeting Dear Mr. Brooks: Below are VDOT’s comments on the Site Plans for the April 18th, 2013 Site Review Committee Meeting: SDP-2013-00008 Cingular Wireless/ Greenmont Farm (Scott Clark) 1. A land use permit will be required for construction within the right of way. 2. Proposed entrance site will need to be reviewed by a VDOT Land Development permit inspector. SP-2013-00007 Cingular Wireless/ Pace Property Tier III Personal Wireless Facility (Sarah Baldwin) 1. A land use permit will be required for construction within right of way. 2. Proposed entrance site will need to be reviewed by a VDOT Land Development permit inspector. SUB-2013-00043 Briarwood Commercial Lot – Preliminary Subdivision Plat & Private Road (Chris Perez) 1. Lengths of the deceleration lanes should be calculated based on the design speed of the road 2. Acceleration lane is not necessary for entrance. 3. A median that prevents left turn ingress movements should be used instead of the large right-in, right-out triangular entrance median. The egress lane should meet Seminole Trail straight on and have a stop sign and stop bar. 4. Shoulder should meet VDOT Road Design Manual GS-1 Standards including minimum shoulder width of 13ft with 8ft paved shoulder and minimum width of ditch front slope of 10ft. 5. Detailed road plans will need to be submitted for the entrance. 5th Street Station (Megan Yaniglos) Typical Section 1. Shoulder should meet VDOT Road Design Manual GS-7 standards. 2. A paved shoulder should be used rather than a gravel shoulder to prevent stones from obstructing bike lane. 3. VDOT suggests using curb and gutter instead of shoulder along the road for permanent typical section. 4. Geometry should allow for a 16ft median for potential expansion to 4-lane road in the future. Road geometry cannot be accurately assessed due to through lanes not meeting up with center line. Provide a center line for currently proposed section of road. 7. Show curb ramps on sidewalk. 8. Entrances from Bent Creek Road to parking and retail areas need to meet minimum throat length standards. 9. Entrances should be consolidated at the new intersection of Bent Creek Road and Avon Street. 10. Permits will be required for grading on I-64. Applicants should be in touch with necessary parties as soon as possible. 11. Road and drainage plans need to be provided and reviewed. If you have any questions, please contact me. The weather was clear with some breeze. The balloon string was caught in a tree, making the balloon fly at an angle and approximately 25’ from the proposed location of the monopole base. The balloon was visible from Rt. 20, from just south of Fosters Branch Road in the vicinity of parcel 47- 29C2 to the vicinity of Flanagan Branch Lane at the north. When the balloon was visible, it was viewed mostly through wooded area that stands between the monopole site and the road. (Most of that wooded area does not stand on the subject parcel.) From some vantage points it was clear that the pole would not have a wooded backdrop, but most of the foreground is densely wooded, so the lack of backdrop is not expected to be detected by most viewers. As viewed from the gravel drive at Rt. 20, the wooded area between Rt. 20 and the pole is not as dense as in most other locations. The upper half of the pole will be detectable among the trees from this vantage point. In the winter, with no leaves on the trees, one clear but extremely brief view of the pole will be available without wooded backdrop or foreground in this area. During the months of the year when leaves are on the trees, visibility of the pole will be significantly reduced all along the corridor. Fosters Branch Road was also traveled to determine visibility. The elevation of this road drops off from Rt. 20 such that the balloon was not visible. Given the wooded character and topography of the general area, no other roads appeared to offer views of the balloon, so no additional roads were traveled. Regarding the ground equipment: The proposed equipment shelter and fence may be minimally visible from the Entrance Corridor but they are not expected to be noticed by most viewers and they are not expected to have a negative impact on the Entrance Corridor. Regarding visibility of the monopole: Given the degree of visibility displayed at the balloon test, the proposed location of the facility is expected to sufficiently minimize the visibility of the monopole from the Route 20 EC such that no negative impact on the Entrance Corridor is anticipated.
