-Calculate amount of borrow from tunnel and pump station.
-Show proposed grades for stockpile areas and label cf or cy of
stockpile in each designated stockpiling area. Note max grade for slope
is 2:1. (We need to verify if stockpile locations are adequate)
-It appears a staging area for tunnel boring is required near the pump
station. Show phasing since pump station excavation may not be
possible until after the tunnel is drilled.

A. Erosion and Sediment Control Plan (WPO201300038)
1. The SWM management application and fee have not been submitted at this time. This review is
for erosion and sediment control only.
2. Since it is not clear if the tunnel is being proposed at this time, also clarify if the stockpiles are for
both the pump station and the interceptor tunnel, or the pump station only. This information is
necessary to determine if the proposed erosion control measures around the stockpiles are
adequate.
3. Any stockpile taken offsite will require a permit.
4. The erosion control measure for the stockpiles shall wrap around entire stockpile location. Please
show on sheet C5 and C6.
5. On C5 and C6, all construction entrances shall be, at a minimum, 12’x 70’. [VESH 3.02]
6. The access road, from note 7 on sheet C6, shall show a CRS. The slope shall not exceed 10%.
Roadbeds shall be at least 14’ wide for one way and 20’ for two way.[VESH 3.03]
7. Please place the TS and DC symbols on sheet C5.
8. Stockpile #1 is within the floodplain. Please relocate outside of floodplain. [Section 30.3.04-
Prohibited Uses]
9. On sheet C5, I recommend placing note #19 within the limits of Stockpile # 2, so it is clear this
area will only be used after the completion of the digester project.
10. Is the proposed gravel entrance for RWSA personnel temporary or permanent?
11. On the SW corner of sheet C6, I recommend revising the silt fence to follow the 316 & 318
contour. Silt fences do not work well on slopes.

Subject: SDP 2013-033 Rivanna Pump Station and Interceptor Tunnel
I have reviewed this site plan submittal and have the following comments:
1. This use, "Pump stations for water or wastewater including power supply and control devices,
holding ponds and other appurtenances," was approved in the floodplain on both parcels 40A
and 38B with SP 77-73 and SP 77-77. These two special use permits amended a prior special
use permit (SP 373). The proposed development will comply with conditions of the relevant
SP approval.
2. The contractor stockpile/laydown area numbering is confusing. The separate areas seem to
have the same numbers (#3) on sheet C1 and different numbers on sheet C6. The
stockpile/laydown area#1 on sheet C6 needs to be amended as follows:
a. The area within the floodplain may not be utilized for a storage area. Please revise the
plan to remove the storage area from the floodplain or provide information that the
floodplain elevation has been amended. If the storage area will be removed from the
floodplain , the proposed fencing should reflect these limits. Section 30.3.04 of the
Zoning Ordinance prohibits the following in the floodplain:
1.Storage of gasoline, kerosene and other petroleum products and flammable liquids,
dynamite, blasting caps and other explosives, pesticides and poisons and other such materials
which could result in hazard to life and/or water pollution in the event of flooding.
2.Storage of machinery and vehicles except as accessory to a permitted use.
3.Stockpiling of debris, logs,junk cars and similar materials.
b. It appears that mulch has been placed in the floodplain. For the reasons listed above,
this material is not permitted in that area.
