A. Final site plan comments:
All comments are repeated from previous reviews, with the exception of comment 6.
1. The pipe flows versus capacity are still unacceptable. However, a waiver option has been offered in this
case by Mark Graham, the Director of Community Development, as outlined in the letter from Jack
Kelsey, which is attached for reference. (I note here for the record, regarding the letter's statement on past
practice, in all my time at the County I cannot remember another design which has relied on pressure flow
in a new stormsewer system.) The issue of acceptable velocities, which are not correct on the open
channel flow computation sheets when pipes are in pressure flow, would still need to be addressed.
2. Drainage easement widths still need to be corrected on the plans per Design Manual 1101. Easement
widths should vary with depth. For example, at ST2, a 48" pipe with a trench depth of 20' yields an
easement width of 46', while uphill at ST3, a 48" pipe and 15' trench depth yields an easement width of
36'. Similarly, an 18" pipe and 10' trench at ST15AA yields a 26' wide easement.
3. The storm sewer profile for the system leaving SWM 1 (39 -37) needs to be provided.
4. End sections (ES -1), scour protection (EC -1) and safety slabs must be specified on the profiles for all pipe
outlets (ST2 -out, 9B, 41 -out), and manholes over 10' high.
5. VDOT approval is required.
6. There is an obvious interference on the profile next to ST9, where the water line is shown intersecting the
stormsewer.
B. Private Road and drainage plan comments for Community Street and Conner Drive
(formerly Main Street and Dierman Drive):
Comment repeated from previous reviews.
1. Please revise the pavement designs to follow the VDOT guidelines. Provide standard worksheets. The
Pavement Design Guide for Subdivision and Secondary Roads in Virginia must be used.
C. Public Road and drainage plan comments for Towncenter Drive:
All comments are repeated from previous reviews, with the exception of comment 7.
1. The traffic study calls for dual left turn lanes into area A, dual lefts, and an exclusive right turn out of area
B, dual lefts into area B, etc. Please design the intersections per the Traffic Impact Analysis Report by
Ramey Kemp & Assoc., Inc., of January 2003. /still await VDOT's written stance on this, and the
revision to the traffic study by Ramey Kemp & Assoc., which was cited in various meetings.
2. Please provide a road curve from the intersected grade on Rt. 29. There should be no abrupt grade

transitions. The grade should remain at or below 2% for 40'. [DM905E4] Also, the first curve in the road
currently does not meet a 30mph or 40mph standard. The current revision appears worse that the
previous. Please revise per the attached sketch detail.
3. Please revise the curbing on the right side for the right -in -only entrance. Rather than have the curb
section stick out, the lane should be continued to the right -turn lane. (A sketch is attached.) I still await
VDOT's written stance on this.
4. Please show and label street name and traffic control signs, as well as signals. Please note that signals are
to be coordinated with the Rt. 29 signal per the aforementioned traffic study. I do not find any reference
to provision of street name signs, either before or after signalization.
5. Regarding the drainage computations.
a. Please consider off -site drainage areas for inlets and pipes. Off -site areas must be considered in a
fully developed condition. This includes inlets being designed to collect future portions of roads that
will ultimately drain to the inlets. This is still unclear, and once again, a mysterious new column has
been added to the computations table. The "Known Flows" column appears to incorrectly add flow
(Q) values directly, rather than C and Area values, which would carry through to subsequent lines.
As a result, the computations cannot be followed, or verified, and the hydrology is unclear. Please
remove this column, and use additional lines with C and Area values for off-site areas and any other
added flows. Alternatively, provide the hydrology for the given flows, and indicate how they are
incorporated into subsequent lines and adjusted (or not) with changing intensity values.
b. Please check pipe capacities to be less than computed flows, and flow velocities to be within velocity
limits. Refer to comment 1 on the site plan.
c. Please ensure the outparcel drainage is collected in the system, and not allowed to flow onto Rt. 29 or
Towncenter Drive. The diversion shown on this revision appears to direct runoff to structure F8,
which is an MH -1. It appears it should be a DI -7.
6. VDOT approval is required.
7. General Construction Note 18 regarding video inspection has been omitted with this revision, and needs
to be put back on the plan.
D. Public Road and drainage plan comments for Rt. 29 improvements:
1. VDOT approval is required.
E. Stormwater management plan comments:
All comments are repeated from previous reviews, with the exception of comment 3, 5, & 9.
I. The following comments are for the SWM plan revision dated 9- April -04.
1. The method of placement and compaction of fill materials used in constructing the SWM facility
dams will be as specified in the Virginia Stormwater Management Handbook Chapter 3.01 and must
be specified on the plan (Design Standards Manual 503.1.E). Please add notes to the plan in
accordance with VSMH minimum standard 3.01.
2. Please show grading for SWM facility 3 vehicular maintenance access.
3. The proposed grades for SWM facility 3 needs to be revised the top of the filter spot elevations are
labeled at 878 the detail and routing list 478.5 and the forebay weir is labeled as 478. If the top of the
filter elevations are change the routing will need to reflect the changes.
4. The number of plants for SWM facility 1's aquatic Bench must be enough so that the plants can be
installed on the entire aquatic bench at 18" on center. This would be approximately 7,000 plants 491
are proposed. (This facility is being approved with Area B. Details and planting cannot wait for Area
C approvals.)
5. The anchor A bio- filter mix is shown higher than the sidewalk at the back of the building.
6. Please show the DI -7 outlet structure for the Anchor A bio - filter on the plan view drawing and in the
storm sewer details.

II. The following comments are for stormwater management facility 1. They reflect the condition of the
SWM Facility 1 as it is shown on the Regional Service Area B. plan. It is important that the designer
insures that SWM facility 1 has all of the same design parameters and meets the intended requirements on
the Regional Area C plan as well.
7. The primary outlet structures of all retention basins must include a pond drain and gate valve
(Albemarle County Design Standards Section 503.1.E.). (This facility is being approved with Area B.
Details and planting cannot wait for Area C approvals.)
8. Please provide routing computations for SWM facility 1.
9. Please provide a detail on the plan for the emergency spillway out of SWM Facility 3.
F. Mitigation plan comments:
David Hirschman, Water Resources Manager, has indicated that the mitigation planned for the DEQ permit
will be sufficient to also meet the stream buffer mitigation requirements.
G. Final Erosion and sediment control plan comments:
1. The E &SC plan is administratively approved and under construction per Mr. Graham and Kenny
Thacker. The E &SC bond is $287,000.00 and shall become a part of the whole Water Protection Bond
amount. A retroactive pre - construction meeting may be held at the discretion of the E &SC Program
Authority. Please submit 4 copies of the plan and narrative for the pre - construction meeting that may be
held in this office.
H. Final subdivision plat: (not revised)
1. The easements on the final plat could not be reviewed at this time. Road and utility plans must be
approved prior to easements and right -of -way for these facilities.
2. Please ensure that easements meet all requirements of section 1100 of the Design Manual.
3. All improvements necessary for access and utilities to subdivided parcels must be built or bonded prior to
approval of final plats.
Engineering Department approval of the construction plans will be given when all comments have been
addressed for items A -G above. A grading permit will be issued when approvals have been granted from all
applicable departments and agencies, an erosion control bond has been posted, and a pre - construction
conference held with the contractor, certified responsible land disturber, owner and county staff.
