Stormwater management plan: 1. Please provide a copy the stormwater management facilities maintenance agreement for Hollymead Town Center Stormwater Management Facility 2. 2. No plan needed. It has been stated by the design engineer that Hollymead Town Center Stormwater Management Facility 2 will provide water detention and quality for this site. C. Erosion and sediment control plan: A mass grading plan for this section of Hollymead Town Center has been submitted to the County. This Erosion Control Plan cannot be reviewed or approved until the mass grading plan is finalized. Please contact Kenny Thacker for any questions pertaining to this issue. We would prefer the road plan be submitted as a separate package including sheets relevant to the road plan only. 2. Please show the location of all traffic and road name signs on the road plans (14 -423, County Code Chapter7, Article II). 3. Please provide edge of pavement /face of curb radii for all horizontal curves associated with the road ways, parking and alley (DSM905.D.3 &4, 14- 512.D. 4. The K value for the Sag in Laurel Park Lane does not meet the minimum standard of 30. Please correct this condition (VDOT Road Design Manual, App. C Table C -1 -3). 5. Please show the storm pipe and other utility crossings in the road profiles (DSM905.E.5). 6. Please provide cross drains and under drains at all sags and cut and fill transitions (DSM 905.E.6). 7. Laurel Park Lane does not meet the minimum pavement width requirement of 36'. Please correct this condition (VDOT Design Manual 24 VAC 30 -90 -380). 8. Please label Laurel Park Lane as a private road. 9. Please provide and label the access isle /ingress egress easement for Laurel Park Lane. 10. Please continue the access isle /ingress egress easement along the entire length of Grand Forks Blvd. 11. Please include a road plan for Grand Forks Plaza, include all required information and design calculations. 12. Please include 4" of 21A under the sidewalk in the Laurel Park Lane Cross section. 13. Please provide a cross section of the Alley (DSM604.B, 14- 410.D). 14. Please provide a name for the public road on the north side of the site. In addition please provide evidence of VDOT and the county approval for the road, or provide road plans for review, or remove it from the plan. 15. All roads necessary for access to the site must be built or bonded before final site plan approval. 16. VDOT approval is required for the public roads and entrances. 17. Please label all curb types being proposed. 18. Please provide inlet comps for existing structures ST -61 and ST -62, there can be no carry over into Timberwood Blvd. (DSM905.E.3.b). 19. Please provide a check storm using 6.5 inches per hour for inlets D -2, D -1, D -7 (DSM909.1.A, 505.G.1) 20. Erosion and sediment control plan: Narrative: 25. Please add a description of existing site conditions to the narrative, i.e. vegetative cover and topography (VESCH pg. VII Checklist). 26. Please add culvert inlet protection and temporary seeding to the list of erosion and sediment control measures in the narrative (VESCH pg. VII Checklist). 27. Culvert inlet protection for greater than 1 acre of drainage area require design computations. Please provide design computations for the inlet protections at structure D -6 and the pipe stubbed out of existing structure ST -74 (VESCH pg. VII Checklist). [See comments 32 and 33 below.] Site Plan: 28. Please provide the general erosion and sediment control construction notes on the plan, verbatim (VESCH Table VI -15). 29. Please add the dust control symbol to the plan in a few places (VESCH 3.39). 30. Silt fence is in appropriately applied to the site. Please remove the silt fence symbol in areas up slope of proposed grading. These areas up slope of the site will need to be stabilized or covered by an approved erosion and sediment control plan before the erosion and sediment control bond for this site can be released. 32. Adequate erosion and sediment control must be provided for all stages of construction (DSM907.C). The pipe currently stubbed out of the back of structure ST -74 must have adequate inlet protection designed for the site's current condition. This inlet protection must remain in place until proposed grades are accomplished and standard drop inlet protection can be used. Please design a culvert inlet sediment trap for the pipe in accordance with the VESCH std. & spec. 3.13 and show it on the plans (VESCH std. & spec. 3.08). 33.
