However, the Site Review Committee has attempted to identify all issues that will be required to be resolved prior to Final Site Plan approval. [32.5.4; 17-10001 Please provide a Tier III Groundwater Assessment. This is required prior to approval of the initial site plan. See attached Engineering Division comment #1 for further information. 2. [32.5.2 (I)] The project is proposing to use a private well and septic system as opposed to connecting to ACSA public water and sewer utilities. In order to approve the project with private well and septic, please address the following: a. [4.1] Please complete the attached public water and sewer connection form. The private well and septic proposed will need to be approved by the Director of Community Development in accordance with Section 4.1 (a). b. [4.1] Please provide documentation of the Health Department's approval of the proposed 1,250 gallons of water consumption that will be needed for this site. Ensure the documentation clearly delineates the water usage for all uses indicated on the site plan, including the pool, showers, snack bar, spa, etc. If the utility calculation on the cover sheet is meant to convey that the anticipated 1,250 gallons is for the pool only, the applicant will need to revise the calculation to include all water that will be used on site for the entire project. Comments to be addressed prior to final site plan approval: 3. [32.5.2 (a)] Parcels to the east are zoned R1 Residential. Per Section 18-4.19, no portion of any structure may be located closer than 50' to the district boundary. Revise the layout sheets to show a 50' setback at the rear of the property, the plan currently shows 10.' 4. [32.5.2 (a)] Please revise the first line of the proposed use note on Sheet 1 so that it states "Health Spa" and reference Zoning Code Section 18-24.2.1 (41). 5. [32.5.2 (!)]Per attached Engineering, Fire Rescue, and VDOT comments, Gold Eagle Drive needs to be widened and improved to accommodate two-way vehicular traffic. a. [32.7.2.1] Existing segments of Gold Eagle Drive will need to be upgraded to the standards specified in Section 18-32.7.2.1 of the Zoning Ordinance. b. [32.7.2.2] The private entrance road and travelway will need to be upgraded to the standards specified in Section 18-32.7.2.2 of the Zoning Ordinance. 6. [32.5.2 0)] Please show all existing water, sewer and drainage facilities and easements (if any are not currently shown) within the property. Label easements by type, state dimensions, and state the recorded instrument number that created the easement. 7. [32.5.2 (k)] Please show all proposed water, sewer, drainage, and stormwater easements on the final site plan and state the easement type and width. 8. [32.5.2 (n)] ADA accessible ramps must be provided at all locations where sidewalks intersect vehicular travelways. Please show these on the final site plan. 9. [32.5.2 (n)] Please provide dimensions for all buildings, parking spaces, sidewalks, walkways, walls, etc. Include square footage figures in the labels for all proposed buildings on the layout drawings. [32.5.2 (n)] The final site plan should show sidewalk extending to the exterior property boundaries in order to connect to future pedestrian facilities that will be constructed as part of the Sieg development. 11. [32.5.2 (r)] Please provide a legend on each drawing. 12. [32.5.2 (q)] Please provide traffic generation figures as a note on the cover sheet. 13. [32.5.2 (t)] Please show and label the limits of the State Dam Break Inundation Zone within the site. 14. [32.6] Prior to approval, the final site plan must address all applicable requirements of Section 32.6, 32.7, and 32.8 of the Zoning Ordinance. 15. [32.6.2] Please see attached Fire Rescue comments. The final site plan will need to comply with all applicable requirements of the Zoning Ordinance and Fire Code prior to approval. 16. [32.7.4] Prior to final site plan approval, a Water Protection Ordinance Plan (WPO) must be submitted, reviewed, and approved. See Engineering comments for further information. 17. [32.7.5.11 VDH approval of the private well and septic systems is required prior to final site plan approval. Additional comments regarding the well and septic system may be forthcoming pending completion of VDH review. 18. [32.7] Prior to final site plan approval, an easement plat application must be submitted, reviewed, approved, and recorded for all proposed easements. a. [32.7.4.1] The easement plat must show all proposed stormwater and drainage easements. Prior to approval of the final site plan, all stormwater and drainage easements created by the easement plat will need to be shown, labeled, and identified as public/private, state the width/size of the easement, and state the recorded instrument number of the plat that created the easements. b. [32.7.5] The easement plat must show all proposed water and sewer easements. Prior to approval of the final site plan, all water and sewer easements created by the easement plat will need to be shown, labeled, and identified as public/private, state the width/size of the easement, and state the recorded instrument number of the plat that created the easements. c. [32.7.5] All internal access easements as required by the ZMA must be included on the easement plat, and shown on the final site plan once the easement plat is recorded. An access easement is required from the right -in only entrance into the site, and then south to connect with Tax Map Parcel 61-167A. See Engineering comments for further information. 19. [4.12.16 (c)(6)] Prior to final site plan approval, all proposed parking must meet minimum County design requirements. Parking space dimensions (length and width) must be labeled on the layout drawings. 20. [32.7.9] The final site plan will need to include a landscaping plan that meets the following requirements: a. [32.7.9.5] Street trees along all streets. Sizes and spacing requirements must be met. b. [32.7.9.7] Screening for parking spaces and dumpster areas and elsewhere as required by ARB. c. [32.7.9.7 (a)(1)] Screening for the use at the rear/east of the parcel. Screening may be accomplished through fencing or landscaping. Landscaping screen materials must be within a planting strip 20' in width and shall be a double staggered row of evergreen trees planted 15 feet on center, or a double staggered row of evergreen shrubs planted ten feet on center, or an alternative vegetative screening approved by the agent. d. [32.7.9.7] One tree per ten parking spaces proposed, and 5% of the overall area used for parking and internal travel ways must be landscaped. Provide a calculation of the tree canopy area provided, and state the tree canopy area proposed. f. Provide a landscape schedule identifying the following information for proposed landscaping: state the species name, common name, quantity, size/height at time of installation, canopy area per species, and total canopy area for each species of landscaping material provided. g. All proposed landscaping must be tree and shrub species specified on the Albemarle County Recommended Plants List. h. Canopy figures for all species can be obtained from the Plant Canopy Calculations list. 21. [32.7.8] Any proposed outdoor lighting must be shown on the final site plan. A photometric plan and lighting cut sheets must be provided with the final site plan. Proposed lighting must comply with requirements of Sections 32.7.8 & Section 4.17 of the Zoning Ordinance. In addition to meeting all lighting requirements a standard lighting note will be required. 22. [General Comment] Does the developer intend to revise parcel boundary lines so that the proposed stormwater facility is within the same parcel as the health spa? The arrangement of the gym, and spa area place the gym outside of this requirement. Please dimension the mill and overlay from Gold Eagle Drive into the commercial entrance. 2. Please explain why the Albemarle County Public Road Acceptance Procedure is shown on the notes page. This site is not elegable for acceptance into the state secondary system and if there are any future development plans this should be addressed at the submission of those plans. 3. VDOT recommends road widening for two way traffic and emergency vehicle access. 4. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements.
