appears from the road plans, the 20’ easement should overlap the sw corner of the lot line.

1. [14-302 (A)(14)] Land to be dedicated in fee or reserved. State whether the open space
and cemetery will be owned and maintained by the HOA or dedicated to public use.

2. [14-302 (A)(3); 14-303(E)] Existing or platted streets; Dimension standards. Show all of
Regent Street all the way to its intersection with Worth Xing. State whether that it will
be dedicated to public use. Also, all the other roads in the development must be
dedicated to public use, since they are not existing roads.

Dear Ms. Yaniglos:
We have reviewed the final plat entitled "Subdivision Plat Showing Regent Street Dedication
Being a Portion of Tax Map 46134 Parcel 5 Located on Worth Crossing" dated April 17, 2012
with revisions dated July 9, 2013 as submitted by Lincoln Surveying and offer the following
comments:
1. Plat indicates that the right -of -way is variable width while the approved construction
plans 54' right -of -way. Why is there not a curve shown on the south side of Regent
Street parallel to C1? If there was a curve section at this location, it appears that the
right -of -way would be a constant 54' right -of -way.
2. It appears that the storm sewer that is to be located within the proposed new 20' drainage
easement will convey site runoff from TMP 46134 -5 from the north side of Regent Street
to the south side. As this is essentially a private storm sewer, VDOT would not maintain
this section of storm sewer.

I have completed the engineering review for WPO2012-98 and SUB2013-35. Please see below for the
following comments. The plans aforementioned will be approved on the conditions set forth below.
A. Erosion Control Plan & SWM (WPO201200098)
1) The grading for lot 14-20 drains across 7 lots. One option is to provide a retaining wall south of
site and place yard inlet in the backyard. The second option is to grade outside property line,
but will require a construction permit.
[Revision 1] Comment partially addressed. Please show a 20’ drainage easement for the
swale.
2) It appears the backyards of lots 6-12 will drain towards existing townhomes. Please address
how to capture the runoff and route to the proposed stormswer.

I have reviewed the construction plans for Estes Park dated January 22, 2013 with revisions
dated 2/21113, 4/30/13, and 6/17/13 as submitted by Collins Engineering and offer the following
comments:
1. The sewer lateral for Lot 25 needs to connect to the sewer main between MH 17 and MH
18. This revision has been discussed with the design engineer and the change may be
made to the final approved plans.
2. Once the plans are in an approvable condition, we need to complete sets of plans signed
by the design engineer.
3. All prior review comments have been addressed pending approval of the Design Waiver
for sight distance at the intersection of Regent Street and Decatur Drive.

1. It appears the road plan revised Burgundy Lane. Please ensure the WPO plans shows the
revised grading and revised stormsewer layout.
B. VDOT comments:
2. An intersection sight distance of 280ft is required for 25mph roads.
3. Typical sections should show r/w 1ft behind sidewalk.
4. Show stopping sight distance at intersection with Worth Crossing.
5. Include a vertical profile of Worth Crossing.
6. Gutter pans at the intersection of Worth Crossing and Regents Street should not go into
roadway on Worth Crossing.
7. Trees should be located 30ft from the end of curb returns.
8. Use a CG-11 entrance instead of the CG-6 indicated.
9. A minimum of 50ft is required between entrance curb returns.
10. All sidewalks should be separated from road by a 6ft buffer strip.
11. It should be noted that Fire and Rescue require 32ft road widths for parking on both sides.
C. Fire Rescue comments:

Below are VDOT’s comments on the Site Plans for the April 4th, 2013 Site Review Committee Meeting:
SUB-2013-00035 Estes Park – Final (Megan Yaniglos)
1. Previous comments from the road plan submission for the Regent Street connection to existing
Worth Crossing has requested that sight lines and profiles be shown for the proposed entrance.
The plan has not yet addressed the comment and the latest site plan does not show the site lines at
this intersection. There is a concern that the sight line may fall outside of the existing right of
way and there may be a vertical obstruction caused by the road. This comment should be
adequately addressed prior to the approval of a subdivision plat.
2. Adequate right of way on Regent Street from Worth Crossing to this section of the subdivision
will be required prior to acceptance for maintenance.
3. Drainage easements on the plat do not match the easements on the latest road plan at the
intersections of Regent and Burgandy and the intersection of Burgandy and Decatur. Some of the
drainage easements on the latest plan cut across the building envelopes.
SUB-2013-00029 Briarwood Phases 1A-1, 1A-2, 5 (Christopher Perez)
1. A sight distance easement is required across lot 46 in accordance with the road plan.

The engineering review has been completed. Please see below for the following comments.
A. Final Plat (SUB201300035)
1. Please re-label all “New Storm Drainage Easement” to “Permanent Drainage Easements.” Also
remove “Hereby Dedicated to Public Use” for all proposed storm drain easements.
2. It appears that the drainage easement on the sw corner of Lot 61 is incorrect. It appears from the
road plans, the 20’ easement should overlap the sw corner of the lot line.
3. The bearings and distances for the drainage easement on page 6 are missing. Please provide.
4. Please show the sight distances.
5. Please note that the WPO application (WPO2012-98) submitted on 1/22/13 is with Sherry Short.
We are still waiting for a valid owner’s signature before I can review.
6. Approval of the plat can only be recommended when the WPO plan and the road plan are
approved and improvements are bonded, per section 14-434 and 435.
7. Please note that that changes to the road plan and WPO plan may result in additional comments for
the final plat approval.
