Main St., Suite M Charlottesville, VA 22902 Re: The Village Green Minor Site Plan Amendment - Right- In/Right -Out Entrance Dear Justin: I have reviewed the minor site plan amendment for The Village Green dated 5122/13 with revisions dated 7118113 and 1018113 and offer the following comments: 1. The tubular markers are acceptable to be used in conjunction with the concrete median in the entrance to provide a Right- In'Right -Out access to Hydraulic Road. The tubular markers shall be predominantly yellow, retro - reflectorized and installed per the MUTCD. The preferred height is 48" to provide better visibility. 2. The markers are being installed by the development owner as part of their entrance modification from a Right -In entrance to a Right- In/Right -Out Entrance. As a result, there will need to be a maintenance agreement with the development owner indicating their responsibility for the maintenance of the tubular markers. 3. A Land Use Permit will need to be obtained from this office for the entrance improvements. In addition, a single use Land Use Permit will need to be obtained each time that maintenance to the tubular markers is required. The Applicant has provided adequate justification for parking spaces to be less than what the ordinance requires. The GLA is 21,733 which requires 119 spaces. The plan reflects that 115 spaces will be provided, but the site has alternative transportation options (multiple bus stops are in the area). Removing 4 spaces is acceptable. 2. Please put the correct GLA and parking requirement on the plan and reflect the reduction. Whirley Commissioner of Highways June 25, 2013 Ms. Megan Yaniglos Senior Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SDP - 2013 -032 Village Green — Minor Amendment Dear Ms. Yaniglos: We have reviewed the Minor Site Plan Amendment to SDP00 -383 for the Village Green dated 5,'22113 as submitted by Shimp Engineering, P.C. and offer the following comments: 1. The spacing measurement for the access management regulations should be from the center of the proposed right - in/right -out entrance. It appears that once this measurement is adjusted accordingly, the access management spacing requirement of 250 feet will still be met. 2. The proposed entrance does not appear to adequately prevent a left turn movement. Additional channelization may be necessary and a median treatment may be necessary.
