WITH THE EXCAVATION, THE POND WILL ALSO BE RE -GRADED AND RE -SHAPED TO BE MORE AESTHETICALLY PLEASING AND WILL PROVIDE WATER QUANTITY CONTROL FOR A 6,406-SF INCREASE IN IMPERVIOUS AREA. REFER TO STORMWATER MANAGEMENT NARRATIVE SECTION OF THIS NARRATIVE. THE OWNER WILL DEDICATE A FOREST/OPEN SPACE EASEMENT ACROSS A WOODED PORTION OF THE WATER PROTECTION ORDINANCE BUFFER LOCATED AT THE SOUTHEAST CORNER OF THE SITE IN ORDER TO MEET THE WATER QUALITY CONTROL REQUIREMENTS FOR THE PROPOSED INCREASE IN IMPERVIOUS AREA. EXISTING CONDITIONS THE PROPERTY IS CURRENTLY DEVELOPED WITH A BARN, OUTBUILDINGS, MEADOWS, AND VARIOUS DIRT AND GRAVEL TRAVELWAYS. THE SITE IS MOSTLY CLEARED PASTURE AREA WITH TREES ALONG THE SITE PERIMETER, THERE ARE ALSO SEVERAL AREAS OF TREE GROUPINGS LOCATED ACROSS THE SITE. SITE HAS A RIDGE ALONG THE NORTHERN EDGE OF THE SITE AND RUNOFF FLOWS VIA 15% TO 25% SLOPES OFF THE RIDGE TOWARDS THE WEST TO A TRIBUTARY OF MECHUMS RIVER AND TOWARDS THE SOUTH TO THE MAIN BRANCH OF MECHUMS RIVER, WHICH RUNS ALONG THE SOUTHERN SITE PERIMETER. THE 100-YEAR FLOODPLAIN AND WATER PROTECTION ORDINANCE BUFFER ARE CONTIGUOUS AND LOCATED ALONG THE SOUTHERN SITE BOUNDARY. ADJACENT AREAS THE SITE IS BORDERED BY ADJACENT RURAL PROPERTY ON ALL SIDES. DECCA LANE RUNS ALONG THE WESTERN EDGE OF THE PROPERTY. MECHUMS RIVER BORDERS THE SITE ALONG THE SOUTHERN EDGE AND FLOWS TOWARDS THE EAST. SOIL DESCRIPTIONS THE SITE SOILS ARE CHARACTERIZED BY ALBEMARLE, CULPEPER AND TURBEVIILLE SOILS. THESE SOILS ARE RELATIVELY WELL -DRAINED AND ARE SANDY/LOAMY. THE CONTRACTOR SHOULD ENSURE THAT ANY EXCAVATED MATERIALS USED TO RECONSTRUCT THE POND EMBANKMENT HAVE ADEQUATE CLAY CONTENT AS DETERMINED BY A GEOTECHNICAL ENGINEER. CRITICAL AREAS THERE ARE AREAS OF STEEP SLOPES ON THE PROPERTY AS SHOWN ON ALBEMARLE COUNTY GIS. THE GRADING PLAN HAS BEEN DESIGNED TO AVOID DISTURBANCE OF THE COUNTY -DEFINED STEEP SLOPES. EROSION AND SEDIMENT CONTROL MEASURES ALL EROSION AND SEDIMENT CONTROL PRACTICES WILL BE CONSTRUCTED AND MAINTAINED IN ACCORDANCE WITH THE MINIMUM STANDARDS AND SPECIFICATIONS IN THE VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK UNLESS OTHERWISE DIRECTED BY THE ALBEMARLE COUNTY INSPECTIONS DEPARTMENT. A SEDIMENT BASIN CONSTRUCTED WITH BLOCK D2 -PHASE ONE WORK IS EXISTING AND IS LOCATED ON PHASE TWO. 3.21 - TEMPORARY LEVEL SPREADER AN OUTLET FOR DIKES AND DIVERSIONS CONSISTING OF AN EXCAVATED DEPRESSION CONSTRUCTED AT ZERO GRADE ACROSS A SLOPE. 3.31 - TEMPORARY SEEDING (TS) TO THE MAXIMUM EXTENT POSSIBLE, TEMPORARY SEEDING SHALL BE APPLIED TO DENUDED AREAS THAT REMAIN DORMANT FOR 7 DAYS. PERMANENT OR TEMPORARY SOIL STABILIZATION SHALL BE APPLIED TO DENUDED AREAS WITHIN SEVEN DAYS AFTER FINAL GRADE IS REACHED ON ANY PORTION OF THE SITE. RUNOFF COEFFICIENTS USED IN RUNOFF CALCULATIONS SHALL CORRESPOND TO A BARE EARTH CONDITION OR THOSE CONDITIONS EXPECTED TO EXIST WHILE THE SEDIMENT BASIN IS UTILIZED. 7. CUT AND FILL SLOPES SHALL BE DESIGNED AND CONSTRUCTED IN A MANNER THAT WILL MINIMIZE EROSION. SLOPES THAT ARE FOUND TO BE ERODING EXCESSIVELY WITHIN ONE YEAR OF PERMANENT STABILIZATION SHALL BE PROVIDED WITH ADDITIONAL SLOPE STABILIZING MEASURES UNTIL THE PROBLEM IS CORRECTED. 8. CONCENTRATED RUNOFF SHALL NOT FLOW DOWN CUT OR FILL SLOPES UNLESS CONTAINED WITHIN AN ADEQUATE TEMPORARY OR PERMANENT CHANNEL, FLUME OR SLOPE DRAIN STRUCTURE. 9. WHENEVER WATER SEEPS FROM A SLOPE FACE, ADEQUATE DRAINAGE OR OTHER PROTECTION SHALL BE PROVIDED. 10. ALL STORM SEWER INLETS THAT ARE MADE OPERABLE DURING CONSTRUCTION SHALL BE PROTECTED SO THAT SEDIMENT -LADEN WATER CANNOT ENTER THE CONVEYANCE SYSTEM WITHOUT FIRST BEING FILTERED OR OTHERWISE TREATED TO REMOVE SEDIMENT. 11. BEFORE NEWLY CONSTRUCTED STORMWATER CONVEYANCE CHANNELS OR PIPES ARE MADE OPERATIONAL, ADEQUATE OUTLET PROTECTION AND ANY REQUIRED TEMPORARY OR PERMANENT CHANNEL LINING SHALL BE INSTALLED IN BOTH THE CONVEYANCE CHANNEL AND RECEIVING CHANNEL. 12. WHEN WORK IN A LIVE WATERCOURSE IS PERFORMED, PRECAUTIONS SHALL BE TAKEN TO MINIMIZE ENCROACHMENT, CONTROL SEDIMENT TRANSPORT AND STABILIZE THE WORK AREA TO THE GREATEST EXTENT POSSIBLE DURING CONSTRUCTION. ALL APPLICABLE FEDERAL, STATE AND LOCAL REQUIREMENTS PERTAINING TO WORKING IN OR CROSSING LIVE WATERCOURSES SHALL BE MET. 15. THE BED AND BANKS OF A WATERCOURSE SHALL BE STABILIZED IMMEDIATELY AFTER WORK IN THE WATERCOURSE IS COMPLETED. 16. UNDERGROUND UTILITY LINES SHALL BE INSTALLED IN ACCORDANCE WITH THE FOLLOWING STANDARDS IN ADDITION TO OTHER APPLICABLE CRITERIA: A. NO MORE THAN 500 LINEAR FEET OF TRENCH MAY BE OPENED AT ONE TIME. THE WET POND WILL PROVIDE ADEQUATE FLOOD CONTROL AS SHOWN BELOW. A SMALL PORTION OF THE NEW IMPERVIOUS AREA WILL FLOW VIA SHEET FLOW AS IT DOES TODAY. THE OVERALL QUANTITY OF RUNOFF FLOWING BY WAY OF SHEET FLOW IS BEING REDUCED DUE TO THE FRENCH DRAIN AND 8" PVC PIPE, WHICH DRAIN THE MAJORITY OF THE NEW NET IMPERVIOUS AREA. CALCULATIONS FOR FLOOD CONTROL: PROVISION OF A WET POND FACILITY THAT WILL SERVE TO PROVIDE THE REQUIRED STORMWATER DETENTION TO REDUCE THE PEAK FLOW FOLLOWING DEVELOPMENT TO BELOW PREDEVELOPMENT LEVELS. CURRENTLY, THERE IS AN EXISTING WET POND LOCATED DOWNSTREAM OF THE PROPOSED HOUSE SITE. THIS POND WILL BE RE -GRADED AS SHOWN. HYDROLOGY AND HYDRAULIC CALCULATIONS ATTACHED TO THE VSMP PLAN SUBMISSION INDICATE THE PROPOSED RE -GRADED POND WILL PROVIDE ADEQUATE STORMWATER DETENTION IN ACCORDANCE WITH THE FOLLOWING SUMMARY OF PRE AND POST -DEVELOPMENT PEAK FLOW RATES. 2-YEAR PREDEVELOPMENT PEAK FLOW = 1.42 CFS 10-YEAR PREDEVELOPMENT PEAK FLOW = 5.61 CFS 2-YEAR POSTDEVELOPMENT PEAK FLOW = 0.18 CFS (87% REDUCTION) 10-YEAR POSTDEVELOPMENT PEAK FLOW = 3.11 CFS (45% REDUCTION) OUTFALL FROM THE POND IS VIA AN OVERLAND SPILLWAY THAT CONNECTS TO RIP -RAP OUTLET PROTECTION. THE RIP -RAP OUTLET PROTECTION INCLUDES A PLUNGE POOL FOR THE RUNOFF TO SETTLE PRIOR TO DISCHARGING AS SHEET FLOW INTO THE 100-YEAR FLOODPLAIN VIA A LEVEL SPREADER. REFER TO SHEET 3 FOR DIMENSIONS OF OUTLET PROTECTION. CHANNEL PROTECTION NARRATIVE THE OUTFALL TO THE WET POND WILL FLOW VIA SHEET FLOW DIRECTLY INTO THE MECHUMS RIVER 100-YEAR FLOODPLAIN. THE CONTRIBUTING DRAINAGE AREA AT THE POINT OF OUTFALL IS GREATER THAN 100 TIMES THE SITE AREA, AND THEREFORE, NO ADDITIONAL ANALYSIS IS REQUIRED. ALSO, THE PORTION OF THE NEW IMPERVIOUS AREA THAT DOES NOT DRAIN TO THE WET POND WILL FLOW VIA SHEET FLOW AND NO FURTHER ANALYSIS IS REQUIRED. WATER QUALITY NARRATIVE IN ORDER TO PROVIDE WATER QUALITY FOR THE INCREASE IN IMPERVIOUS AREA, THE OWNER IS PROPOSING TO DEDICATE APPROXIMATELY 0.90 ACRES OF FOREST/OPEN SPACE EASEMENT.
