The plats will be signed and ready for pick up this week. I'll let you know when they are ready, but most likely tomorrow afternoon and Wednesday afternoon at the latest. Yes, that is my understanding, the plat must be approved and recorded to pull permits. I believe you should bring a copy of the recorded plat with you when applying for permits.
