Please find our responses to the comments below in bold lettering. Albemarle County Planning Services (Planner) — Ben Holt, bholt@albemarle.org 1. [32.5.2.B, 4.12.6] — Parking. Hotel use does not meet parking requirement with 92 required spaces and 83 spaces provided. If the 9 overflow spaces located east of the proposed boundary line are intended for hotel use, an easement or boundary adjustment will be required. The new property line has been revised to include these parking spots on the hotel parcel. See Sheet C4.0. First Submittal: Comment partially addressed. The revised boundary line to include the 9 spaces meets the 92 required spaces. However, on Sheet C0.0, please revise the parking calculations section to reflect the new totals. The cover sheet has been revised to display the correct parking totals. 2. [ZMA2016-9] — Proffer items 1.0 and 9. Cemetery treatment. Staff has confirmed presence of at least one burial site on the property. Prior to approval of final site plan, the owner shall delineate boundaries of cemetery and submit a treatment plan for County approval. Cemetery area shall be cleared by hand and the location preserved with protective fencing or the burial site shall be relocated in accordance with State laws of Virginia. ENGINEERING I DESIGN I TECHNOLOGY Page 2 of 9 There are three graves in the cemetery which is to remain in place. The plan does not propose any disturbance to the graves. A note has been added on Sheet C2.0 to protect the existing cemetery during construction. First Submittal: Comment partially addressed. Please provide a certified report that verifies there are no graves within the edge of the proposed 10' asphalt sidewalk and right of way dedication. Please see VDOT's comments. Based on a coordination call with the County and VDOT on January 12, 2023, the information provided to date, along with a DHR letter obtained by the Shared Use Path project, is sufficient to address the concerns of this comment. It was communicated that no certified report will be required prior to site plan approval. Final Site Plan Review Comments: 1. [32.6.2 (a)] On Sheet C0.0, please add a date of last revision once the edits are completed. The revision date has been added to the margin. 2. [32.6.2 (a)] On Sheet C0.0, please revise the Final Site Plan application number from SDP-2022-0052 to SDP-2022-00062. Additionally, please add "Initial Site Plan SDP-2022- 00052" under the Final Site Plan information on Sheet C0.0. Information has been added. 3. [32.7.4] Prior to Final Site Plan approval, a Water Protection Ordinance (WPO) application must be submitted, reviewed, and approved. See Engineering comments for further information. Acknowledged, WPO-2022-00032 is under review. 4. [32.7.8] Please address the following on the lighting plan: a. [4.17] On Sheet L3.0, please revise the Loss Light Factor (LLF) on the luminaire schedule to use a light loss factor of 1.0. Please also revise the Photometric Plan accordingly. The lighting loss factor has been updated to 1.0. b. [4.17] Please provide footcandle measurements throughout the entire property. Footcandles need to be identified along the entire parcel frontage of Berkmar Drive. Footcandle spillover into the public way shall not exceed 0.5 footcandles. The footcandle measurements have been updated to include the entire site. Page 3 of 9 c. [4.17] Please revise the luminaire schedule on Sheet L3.0 to include information for the color/finish for the light fixture and pole. Color and finish have been added to the table on sheet L3.0. d. [4.17] The mounting height shows 20 feet. Please clarify if this includes the base height, and if so, what is the total fixture height. The fixtures are proposed to be mounted at grade; therefore, the total fixture height is 20'. e. [4.17.4 (b)] Please add a note on Sheet L3.0 that states, "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting shall not exceed one-half footcandle." Notes have been added to sheet L3.0. f. [32.7.9.6 (d)] On Sheet L1, there are conflicts with the light pole locations and tree locations. Please revise the locations of the light poles or trees. Please also show the light pole locations on Sheet L1. Plan revised accordingly. 5. [32.7] Prior to Final Site Plan approval, an easement plat application must be submitted, reviewed, approved, and recorded for all proposed easements. Acknowledged; an easement plat for all easements is under development by the owner's survey consultant and will be submitted under separate cover. a. [32.7.4.1] The easement plat must show all proposed stormwater and drainage easements. Prior to approval of the Final Site Plan, all stormwater and drainage easements created by the easement plat will need to be shown, labeled, and identified as public/private, state the width/size of the easement, and state the recorded instrument number of the plat that created the easements. Acknowledged. b. [32.7.5] The easement plat must show all proposed water and sewer easements. [32.6.2] Please submit a plat application that meets all requirements of the Subdivision Ordinance for a Special Lot subdivision application and an Easement Plat application. This combined plat can show the proposed ROW dedication and all new/proposed easements. The application fee associated with this combined Plat will be the "Easement Plat — with a deed" fee. The current fee for this type of application is $934.96. Acknowledged; a plat application is under development by the owner's survey consultant and will be submitted under separate cover. 7. [32.6.2 (e)] On Sheet C2.0, please provide deedbook and page number information for the proposed "vacate existing drainage easement". Please also provide if it is a public or private easement. DB 1454 PG409 has been added to the sheet. 8. [32.6.2 (e)] On Sheet C7.0, please revise "Approximate location of existing sanitary sewer line" to include easement, the jurisdiction that owns the easement, and deedbook and page number information. Sanitary sewer easement label has been revised. 9. [32.7.9.5] Please add a note, either on Sheet 1-1.0 or Sheet L2.0, that states street trees are to be planted 50' on the center. Note has been added to sheet L1.0 and L2.0. 10. [32.7.9.6] On Sheet L2.0 at the table titled "Landscaping of Parking Areas", please revise the "Provided" section from 10 large shade trees to 13 large shade trees per the illustration on Sheet 1-1.0. This table has been updated on sheet L2.0. Note that the number of trees shown is now 11, which matches what is listed in the table. 11. [32.7.9.7 (a)(3)] On Sheet C1.2, for the Dumpster Pad & Enclosure detail, please provide the color of the siding and other materials used. A note has been added to the detail indicating all materials shall be painted white. a. [4.12.13 (e)] Each site plan that depicts a commercial or industrial building of 4,000 gross square feet or more shall provide a dumpster pad that does not impede any required parking or loading spaces, nor any pedestrian or vehicular Page 5 of 9 circulation aisles. The Dumpster Pad & Enclosure detail on Sheet C1.2 indicates that the dumpster will be 23 feet by 10 feet. However, on Sheet C4.0, the dumpster pad is shown to be 18 feet by 14 feet. Please revise. The plan and detail have been revised to match showing an 18' wide by 10' deep enclosure. b. [4.12.19 (b)] The pad shall extend beyond the front of each dumpster so that the front wheels of a truck servicing the dumpster will rest on the concrete, but in no case shall the length of a concrete pad be less than eight feet beyond the front of the dumpster. The graphic on the layout plan has been revised accordingly to show eight feet of concrete in front of the enclosure. 12. [32.7.2.3] Please see comments from Albemarle County Transportation Planning staff below. The developer is responsible for installation of the 10 feet wide shared use path along Berkmar Drive. Please revise the call out so it does not say, "construction by others". If needed, County staff are willing to meet with the applicant to discuss this requirement further. Based on a coordination call with the County and VDOT on January 12, 2023, it was determined the preferred way to proceed was to have this plan set show rough grading along the entire length of the property and the installation of the CG-12 ramps at the entrance. The installation of the asphalt portions of the shared use path will be handled with the construction of the rest of the path. Notes have been revised for clarification, though the shared use path will not be installed by the developer. Comments from Other Reviewers: Albemarle County Engineering Division — John Anderson, janderson2@albemarle.org — requested changes. See below. 1. C4.0 a. Revise 4.5' wide sidewalk facing 18' parking spaces. 5' Min. required per Albemarle County Design Standards Manual (ACDSM' ref. p. 17). Also, provide bumper blocks for 18' parking spaces facing revised 5' sidewalk, east side of hotel. The layout plan has been revised with wider sidewalks and bumper blocks. b. Label typ. parking space dimensions, L x W, set of parking spaces nearest the self -storage facility. Page 6 of 9 Labels have been added. c. Revise R3' label near pedestrian crosswalk leading from 8 parking spaces to self - storage facility (suspect R>3'). Label has been revised. d. Recommend label all parking lot island radii. Additional labels have been added. All parking lot curb radii are 5' unless labeled otherwise. A note has been added to be plans to reflect this. e. Revise 4.5' sidewalk width to 5' min. (walk south of hotel that connects with 10' asphalt at Berkmar Drive). Sidewalk width has been revised. 2. Revise site plan consistent with WPO202200032 Engineering review comments d. 11/15/22. Acknowledged. The site plan package has been updated to reflect the comments from the WPO package. 3. WPO plan approval required prior to Final Site Plan approval. Acknowledged. Rivanna Water & Sewer Authority (RWSA) — Dyon Vega, dvega@rivanna.org — Requested changes. See below and attached document title "RWSA Acceptable Plantings for Water and Sewer Easements" for reference. General comments: 1. All pages that show RWSA easement (C2, C4, C4.1, C5, C7, 1-1) it reads "Approximate location of 20' RWSA waterline." When I think you are calling out the RWSA in that location. Please include Easement in the label. The easements labels associated with the RWSA waterline have been updated. Based upon further review of the documents by the surveyor, they believe the easement width is 15'. The exact location of the easement could not be verified, so the linework is shown with the easement centered on the field located waterline. 2. Include DB and PN for waterline easement. (DB 460 PN 636). Label has been updated to include PN 636. Page 7 of 9 Sheet C4.0: 3. How deep are the footings for the retaining wall? We want to make sure the footer do not impact the zone of influence for the waterline. Footing depth may vary depending on the design by contractor. However, it is anticipated the retaining wall will be well outside the zone of influence of the waterline. Please see section on Sheet C9.1. The section is taken at the east end of the wall, where the waterline would be the deepest and therefore would have the most potential to be within the zone. The wall is shorter here, but the footing would be at the same elevation as you move west and the waterline higher (assuming it generally follows existing grade). The waterline is generally above the footing elevation of the wall and min. -18' away. Sheet C4.1: 4. For the TS and Valve a 12x6 is called out however it shows a 12" RWSA line and your proposed line says 8". 1 am assuming the TS&V should be 12"x8". The label has been corrected. Sheet C7.0: 5. Can you provide RWSA an access easement that follows the 8" WL and matches the ACSA access easement in order to get access to the easement we have on your property. Access easement label for RWSA has been added to the easement description. Development of the official easement plats will be provided separately. Sheet L1.0 6. No trees permitted within the easement. I have attached a planting list as well. Having trees like Oaks next to waterlines can cause damage our pipes underground. All trees are shown at least 10' from the waterline located in the field. This is outside the 15' easement identified for the waterline, and outside the inner portion of a typical RWSA easement. Albemarle County Planning -Transportation - Alberic Karina-Plun, akplun@albemarle.org - requested changes, see below. 1. There are conflicting notes in regard to the SUP on sheet C4.0. It shows the SUP as a "10' Asphalt Sidewalk (Typ.)" but then also says "Share -use path- Future Construct By Others." The county requires pedestrian facilities to be constructed with development under Sec. 32.7.2.3 of the Albemarle County Code. Also, we have had some meetings with VDOT on the path design, so it might be beneficial for both of us to meet to discuss some aspects on the design that might be helpful to consider as you move forward. Comments were received 11/11/22 directly from Alex Morrison as a markup on the plan set. The following revisions were made based on the markups: 1. General water and sewer notes conditions notes have been updated on sheet CIA. 2. 1.5" meter vault detail has been added to sheet C1.3 3. 5/8" Meter detail have been updated with the newest version available on the ACSA website. 4. The Utility Plan has been updated per the markups and conversation with staff. a. The Easement Plan has been updated based on the utility revisions. b. The Utility Profiles have been updated accordingly. c. Landscaping Plan has been revised accordingly. d. Lighting Plan has been revised. Virginia Department of Transportation (VDOT) — John Wilson, lohn.c.wilson@vdot.virginia.gov 1. VDOT recommends that the County have the applicant, provide a certified report verifying there's no graves within the edge of the proposed 10' asphalt sidewalk and the right of way dedication.
