Context The surrounding area is a mix of commercial development, including multi -story office buildings, banks with drive -thru lanes, and residential development. Visibility The proposed development will be visible from the EC, with the building elevated several feet above the EC. ARB Meeting Date April 7, 2014 Staff Contact Margaret Maliszewski PROJECT HISTORY • The ARB provided preliminary comments on the site and architectural design, and advisory comments on the request for the Special Use Permit for the drive -thru, for this proposal on August 19, 2013. (See Attachment A.) • The Special Use Permit for the drive -thru use and the waiver of the bypass lane requirement were approved by the Board of Supervisors on March 12, 2014. • An Initial Site Plan has been submitted to the County for review. ARB requirements and recommendations on the Initial Plan must be forwarded to the Site Review Committee. • Because the ARB's original review was more detailed than a standard Initial Site Plan review and because the plan currently submitted for review addresses the ARB's preliminary comments, this staff report includes final review comments in addition to the Initial Site Plan recommendations. Changes Since the Last Review • The plan shows the North Pantops Drive access onto Rt. 250 closed, with sidewalk continued out to Rt. 250, and along Rt. 250. • The ffe of the building is now 542.56'. Building design: color /treatment of mechanical room and meter doors, frosted glass windows, detailing at the top of the walls Regarding the Initial Site Plan Staff recommends that the ARB forward the following recommendations to the Agent for the Site Review Committee: • Regarding requirements to satisfy the design guidelines as per § 18- 30.6.4(2), (3) and (5): None. • Regarding recommendations on the plan as it relates to the guidelines: None. • Regarding recommended conditions of initial plan approval: A Certificate of Appropriateness is required prior to final site plan approval. • Regarding conditions to be satisfied prior to issuance of a grading permit: • Coordinate proposed grading and tree protection fencing to ensure the health of the three maple trees to remain in the right -of -way along the EC. • Provide evidence of grading and planting easements. Regarding the final review of the site and architectural design Staff recommends approval with the following conditions: 1. Provide VLT and VLR values for the window glass showing that visible light transmittance (VLT) shall not drop below 40% and visible light reflectance (VLR) shall not exceed 30 %. 1. Revise the elevations to correctly identify north, south, east and west. Assume Rt. 250 runs east -west. 2. Indicate the type of glass proposed for the service yard door. 3. Provide the dumpster details on the site plan. 4. Indicate the height of the transformer located northeast of the building. Ensure that visibility of the transformer from the EC will be eliminated. 5. Add the mechanical equipment note to the site plan: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 6. Revise the photometric plan using a maintenance factor of 1.0 for all fixtures. 7. Revise the photometric plan so that spillover does not exceed .5 fc at the north, east and south property lines. 8. Revise the fixture schedule to specify "down light only" for the OL fixture. 9. Revise the photometric plan to reduce light levels under the canopy to 20 fc maximum. 10. Reduce light pole height to 20' maximum, including bases. 11. Add the standard lighting note to the plan. Pantops Drive that is to be demolished. 14. Coordinate green screen locations and plants among all drawings. 15. Provide a detail for the wall - mounted green screens. 16. Clarify /coordinate the proposed planting with the gas line along the EC side of the property and the storm pipe northwest of the building. 17. Increase the size of the shrubs on the south and west sides of the building to 24" high at planting, minimum. 18. Provide evidence of grading and planting easements. 19. Increase the size of the Zelkovas at the interior of the parking lot to 2'/2" caliper minimum at planting. 20. Provide for review a sample of the block proposed for the retaining wall. 21. Add details to the plan to clearly show that the proposed planting can be accomplished with the proposed retaining wall block system. 22. Coordinate proposed grading and tree protection fencing to ensure the health of the three maple trees to remain in the right -of -way along the EC. Chesapeake, Va 23323 RE: ARB- 2013 -90: Chick -Fil -A Pantops TMP: 078000000055A2 Dear Mr. Dodd: The Albemarle County Architectural Review Board, at its meeting on August 19, 2013, reviewed the above -noted request. The Board took the following actions. Regarding the Special Use Permit, the Board by a vote of 4:0, forwarded the following recommendation to the Planning Commission: The ARB has no objection to the drive -thru use given the revised plan presented on 8/19/13 showing two drive - through lanes and no bypass lane. The benefit of this configuration is that the visual impact of the site retaining wall is minimized and a continuous 7' minimum utility -free and easement -free planting area is created between the retaining wall and the EC. Size and quantity of landscaping will likely be required to exceed EC Guideline minimums to mitigate visual impacts of the use and related features of the development. Regarding the Preliminary Site Plan, the Board made the following comments and suggestions for the benefit of the applicant's next submittal. 1. Develop further detailing, consistent with the established design language, at the top of the wall and roof edge. 2. Provide details on the drive -thru canopies, their green- screen end supports, and the plants intended to grow on the green screens. 3. Provide a treatment for the mechanical, meter and service doors to eliminate the "back of building" appearance. 4. Include the equipment visibility note on the site and architectural drawings: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 5. Provide a dumpster enclosure detail on the plan. 6. Provide the reflectance value of the window glass. Indicate on the drawings where the frosted glass is proposed. Landscaping 7. Provide a complete plant schedule for review. 8. Revise the plant symbols for greater clarity. 9. Provide large shade trees 3'/2" caliper at planting, 35' on center, along the EC frontage, outside of utilities and easements. 10. Provide interspersed ornamental trees along the EC frontage, outside of utilities and easements. 11. Increase the variety of shrubs provided, particularly along the retaining wall. Limit the number of proposed plants for any one species to 25% of the total proposed for that plant type (tree or shrub). 12. Eliminate one of the drive -thru lanes or the bypass lanes to increase planting area. 13. Increase the landscaping to offset the impacts of the size and prominence of the retaining wall. 14. Provide plants and sufficient planting area at the base of the retaining wall in the area east of the proposed building. 15. Plant trees, 2'/2" caliper at planting, at least 40' on center, along the east side of the entrance drive and on the west side of the entrance drive at its north end. Show evidence of grading and planting easements. 16. Ensure that the perimeter parking lot tree spacing and size requirements are met with on -site trees. 17. Add the following note to the landscape plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." Retaining Walls 18. Revise the site design to significantly reduce the height of the on -site retaining wall and to provide sufficient utility -free planting area to meet the EC Guidelines and to offset negative visual impacts, or terrace the wall and provide trees and shrubs at the base and terraces. 19. Provide plants and sufficient planting area at the base of the retaining wall in the area east of the building. 20. Provide top of wall and bottom of wall elevations for both retaining walls. 21. Provide details and indicate the material and color of the retaining walls and railings and provide samples. Signs 22. Note that separate applications are required for signs and the freestanding sign location can't be approved with the site plan; it can only be approved with the sign application. You may submit your application for continued ARB review at your earliest convenience. Application forms, checklists and schedules are available on -line atwww.albemarle.org/ARB. Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on each drawing. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those requested have been made, identify those changes in the memo also.
