Proposal
To replace an existing 80' tall wooden monopole with a new 100' tall steel monopole.
Context
This monopole site is located on the south side of Route 53, approximately 70' from the northern property line and EC
right -of -way. The site is elevated above the EC. An existing driveway to the site is located to the north of the existing lease
area. A power line runs parallel to the EC in a cleared area about 20' south of the right -of -way. Residences are located
along Route 53, set back from the road, and the EC is a narrow corridor in this area. Much of the EC frontage is wooded
along this stretch of road, but some parcels have been cleared, with no screening between the road and the residences.

• Proposed monopole location is approximately 70' south of the property line along Rt. 53, and approximately 10' north of the existing tower that is
to be replaced.
• Reference tree is a 18" Oak with a height of 91.5'AGL.
• Proposed monopole is a 99' 2" tall steel pole, with base at 449.73' AMSL, and top at 548.9' AMSL.
• 1 array of 3 flush - mounted panel antennas is proposed. The antennas measure approximately 72.7" tall x 11.9" wide x 7.1" deep.
• Pole, antennas and base station equipment are to be painted SW 6090 java brown.
ANALYSIS FOR THE CERTIFICATE OF APPROPRIATENESS FOR THE GROUND EQUIPMENT AND BASE STATION
A Certificate of Appropriateness from the ARB is required for the base equipment portion of a proposed telecommunications facility in the Entrance
Corridors. The ARB may impose conditions on the Certificate of Appropriateness, based on the EC Guidelines, and consistent with Section 5.1.40 of the
Zoning Ordinance.

the EC, both help limit visibility. A new equipment cabinet is proposed
with this application. It would be located behind an existing cabinet, as
viewed from the EC, so its visibility is expected to be less than the
existing.
ANALYSIS REGARDING VISIBILITY OF THE MONOPOLE
The ARB may act in an advisory capacity to the Agent as to whether the facility is being sited to minimize its visibility.

2. The balloon was visible through the trees directly across from the
site, but it would not likely be noticed by most travelers on the road.
3. The balloon was visible for approximately 500' along Rt. 53,
traveling northwest, from #2049 to #2001 Thomas Jefferson
Parkway. Trees do not line the road along this stretch of Rt. 53;
therefore, a more expansive and distant view is available. From this
stretch of road, the balloon was approximately 1600' — 2000' away.
The balloon had no wooded backdrop and appeared to rise a
considerable distance above the nearby trees. A view of Mont Alto
was available in the distance, beyond the balloon. This visibility is
expected to be somewhat reduced in the summer months when
leaves are on the trees.

Regarding the Certificate of Appropriateness for the ground equipment and base station:
Because the proposed facility is consistent with all applicable guidelines, staff recommends approval of the Certificate of Appropriateness as
proposed.
Regarding visibility of the monopole:
Staff recommends that the ARB forward the following recommendation to the Agent:
The ARB finds that the proposed location of the facility will sufficiently minimize the visibility of the monopole from the Entrance Corridor.
