I understand the WPO and agree. That's easy to break out and leave as a separate plan. Landscaping, I understand as well, as it relates to a road plan or to a site plan. Since utilities are in the roads and are in and out of the rjw, and have a bearing on where street trees are, drainage structures, etc. I really see the need to leaving them in a road construction plan set. VDOT does review these utility plans for the crossings and the waterlines for the construction of them within the roadways. It would be a very challenging task for consulting firms to design a set of plans,then go through the plans taking some utilities out, and showing other utilities on a plan. I understand the aspect from a reviewing process, but that would be a huge burden on consulting firms to segregate out the specific utilities from a process. This would also lead to a number of questions during the review process as to why a structure could not be moved or located in a certain spot. It might be that there is a sewer manhole or sewer line in this location that is not being shown because it is not crossing the roadway. Unfortunately, everyone is doing their own thing with plans, so I'm starting to insist on plans which correspond to the applications. The landscaping plan is part of the site plan. It is required under zoning ordinance 18-32.7. In some cases, where no site plan is required, street trees can be shown on road plans. Road plans are required by the county under the subdivision ordinance, 14-311. These must be independent documents for approval, bonding, inspections, as-builts,and revisions. They are not zoning documents. They are not utility plans. They support subdivisions. Utilities plans are provided to ACSA and RWSA, and crossing, layout or easement details are only included in county plans as information for potential conflicts. On rare occasions,there will be a private system that ACSA refuses to take, and the county will have to review it. This is in support of the subdivisions, under 14-311. Erosion control, stormwater management, and mitigation plans are required by the Water Protection Ordinance. They have their own approvals, bonding, inspections, and revisions. Soon they will have state approvals and applications, and 1 as-builts. They are not part of site plaZ1''s, or any zoning documents. They are not'torf(ity plans. They are independent of subdivisions or site plans, but may support them. You are welcome to put them all together for your contractor. Regarding the different street names,we've had to advise a developer before when there was a discrepancy between the plat and road plans (the street names on a recorded plat trump approved road plans). On top of that, it's held up people's property closures since banks now apparently take pictures of posted street names(even if they're the wrong street names). Therefore, please change the street names as identified in Troy's letter on the road plans. Please note we'll need separate written approvals from Fire& Rescue, Planning, RWSA, and ACSA before county engineering can ultimately approve the plans. Assuming you were asking about Road Plans,the plans you contacted him about are not distributed by planning...engineering does the distribution on Road Plans. I know it's all a bit confusing, but each type of application; SUB,SDP, and WPO are processed differently and Road Plans are particularly confusing because they are a SUB application,yet Engineering is the lead on them, not planning as with other SUBs. When Planning is the lead,will generally distribute to all of the other agencies/reviewers unless we know that you have sent plans to them directly(which is often the case). When Engineering is the lead, they have their own processes for distribution....which I think have recently changed. So,you'll probably need to contact Michael or someone else in Engineering for clarification on how they distribute road plans. Sorry I couldn't be more helpful, but hopefully this clarifies it a little bit.
