The wall signage for Chrysler and Dodge shall centered over their openings rather than begin left and right justified as shown on the previously submitted plan. Provide a drawing showing the revised locations." We have centered Chrysler and Dodge wall signage with their corresponding openings. Please refer to the attached drawings and renderings. The remaining items (2-5) of the Nov. 4 memo will be addressed and provided by Steve Edwards of McKee Carson. The wall signage for Chrysler and Dodge shall be centered over their openings rather than being left and right justified as shown on the previously submitted plan. Provide a drawing showing the revised locations. 2. You have moved back the one "Athena' Elm to the southern planting island located in the display area east of the Phase 2 building. However, based upon your memo, the ACSA will not approve this tree so close to the pipe. Therefore, relocate the "Athena" Elm by expanding the island to accommodate the tree. (Based upon our conversation November 10, 2003, 1 will bring this issue of 3 required trees versus a revision of 2 trees to the Board for their review on November 17, 2003.) 3. The limits of grading have been coordinated; however, if the limits of grading after construction do not reflect what the ARB approved, then supplemental landscaping (screening trees 8'-10') will be required north of the 10'-12' high retaining wall. Please provide 2 copies of the revised drawings or other information addressing each of these outstanding conditions at your earliest convenience. Include in a memo indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Our responses to each comment are addressed below: 1. No action required by this office. This will be handled through Daggett & Griggs' office. 2. The Patmore Ash was moved to accommodate ACSA comments in an earlier set of revisions. I have relocated this particular Ash back on -site; however, due to existing conditions and ACSA comments I have shifted this tree, as well as the adjacent tree to the northeast, to the right. This shift will cause the front Entrance Corridor trees not to be 35' O.C. in this area. We feel this is an adequate solution. 3. A third Athena Elm has been reintroduced into the southwest planter island within the display area in front of Phase 2. When speaking to Margaret yesterday I raised a concern about locating this tree in this area, but after discussing the easement and pipe located in this area with Glenn Brooks, I am more comfortable with this than I was earlier. So you know, given the fact that the pipe is so deep in the ground there, however, we will still need to respect the ACSA comments and keep this tree out of their easement. A pipe conflict will occur and we will not increase this planter island. 4. We have reviewed all the sheets and concur there is a discrepancy in the trees being preserved versus those being removed. We have revised Sheets 3, 8 and 13 so they now coordinate with each other. 5. We have adjusted the tree conflicts according to our earlier conversation today. We trust that this addresses the ARB's concerns for the Final Site Development Plan. Provided there are no further comments, we respectively request that we be issued A Certificate of Appropriateness immediately. You have moved a "Patmore" Ash from an on -site location at the northeast corner of the property to an off -site location. Relocate the "Patmore" Ash on -site. 3. You have removed one "Athena" Elm from the southern planting island located in the display area east of the Phase 2 building. Three trees are required. If you are unable to maintain the tree in the previous location, expand the island to accommodate the tree. 4. Your plans provide conflicting information regarding trees to remain and trees to be removed at the northeast comer of the property. The "limits of grading" line suggest more trees will be removed than what was approved by the ARB. Coordinate sheets 3, 8, and 13 to clearly delineate the extent of trees to remain. If the limits of grading do not reflect what the ARB approved, then supplemental landscaping is required north of the 10'-12' high retaining wall. 5. It appears since the last review that trees have shifted in the planting island south of the Route 29 entrance and there are now tree/pipe conflicts. Locate trees off the pipes. Please provide 2 copies of the revised drawings or other information addressing each of these outstanding conditions at your earliest convenience. Include in a memo indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Rectify the discrepancy between the lighting schedule and the lighting plan regarding the number of light fixtures labeled "G". 2. The monument sign shall be externally illuminated. If internal illumination is desired, then the sign will have to return to the Board. 3. Tree clusters in the planting islands located in the display area east of the Phase 2 building shall be composed of a combination of the already specified deciduous trees and evergreen shrubs. 4. The wall signage for Chrysler and Dodge shall be centered over their openings rather than being left and right justified as shown on the plan. 5. The design of the Phase 2 building shall be compatible with the Phase 1 building, as determined by the ARB. In addition, your office has noted that two Magnolias have been deleted from the plan in the vicinity of the entrance from Hilton Heights Road. I have reviewed the plan with revision date of 9/2/3 and have the following comments relative to the above - noted conditions and changes. 1. This condition has been satisfied. 2. No information has been received relative to this condition. 3. Evergreen shrubs have not been proposed for the planting islands in the display area east of the Phase 2 building. Rather, Sargent Juniper has been specified as a replacement for the Liriope. Sargent Juniper is a low -growing groundcover reaching a mature height of 1.5'. Evergreen shrubs reaching a mature height of 3'-4' are required. 4. No information has been received relative to this condition. 5. No further information is required regarding this condition at this time. 6. It appears that the two Magnolias that were eliminated can be added back in if the light fixture is slightly shifted to the west and the Magnolias are slightly shifted within the planting bed. An acceptable alternative would be the addition of one Magnolia back in the planting area for a total of two at the entrance from Hilton Heights Road, and the relocation of the third Magnolia to the southeast comer of the display parking area (east of the Trident Maple). In summary, the following conditions remain outstanding: 1. The monument sign shall be externally illuminated. (If internal illumination is desired, then the sign will have to return to the Board.) Provide complete fixture information on the plan. 2. Provide evergreen shrubs that reach a mature height of 3'-4' — not ground cover — in the planting islands located in the display area east of the Phase 2 building. 3. The wall signage for Chrysler and Dodge shall be centered over their openings rather than being left and right justified as shown on the plan. Provide a drawing showing the revised locations. 4. Regarding the deleted Magnolias, either a) Add back in the two deleted Magnolias by shifting the light fixture slightly to the west and shifting the Magnolias slightly within the planting bed; or b) Add one Magnolia back in the planting area for a total of two at the entrance from Hilton Heights Road, and move the third Magnolia to the southeast comer of the display parking area (east of the Trident Maple). This new sidewalks have impacted the landscape slightly which the Board approved on August 18, 2003. As a res o is request/comment we have had to lose (2) Magnolia's at the entrance off Hilton Heights Road given the remaining space. In our opinion, this reduction will not significantly impact or change the approved site plan and we request this modification be permitted. If you have additional concerns regarding this we suggest you discuss this with Margaret Doherty directly. We trust that this addresses the County's concerns for the Final Site Development Plan. Provided there are no further Staff comments, we respectively request that Staff consider granting us tentative approval. (A full ARB history of the project was provided in the staff report prepared for that meeting.) The comments from that review are included in the Analysis section of this report. Staff met with the applicant after the meeting to review the ARB's comments and to discuss the required changes. PROPOSAL/PROJECT CHANGES Following is a summary of the changes to the proposal since the July 21, 2003 review. • The planting islands in the display area east of the Phase 2 building have been increased in size and the plantings have been revised to include additional trees. • The entrances to the building have been revised with the addition of brick bases. • The monument signs have been redesigned and coordinated into a single structure. • The lighting plan has been revised. Fewer pole lights are proposed along the EC. • Some utility lines have shifted. Some grading has been revised. ANALYSIS Included below in italics are the comments made by the ARB at the July 21, 2003 meeting. 1. Reduce the amount ofground level vehicle display. The planting islands in the parking area east of the Phase 2 building were previously proposed at 10' wide x 50' long. They have been revised to 10' wide for a length of 20' and 19' wide for a length of 30'. This constitutes a reduction of approximately 270 sf of display area, which is equivalent to 4 display spaces. The display area has been reduced, but reduction by only 4 spaces will have minimal impact. The applicant has indicated that the islands must increase by factors of 9', which corresponds to the width of a parked car, and any additional increase will limit the display area too much, The width of the display areas located east of the Phase 2 building are 80', 65', and 80'. ARB 8/10003 Brown Auto Display Final - Page I 2. Planting islands in the display area east of the Phase 2 building shall be increased in size to allow for true clustering of trees. Clusters shall be composed of a combination of conifers and broadleaf evergreens. The planting islands have been increased in size as described in #1, above. The southern island previously included one tree and now includes three. The northern island previously included two trees and now includes three. The proposed trees are Athena Chinese Elms at 3%z" — 4" caliper; consequently, the planting does not constitute a "combination of conifers and broadleaf evergreens". Although the concept of using only deciduous trees was discussed at the last ARB meeting, the wording of the SP condition specifically calls for a "combination of conifers and broadleaf evergreens". 3. The brighter blue (Pantone #285) shall not be used in the development. The applicant has agreed to use the darker blue. 4. Revise the designs of the entrances to reflect the historic architecture of the County. The entrances have been revised to include a brick -faced base that rises to a height of about 13' for the Honda entrance and I for the Chrysler entrance. Above the brick bases are found the blue curved Honda element and the white Chrysler entrance element. The Chrysler entrance has also been modified with the addition of a stronger cornice. These changes are steps toward making the design more compatible with the historic architecture of the county, although the Honda entrance, in particular, has a strong modem appearance due to its form and color. 5. Clear window glass shall be used. The elevations include notes indicating that clear glass will be used. 6. Reduce the number ofpole lights across the front of the site to limit impacts on the EC. There are 16 pole lights currently proposed along the front of the parking lot. Previously, 21 poles were proposed. Most poles are now spaced about 30' to 45' apart. The new proposal reduces the pole lights by one light in each parking bay along the front, and removes the lights from the planting islands in the parking area east of the Phase 2 building. However, pole lights have been added in the two islands in front of the Phase 2 building. Lighting levels reach a high of 29.5 footcandles, which is slightly less than the previous proposal. The lighting schedule shows 12 "G" fixtures, but only 11 appear on the plan. (See the analysis section following #21 for more information.) 7. Revise the monument signs to include only external illumination and brick bases to match the brick of the building. The design of the monument signs has been revised. A single structure with two parts is now proposed. The sign is composed of a brick -faced base (matching the brick for the buildings) supporting two separated panels. One panel has a blue background and white letters reading "Honda" with a Honda logo in white. The other panel has a white background. The top half includes the word "Chrysler" in black letters above a Chrysler logo. The bottom half includes the word "Dodge" in red letters below a red Dodge logo. The sides of the cabinets are proposed as stucco in "Seaboard" Colonial Cream, which matches the precast concrete color. A steel panel painted blue (to match the blue used on the building) separates the brick base from the sign panels. The sign meets the Zoning Ordinance requirements for height and area. The revised design is better coordinated with the building than the previous design. The applicant has provided conflicting information on the illumination of the sign. The drawings indicate ARB 8/18/2003 Brown Auto Display Final - Page 2 that the sign will be externally illuminated, but details on the proposed sign lights have not been submitted. Later messages have indicated that the applicant wants the sign to be internally illuminated, but the submittal materials are not clear as to which portions of the sign would be illuminated. External illumination has been recommended. With appropriate external light fixtures, it is anticipated that the sign could be a positive contribution to the Entrance Corridor streetscape. 8. Provide landscaping at the base of the monument signs. Sargent Juniper and Liriope are proposed around the base of the sign. This planting is expected to coordinate well with the other proposed landscaping on site. 9. Provide samples of the proposed segmented block retaining walls. A sample has been provided. The block is proposed to be Anchor Diamond Pro, straight face units. The applicant has indicated that the proposed color is "gray," but the sample appears to be primarily brown in color, with multicolored (white, brown, gray) flecks throughout. 10. Revise the heights of the retaining walls on the landscape plan to reflect the heights proposed on the grading plan. The discrepancies have been eliminated by deleting the wall heights from the landscape plan and showing them on the grading plan only. IL Confirm the actual height of the 4' high planter and coordinate the planter with the storefront elevation. The grading plan shows the planter wall as approximately 2' high, which would fall at the bottom of the storefront glass. 12. Include the island landscaping in the parking area east of the Phase 2 building in the Phase I landscaping plan. The phasing lines have been adjusted. 13. Provide a cluster of Southern Magnolia at the southeast corner of the display parking area. The applicant indicates that the utilities and easements in the area do not allow room for a cluster of Magnolias, so none have been added. 14. Replace the stone at the base of the retaining wall (west of the Phase 2 building) with evergreen shrubs or vines. The stone has been replaced with English Ivy. 15. Provide additional plantings (as shown on the previous plan) south of the 8' high concrete wall, south of Deck 2. Specifically, add plants along the wall and trees south of the display parking (Deck 2). Two Athena Chinese Elm, 3 Magnolia, 4 American Hombcam, and Boxwood have been added in this area. The proposed plants are appropriate for the area. 16. Propose trees at the 3 corners of the Phase 2 building. Athena Chinese Elms have been added in these locations. 17. Provide shrubs in the parking island west of the Phase 2 building where 2 shade trees were removed. Shrubs have not been added, but one tree is located in the island where two were originally proposed. This ARB 8/IW003 Brown Auto Display Final - Page 3 appears to be sufficient landscaping for this location. 18. Revise the plant quantities in the plant list to coordinate with the landscape plan. This has been done. 19. Correct all pipe/tree conflicts. The conflicts have been resolved. 20. Label all plants along the EC. This has been done. 21. Documentation of PDOT approval is required for all improvements in the right-of-way. A planting agreement has been provided. In addition, the ARB directed staff to provide comparative photometric information for the Crown and Colonial Auto sites. • The Colonial Auto plan was approved prior to the requirement for photometrics. There is no photometric plan on file for this site. Photos of the site showing light pole locations will be available at the ARB meeting. It should be noted that the lighting and other features of the site do not conform to current standards and guidelines. • The Crown photometric plan shows three light poles along the EC. The lights use a combination of 250 watt and 400 watt metal halide bulbs. They are spaced 80' and 105' apart. Lighting levels are shown at a maximum of 12.5 footcandles. The approved Crown lighting plan appears to differ considerably from the Brown proposal. RECOMMENDATIONS Staff continues to have reservations about the proposed building design and its relationship to the historic architecture of the County. However, based on the ARB's last round of comments, the following items remain outstanding or require further clarification: 1. Rectify the discrepancy between the lighting schedule and the lighting plan regarding the number of light fixtures labeled "G". 2. Provide complete information on the illumination proposed for the monument sign. 3. Tree clusters in the planting islands located in the display area east of the Phase 2 building shall be composed of a combination of conifers and broadleaf evergreens. Furthermore, it is recommended that the Board discuss the following issues: a. Planting island width/reduction in number of display spaces: Has the size of the islands been sufficiently increased? Has the display area been sufficiently decreased? b. Building entrances: Have the entrances been sufficiently revised such that they display a relationship to the historic architecture of the county? c. Guidelines: Does the overall project reflect the traditional architecture of the area? d. Pole lights: Has the number of pole lights been sufficiently reduced to minimize impacts on the EC? e. Monument sign illumination: Is internal illumination (with opaque backgrounds) acceptable? NOTE: This condition will remain for Phase 2: The design of the Phase 2 building shall be compatible with the Phase 1 building, as determined by the ARB. Clear window glass has been added to all windows 6. The number of poles has been reduced along Rt. 29 by increasing the spacing between the poles. In addition, the average number of footcandles at the front parking area and driveway has been reduced from 10.22 fc. to 8.74 fc. 7. The monument signs have been combined into a single structure with both manufacturer signs. The names and logos will be contained within surface mounted, opaque panels. The total sign area complies with the signage ordinance for the entrance corridor. The sign will be illuminated externally. 8. Landscaping has been added to the bottom of the monument sign. 9.
