Coalsonl7a.Kimley-Horn.com Date: February 15, 2023 Re: SDP202200072 First Citizens Bank — Minor Amendment TMP 46134-1 D1 — Review Comments The County of Albemarle Planning Division will grant or recommend approval of the plan referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] [32.6.2 (i)] Parking and loading areas. a. [4.12.6] Minimum number of required parking spaces. On Sheet 1, please revise the parking section to include the calculation for the number of required parking spaces for this site. Per this section's requirement, this proposed use is considered a Restaurant: 13 spaces per 1,000 square feet of gross floor area. Therefore, 60 parking spaces are required for this site. An additional 26 spaces are needed on -site to meet this requirement. The site plan will need to be revised so that an additional 26 spaces are provided, or the applicant will need to submit a Special Exception application to pursue a modification to the minimum number of spaces needed for this use. More information about Special Exception requirements for this can be found in Section 4.12.2 (c). Please be aware that the Special Exception request can only be approved by the Board of Supervisors (BOS). If the applicant pursues the modification but the request is not approved by the BOS, the site plan will need to provide the required 60 spaces in order to be approved. b. [4.12.15 (a)] Surface materials. All parking areas consisting of four or more spaces shall be surfaced. Please provide a legend that indicate the type of surface material. c. [4.12.16 (c)(1)] The minimum parking space size. For the group of 10 parking spaces, please indicate the width. d. [4.12.17 (c)(2)] One-way access aisles. The minimum travelway width for one-way access aisles shall be 12 feet. Please indicate the width of the by-pass lane on Sheet 5. e. [4.12.19], [32.7.9.7 (3)] Please provide a plan and profile view construction detail that indicates the dimensions and materials for the enclosure and pad. Please also provide the measurements for the dimensions on Sheet 5 where the proposed dumpster enclosure is located. 2. [32.7.8 and 4.17] If any outdoor lighting is proposed, provide a lighting plan to be included with the final site plan submission that complies with all applicable regulations specified in Section 4.17 of the Zoning Ordinance. This includes: a. Provide footcandle measurements within the property and along all property lines. Use a light loss factor of 1.0 to determine footcandles on site. b. [4.17.4 (a)] Provide manufacturer cut -sheets for all proposed outdoor luminaires. c. [4.17.4 (a)] All proposed outdoor luminaries exceeding 3,000 lumens must be full -cutoff fixtures. Please state the pole height of all outdoor luminaires. e. [4.17.4 (b)] Please add a note to which states "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle" 3. [32.6.2 Q)] Landscape plan. a. [32.7.9.4] Please update the plant schedule to include the name, size, quantity, etc. of all existing and proposed landscaping features. b. [32.7.9.4 (b)(2)] Conservation checklist. The applicant shall sign a conservation checklist approved by the agent to ensure that the specified trees will be protected during construction. The checklist shall conform to the specifications in the Virginia Erosion and Sediment Control Handbook, pages III-393 through III- 413, and as hereafter amended. c. [32.7.9.9 (c)] Add the following note to the landscape plan: All landscaping and screening shall be maintained in a healthy condition by the current owner and replaced when necessary. Replacement material shall comply with the approved landscape plan. d. [32.7.9.6 (b)] Types of plant materials. On Sheet LS-1, please revise the parking calculation to meet the required parking spaces for this proposed use (60 parking spaces). e. [General Comment] It appears that the plant schedule identifies two AR trees, but there are four identified on the site plan. Please revise to match the table and illustration. 4. [5.1.60 (f)] The site plan will need to provide either a five-foot wide raised pedestrian travelway or a five-foot wide pedestrian travelway containing a change in texture and visual markings to allow pedestrians to travel from the sidewalk in front of the building to the 8 parking spaces on the southwest side of the site. a. Provide a construction detail of the markings or the raised travelway. 5. [32.5.2 (1)] Please see attached VDOT comments. Revise the callout for Timberwood Boulevard as necessary. Comments from Other Reviewers: Albemarle County Engineering Division — John Anderson, Ianderson2(&albemarle.org — Requested changes. Please see below: 1. 'CD100: May retain erosion control measures, but Albemarle will not inspect, and this project is not subject to VESCP NSMP requirements. ESC /SWM design are shown on a WPO (Application) Plan, if required, not on a site plan amendment. CD100, Note 3, indicates that total limits of disturbance for project is 2,490 SF. Since limits of disturbance < 10,000 SF, no ESC /SWM plan is required; WPO /SWPPP not required; bond /SWM easement not required; further coordination with Albemarle Engineering is not required. 2. CD101: May retain this sheet, if helps Applicant achieve objectives, project outcome, but, as noted at item 1., this project is not subject to VESCP NSMP requirements. CS100: Recommend label pavement marking that delineates by-pass from order queue lane (4" white solid line, for example). 4. Provide Autoturn fig. for dumpster using wheelbase typical of Waste Management (WM) style vehicle; geometry is problematic. Multi -point turn to approach dumpster is not acceptable (multiple reverse maneuvers, especially, with reversal into queued order lane of vehicles. Show Autoturn fig. for WM-style wheelbase vehicle at dumpster, and at R35' bypass lane entry curve. Design revision likely required. 5. CD500: ESC details are elective. No ESC by local VSMP authority since LOD 2,490 SF.' Architecture Review Board (ARB) — Khristoper Taggart, ktaggartoalbemarle.org — Requested changes. Please see below: I have reviewed the above -noted application. The following revisions are requested to make the proposal consistent with the Entrance Corridor Guidelines. 1. No detailed drawings or color specifications have been provided on the drive-thru-related equipment. Revise the submittal to include detailed drawings and color specifications for the proposed drive-thru equipment. 2. The level of change to the drive-thru canopy structure is unclear. Revise the architectural drawings to provide greater clarity regarding the changes proposed to the drive-thru canopy structure. 3. The color renderings and the line drawings appear to show a different column style than what is existing. Please clarify if any changes are proposed to the existing columns. 4. No detailed drawings have been provided on the dumpster enclosure. Revise the submittal to include detailed drawings and color specifications for dumpster enclosure. 5. The interior tree count appears to be incorrect. Two trees are shown in the plant schedule but four trees are shown on the site plan. Revise the plant schedule to match the number of trees shown within the site. Albemarle County Service Authority (ACSA) — Richard Nelson, rnelson0serviceauthority.org — Requested changes. Please see below: 1. Provide fixture counts to determine existing meter is adequately sized. 2. Confirm if proposed irrigation system is to remain active. Please check the right of way stated on Timberwood Boulevard. The plans show 50' of right of way and I have plans showing 100' of right of way. Please provide two copies of the revised plan along with a comment response letter. If further information is desired, please contact John Winn at 540-881-0651. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
