Re: SDP202200048 Regents School Major Site Plan Amendment - Review Comments
The County of Albemarle Planning Division will grant or recommend approval of the plan referenced above once the
following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the
Subdivision/Zoning Ordinances unless otherwise specified.]
1. [32.5.2 (c)] Please provide a phasing plan. No Certificates of Occupancy can be issued for any of the buildings until all
other site improvements are installed, unless a phasing plan is provided for this project. Jalen Boone,
600ne0albemarle.org, is the site inspector for this project and is willing to assist the applicant with developing a
phasing plan that will allow CO's to be issued for individual buildings. Be aware that all features shown within specific
phases will be required to be installed prior to issuance of CO's for buildings within each individual phase. Rev. 1: Per
applicant comment response letter. a phasing plan will be provided prior to final site Dian approval. The ohasine plan
should be included as a sheet on a future resubmittal for staff to review.
2. [32.5.2 (a)] Please update the zoning note on Sheet 1 to state that the properties are located within the AIA Airport
Impact Area Overlay, FH Flood Hazard Overlay, and Managed and Preserved Steep Slopes Overlay Districts. Rev. 1:

3. [32.5.2 (a)] The plan does not appear to show the property boundaries as they exist after the 0.739 and 0.280 ROW
dedication was platted through recordation of SUB202100217. Please address the following:
a. On Sheets C3-C9, please verify that the accurate parcel boundaries for TMPs 76-17 and 76-66 are shown. Rev.
1: Comment addressed.
b. State the acreage of both parcels on Sheets C3 and C4. Rev. 1: Comment addressed.
4. [32.5.2 (a)] Please show the limits of the "School Use Boundary" and "School Buffer Area" from the approved Special
Use Permit on all applicable sheets. Rev. 1: Comment addressed.
5. [32.5.2 (b)] Sheet 1 states the building shall be limited to 2 stories per the conditions of the SP, however there are no
conditions related to building height. The height should be in conformance with the R1 zoning, which is 35 feet. Rev. 1:

6. [32.5.2(i)] Label on all sheets the existing Reservoir Road. Also include the state route number, right of way lines and
width, and centerline radii and pavement width. Rev. 1: Comment addressed.
7. [32.5.2 (n)] Please identify the circular shapes south of Building I on Sheets C6 and C7. Rev. 1: Comment addressed.
8. [32.5.2 (n)] Please identify what the rectangular structure between buildings A and B is. Rev. 1: Per applicant comment
response letter, please add a callout identifying the pavilion and include the statement that it will not be enclosed, per
applicant comment response letter. Please show dimensions on all four sides of the pavilion.
9. [32.5.2(n)] Provide the location and dimensions for all existing and proposed improvements including: buildings (max
height for each building), walkways, fences, walls (including height), trash containers, outdoor lighting, recreational
areas and facilities, loading and service areas, and the proposed paving material types for all walks and parking lots.

Rev. 1: Comment not fully addressed. Please provide dimensions along the exterior boundaries of all walkways and
other hardscaped surface areas outside of the buildings. Currently, these dimensions are not labeled.
a. Exterior dimensions for all proposed buildings are not labeled, please provide this information on all applicable
sheets. Rev. 1: Comment addressed.
10. [32.5.7] Please verify whether the Floodzone note on Sheet C1 is accurate. According to Albemarle County GIS, both
parcels are partially located in the Flood Hazard Overlay District. It also appears that the 100-year floodplain is labeled
on the site plans (See Sheet C4). If necessary, revise the Floodzone note. Rev. 1: Comment addressed.
11. [32.7A.1] Approval of a VSMP Plan is required prior to final site plan approval. See attached Engineering review
comments for further information. Rev. 1: Comment stands, please see Engineering Division comments.
12. [32.7.5.1] Prior to approval of the major amendment, all comments related to the central sewerage system request
must be addressed. See comment letter from the Deputy County Engineer, Emily Cox, below.
a. Please be aware that the central sewerage system request requires approval by the County Board of
Supervisors. Once all comments have been addressed, the applicant should coordinate with Engineering
Division and Planning Division staff to schedule this matter for Board approval on an upcoming BOS meeting
agenda. Rev. 1: The central sewerage and water supply system request has been approved. Please see
attached resolution.
13. [32.7.9.9 (a)] Add a note to the landscaping plan stating "All landscaping shall be installed by the first planting season
following the issuance of the first certificate of occupancy within the development, or a phase thereof." Rev. 1:
Comment addressed.
14. [32.7.8] Provide a lighting plan that addresses the following:
a. [4.17] Show the location of all outdoor lighting for any luminaries equipped with a lamp which emits 3,000 or
more maximum lumens. Rev. 1: Comment partially addressed. The lighting plans do not show any outdoor
lighting around the building and walkway areas. Is any outdoor lighting proposed, including wall mounted
lights? If so, please revise the lighting plans to identify these lights and their locations, and update the
photometric measurements as necessary throughout the site.
b. [4.17] Provide a luminaire schedule identifying each type of outdoor luminaire proposed. Include the
manufacturer name, model number, lamp type (e.g. LED, incandescent, etc.), wattage/lumens emitted, and
pole/mounting height. Include a column in the schedule that identifies the symbology used for each fixture on
the lighting plan. State the number of each outdoor luminaire provided by type. Rev. 1: Comment may be
addressed pending applicant comment response to comment #14a above.
c. [4.17] Revise the photometric data table so a Light Loss Factor (LLF) of 1.0 is used to calculate footcandle
measurements. Revise the footcandle measurements shown on the plan as necessary. Rev. 1: Comment may
be addressed pending applicant comment response to comment #14a above.
d. [4.17] Show footcandle measurements for the entirety of the site. Please be aware that spillover from
luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-
half foot candle. It appears that the lighting max exceed this requirement in certain places. Rev. 1: Comment
stands. Footcandle measurements along the public ROW north of the athletic field greatly exceed 0.5
footcandles along the property boundary on Sheet C38. The lighting locations must be revised so that
footcandle measurements do not exceed 0.5 footcandles. Additionally, is there a reason why the lighting
plan is broken into three separate photometric drawings? Currently, parking lot lighting is shown on Sheet
C37, and Sheet C38 has two other photometric plans (one for the athletic field lighting and one for

h. [4.17.4 (b)(1)] Add a note to the lighting plan stating "All outdoor luminaries emitting 3,000 lumens or greater
shall be equipped with a full -cutoff fixture." Rev. 1: Comment addressed.
i. [4.17.4 (b)(2)] Add a note to the lighting plan stating "All outdoor lighting, regardless of the amount of lumens,
shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent
roads." Rev. 1: Comment addressed.
15. Prior to site plan approval, easement plat for all proposed easements must be approved and recorded. Once the
easement plat is recorded, update all new easement labels to state the easement type, dimensions, and recorded
instrument (deed book and page number). Rev. 1: Comment acknowledged by applicant. Easement plat application

RESOLUTION TO APPROVE
A CENTRAL SEWERAGE SYSTEM
AND CENTRAL WATER SUPPLY
ON PARCEL 07600-00-00-01700
WHEREAS, on September 18, 2019, the Board of Supervisors approved a special use permit
for a private school on Parcels 07500-00-00- 06600 and 07600-00-00-01700 (SP 2018-11 The Regents
School); and
WHEREAS, on December 2, 2020, the Board approved a new shared central sewerage system on
Parcels 07500-00-00-06600, 07600-00-00-01700, and 07600-00-00-017CO to serve all three Parcels;
WHEREAS, on September 1, 2021, the Board approved a revision to the previously -approved
shared central sewerage system to one that will be located on Parcel 07500-00-00-01700 and serve only
the proposed School with 13 connections; and
WHEREAS, the applicant is now proposing (a) to increase the number of connections served by
the previously -approved central sewerage system from 13 to 19, and (b) to install a central water system
with 19 connections, both on Parcel 07500-00-001700;
NOW, THEREFORE, BE IT RESOLVED that, upon consideration of the foregoing, the staff report
prepared for this request and all of its attachments, the information presented to the Board of Supervisors, and
the factors relevant to central water supply systems and central sewerage systems in County Code Chapter 16
and the Albemarle County Comprehensive Plan, the Albemarle County Board of Supervisors hereby approves
a new central sewerage system and central water supply, both as proposed in the submitted materials, on
Parcel 07500-00-00-01700, with up to 19 total connections each, subject to the conditions contained herein.

The Regents School Central Sewerage System and Central Water Supply Conditions
l . The central sewerage system must be constructed in general accord with the Preliminary Central
Sewage System Plan (Attachment B) and DF.Q Reliability Classification Worksheet
(Attachment D);
2. The central water supply must be constructed in general accord with the Preliminary Plan
(Attachment B).
3. Final plans and specifications must be submitted with the final site plan and are subject to approval by
the County Engineer prior to commencing construction of the sewerage system andwatersupply,
4. Prior to issuance of any certificate of occupancy for any building to be served by the sewerage system,
the owner must provide a copy of the DEQ-issued operations permit for the lift station to the Building
Official orCounty Engineer;
5. The owner of Parcel 07600-00-00-01700 assumes full responsibility for the operation and
maintenance of the central sewerage system and central water supply; and
6. If requested by the County Engineer, the owner must document compliance with all State operation
and maintenance requirements.

Previous EC approvals and comments were based on the understanding that topography and wooded area would screen
proposed buildings from view. A recent view of the site, after clearing and grading, shows that the development will be much
more visible from the Entrance Corridor, particularly during the winter months, than originally anticipated. We will provide
additional comments after consulting with the ARB vice -chair.

2) Please note the location for the fire department connection (FDC) for the Sprinkler system on the Gym mentioned in the
correspondence and the location of the fire hydrant within 100 feet of that FDC. As a reminder, the FDC and hydrant need to
be arranged so that when in use, they do not impeded access on the fire apparatus access road.
3) Acknowledge the standpipe will be a dry system until used. Please clarify how the standpipe will be designed so that after
use, it does not freeze.
4) Please clarify the standpipe set up as to which is the FDC for water supply and which is the hook up for fire attack
5) For the standpipe concept to be functional, one end is connected to a supply and the other end of the system has a fire
attack line attached. The FDC at the plaza is suitable as a supply end of the standpipe system, but not a fire attack line end as
configured. The FDC at buildings D4 and D5 provides a fire attack line hook upon capable of reaching buildings J and building
13, plus any buildings south and west of them as presented on the plans.
6) As configured on the plans, the FDC at the plaza does not provide fire attack functionality, so any building north and east of
buildings J and 13 must be serviced by a fire attack line from fire apparatus on the fire apparatus access road. This places
building G outside the distance parameters for fire department access as currently presented on the plans.
