Design Focused Engineering February 14, 2023 Emily Cox, PE County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: Response Letter #1 for WPO2019-57 Proffit Road Townhomes North — VSMP Amendment #2 Dear Emily, Thank you for your review of the VSMP Amendment #2 for Proffit Road Townhomes North. This letter contains responses to County comments dated Dec. 30, 2022. Our responses are as follows: A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. SWPPP will need to be updated on site with the latest approved plans. RESPONSE: the updated plan amendment will be appended to the onsite SWPPP as soon as approval is issued. B. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. 1. Revised PPP does not appear to be necessary based on amendment. C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is disapproved for reasons listed below. The stormwater management plan content requirements can be found in County Code section 17-403. 1. This plan appears to show changes to the grading other than areas circled in red bubble. Please revise and show all applicable changes to the approved plans (original and amendment 1). RESPONSE: Grading updated. The discrepancy was lots 18-22. These are now shown per the approved VSMP configuration. The grading here has been slightly adjusted by lowering these finished floor elevations as now noted on the plans, but this constitutes no change to the VSMP plans. 2. This plan appears to show changes to drainage pipes. Please provide applicable drainage areas and calculations. RESPONSE: there are no proposed changes to drainage pipe conveyance or slope (VSMP plans have been corrected to show future build -out of lots 18-22). Thus, revised drainage area maps and calculations are not necessary. 3. This plan shows different grading in the stream. Please provide updated army corps of engineer's approval for this work. RESPONSE: the grading was slightly revised as part of the final site plan design. It has not been revised since final site plan approval, and no additional stream 912 E. The proposed chana hown on this plan will require an update to the final site plan. RESPONSE: a Letter of Revision has been submitted on Feb. 7, 2023 showing the new retaining wall design. 5. Ensure lots 18-22 are shown, as they were shown on the previously approved WPO plans. RESPONSE: this has been corrected and 18-22 are now shown. 6. Please show all recorded easements. RESPONSE: this is shown on (newly added) Sheet C4. 7. Signed and sealed engineered retaining walls plans are necessary for approval. RESPONSE: the files were switched out last submittal, engineered wall plans are now included. D. Erosion and Sediment Control Plan (ESOP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESOP. This plan is disapproved for reasons listed, below. The erosion control plan content requirements can be found in County Code section 17-402. 1. Please revise all applicable E&S sheets. For one example, the outlet protection for Fl is different. Other locations of proposed pipes and grading that affect E&S appear to have changed as well. RESPONSE: This amendment does not change the E&S strategy, measures, or sequence of construction. There are minor location adjustments, but these do not constitute an amendment of the E&S plans, so we will leave these sheets off. To note, the contractor has already adjusted the location of these controls since they were all revised by the (relatively minor) changes which occurred during the final site plan approval process.
