An approved WPO plan for proposed site plan improvements is required prior to FSP approval. Please submit WPO plan using Camino portal, this link. [VSMP application /form, this link but pls. use Camino for first WPO plan submittal. ] a. WPO plan bond must be posted prior to Grading Permit issuance. b. SWM easement for each UG detention system /SWM facility outfall is required: i. SWM facility easement plat review is a separate review and approval process. (Camino) Application at this link. [Easement plat application at this link, but pls. use Camino for initial easement plat submittal. ] ii. SWM easement recordation is required prior to WPO plan approval. SWM easement plat requires deed, which CDD-Engineering will format once plat review comments are addressed. iii. Ensure sufficient width (building offset/s) for each of five proposed underground detention systems; check each side of each system. Reference easement diagram /easement width formula at ACDSM, p. 15. UG system location relative to buildings A and D may require adjustment. Adequate SWM facility easement width depends on depth of system. Examine width requirement, given possible impact on system placement relative to buildings, walks, parking lot islands, etc. iv. Divide UG detention system between building B and C into two approximately equal systems with separation between that allows future repair or replacement of one or the other, independent of the other, at different points in time, so points of access from public streets (Berkman / U.S. Rt. 29) are available at all times across the entire site, even during period of future UG detention system replacement. v. Recommend UG detention isolation measures to ensure no incidental petroleum distillate or car -wash effluent comingles with storm runoff (buildings D and E). vi. Delineate and label public drainage easements to extend between detention systems (SWM facility easements), one to the next, and to Ex. Rt. 29 (or Berk mar Drive) storm drains for UG systems that discharge to either. vii. Public drainage easements require deed (separate from SWM facility deed), which CDD-Engineering will format once plat review comments are addressed. viii. Show and label SWM facility and public drainage easements on FSP. ix. Provide instrument number ref. for SWM facility /public drainage deeds on the FSP. 2. Provide additional existing contour labels. b. Show /label any existing drainage patterns. It is unclear how runoff exits this 5.731 Ac. parcel. WPO plan must convey any offsite runoff that currently transits the site. c. C2 indicates ex. guardrail easement. Recommend sidewalk /retaining wall with guardrail between building A and Berkmar, between entrances to the site. Engineering defers to Planning. Provide LD-229 for proposed storm lines, and LD-204 for proposed storm inlets. Provide storm profiles for storm lines /pipes. Label pipes /inlets. Wherever grade concentrates runoff against curb, provide /label CG-6 instead of CG-2. Ensure all sidewalk width =5' Minimum. A section of walk at SW comer of bldg. C appears <5'. Show rooftop leader line connection with UG detention, all buildings (on FSP /WPO). Ensure angle between storm pipes entering and exiting all storm structures is >90 degrees. Label drive aisle, drive -thin lane W, island radii, curb radii, entrance radii, typ. parking L x W, and angle parking dimensions. Ensure design of each meets Zoning and Albemarle County Design Standards Manual parking, access, and drive aisle standards. VDOT land use permit is required for work within VDOT RW, Berkmar Drive /U.S. Rt. 29. Provide Autotum Fig. for 12' drive-thru lane at building F for vehicle entering from main site entrance /drive aisle parallel with TMP 45-68C 1. Revise C2 to ref. TMP 45-68C1. Show /label dumpster locations /enclosures. Provide Autotum figs., as needed, based on typ. waste management vehicle wheelbase. Provide physical barrier (low wall, for example) between building F drive thru lane and building E entrance. Label separation (ft.) between bldg. E entrance and bldg. F drive thru at this location. Provide `No Right Turn' sign at E end of drive aisle between buildings D and F, since vehicles may only enter the car wash at this location. At W end of 11 space parking area south of building A, provide `Do Not Enter' or `Wrong Way' sign to prevent vehicles exiting to Berkmar, at right -in only entrance. If there is entrance or exit from west side of building B to 21-space parking area, provide landing that meets USBC, and recommend sidewalk to front 21 spaces. Engineering defers to Planning. Provide `No Thru Traffic' signs at both site entrances. 5' walk fronting U.S. Rt. 29 requires refuge. Also, pls. provide CG-12 ramps /detectable surfaces at island at RIRO. Show /label EP, U.S. Rt. 29, and ensure minimum offset between edge of pavement and edge of walk. VDOT may require specific taper /storage design on U.S. Rt. 29. Engineering defers to VDOT. North and south of entrances on Berkmar: Provide CG-12 and sidewalk to adjacent PLs, so when adjacent parcels construct walks, sidewalks are continuous. Internal to site: At every point walk terminates at a drive aisle, provide CG-12 /detectable surface. Recommend 1'-2' offset between sidewalk and site access parallel to TMP 45-68C 1, a strip without walk surface, or alternatively, widen sidewalk to 7' width. A strong safety recommendation. Provide 2' offset (Min.) between sidewalk and Berkmar Drive Entrance since throat is narrow, speed may be high, and since vehicular momentum poses particular risk to pedestrians at this location. Provide `No trucks' sign at southern Berkmar Drive entrance since: a. Geometry does not allow 53' trailers; even shorter lengths may be problematic. b. Building A is a 1-story day care facility (children present). Provide stop sign and stop bar (pavement marking) at bldg. E (oil change service) drive-thru exit. Provide HC signs for HC parking spaces. Provide CG-12 at all HC parking spaces. Secure offsite temp. construction easement, TMP 45-68C1, to construct right -out to U.S. Rt. 29. Provide stop signs at site exits to Berkmar and U.S. Rt. 29. Provide sight line profiles at exits to Berkmar /U.S. Rt. 29. Retaining Walls Engineering Review Comments Page 3 of 3 a. 6' Wall i. Provide guardrail. ii. Provide spot elevations to ensure no ponding on paved parking surface at top of wall. b. 8' 10' Walls i. Provide /show /label wall drain connection to storm system; do not daylight to pavement given risk of icing hazard. ii. Provide /show /label surface runoff ditch (at TW), and connection with storm system. iii. Provide safety railing at top of wall. iv. Provide safety railing detail. v. Provide yd. inlet (grate) capture /conveyance of surface storm runoff at contour 484't at west end, to prevent icing of sidewalk. vi. Secure off -site temporary construction or permanent grading easements as needed to construct these two walls. c. Provide PE -sealed geotechnical wall design (all walls) to Engineering for review prior to WPO plan approval. d. All walls require building permits. Thank you.
