The Planner will approve the plan when the following items (from the Planner and other SRC plan reviewers) have been satisfactorily addressed and when all SRC plan reviewers have indicated in writing their tentative approvals. [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [Comment] Application number. This application has been assigned an application number. Please update the plan set and future submission materials to reference SDP202200069. 2. [32.5.2(n), 3.1, 4.12.11, 16.2.2.15] Lot configuration. The approved site plan for this phase included a multi -family lot, having 24 units and parking located on the same lot as accessory uses to the primary residential use. The proposed amendment seeks to subdivide the multi -family lot so that each two-family attached dwelling unit is located on its own lot, subsequently placing consolidated parking lot areas on unique parcels as well. While the subdivision of two-family attached dwelling units is permitted, the parking area parcels cause issues. That configuration, where parking areas are located on a lot other than the lot on which the use served by the parking areas is located, is considered by the ordinance as "stand alone parking'. Stand along parking in R-6 zoning districts in only permitted by special use permit. Therefore, the options to develop the proposed buildings in the layout shown is to: (1) Move forward with a multi -family lot where buildings and parking are located on the same parcel, or (2) Apply for a special use permit for stand alone parking. a. If opting to pursue Option 1: i. Revise the plan to locate the two-family attached buildings and their associated parking areas on one lot. ii. Revise all applicable plan notes and calculations to reflect the readjustment to a multi -family lot. b. If opting to pursue Option 2: i. Request a preapp meeting and submit a special use permit application. Note: The special use permit will need to be approved prior to the approval of the site plan amendment. ii. Revise the plan to provide private access easement(s) along the rear of proposed Lots 121-132 to allow access to proposed basement units. 3. [Comment] Pedestrian circulation. A marked pedestrian crossing of Park Ridge Drive needs to be installed somewhere along the site plan. Both the intersection of Anlee Road, as well as the end of Leeham Street, would make good crossings. Anlee Road has a Tot Lot on one of the corners, an area that will most likely see lots of activity of young children and families who will walk across the street to get there. A crossing at Leeham Street would allow pedestrians a designated way to get to the park area, as well as naturally continuing the movement by inviting people to walk along the concrete path. Revisions to the approved site plan removed labels indicating which residential units are intended for affordable housing. To take advantage of the affordable housing density bonus, revise the plan to identify which units are intended to be affordable. b. Include a note on the plan to state that: "Affordable dwelling units are subject to the applicable standards of Section 2.4.5 of the Albemarle County Code." This note likely should have been on the plan originally but was overlooked. 5. [32.5.2(i-I), 32.6.20)] Easements. a. See comments from the Rivanna Water Sewer Authority (RWSA) below. b. If an easement plat is proposed, staff encourages vacating the 9.5ft Landscaping & Maintenance Easement recorded in Inst. No. 202200012613 from Lots 118-120. c. Be advised, any new easement areas will require an easement plat to be approved, recorded, and reflected (with location, label, and recordation number) on the final site plan. 6. [32.5.2(a)] Zoning notes. On the cover sheet, revise the Zoning notes to state: "Newly platted lots within TMP56- 57D and TMP 56A2-1-62 are located within the Entrance Corridor." 7. [32.5.2(b)] Parking schedule. It appears there was a clerical error in the parking notes. Update the number of off- street parking spaces to 35. The plan currently lists 25 spaces. 8. [32.5.2(n)] Open Space. Revise sheet labels for Open Space F to reflect the revised open space acreage. Currently several sheets still note Open Space F as 4.843 acres instead of 4.797 acres. See Sheets 4, 5, 6, and 24. 9. [32.5.2(a)] Boundary dimensions. It appears at some point in the review of the original site plan the approximate lot dimensions got removed. Please add those measurements back to the plan to satisfy the ordinance requirement. 10. [Comment] Why is the fence from the dog park extended to the rear boundary line of Lot 118? 11. [Comment] Reminder that revised plans should include the original date of drawing and the revision dates) for each subsequent version of the plan. Based on comments from RWSA below, changes to the plan may impact comments from Planning and other SRC reviewers. As such, the comments provided here may not be exhaustive. RWSA has reviewed the amended site plan pages for Glenbrook at Foothills sent in 12/14 and has the following comments. All of RWSA concerns revolve around our easement and desire to add another 10' of easement. Scott mentioned trying to start construction below Park Ridge Drive and RWSA has no conflict below Park Ridge Drive. Our hope is to get an extra 10' of easement as shown in the plan I marked up and keep permanent structures and trees out of that easement, we would then be acceptable to the plans. General comments: 1. RWSA would like to request an additional 10' easement as shown by the 10 red line marked up. This would be necessary to upsize our waterline in the future with anticipated growth and for maintenance and access. 2. Please move trees out of easement that are not in our approved plantings list. (attached) 3. Please note for future lots 119-120 we do not allow porches or decks to be built over our waterline and in the easement. 4. Please move fencing out of easement 5. Shift drainage structures 94-100 out of current and proposed easement. 6. Show revised plan and profile for the storm structure. RWSA would like to review plan sheets prior to approval. 7. Plans show a stretch of privacy fence to connected to the edge of the dog park, is that still proposed and can it be moved out of the easement. S ' -- - - BN \ 434..RVA"NA •r•r 434.293.8858 ld ww.rivanna.orgWARTER&SEWER AT RR RWSA Acceptable Plantings for Water and Sewer Easements Acceptable Groundcover Options for Inner 20 Feet Where property owners are immediately adjacent to the inner 20 feet of an easement (closest to the line), acceptable alternatives to periodic mowing include the maintenance of turf or lawn, the establishment of native grasses, or the establishment of low -growing shallow rooted groundcovers that provide equal or better visibility and accessibility to the line as periodic mowing. While RWSA will voluntarily exercise reasonable care when performing inspection, operation, or maintenance activities in the areas of the alternative plantings, RWSA cannot guarantee that damage will not occur and cannot commit to replacing damaged vegetation. While there are no shrubs and trees that are completely safe to grow over a utility line, appropriate species offer the utility line less risk of intrusion from roots because they are smaller in size, shallow -rooted, slower growing, and drought resistant. Alternative plantings must be approved by RWSA priorto installation, and while RWSA will voluntarily exercise reasonable care when performing inspection, operation, or maintenance activities in the areas of the alternative plantings, RWSA cannot guarantee that damage will not occur and cannot commit to replacing damaged vegetation. Because of the risk of damage, plantings should be inexpensive and expendable.
