STAFF REPORT: MICHAEL WHOLLEY PRELIMINARY PLAT:
Location: North side Rt. 637 at intersection of Rt. 682 . TM 73 ,
Parcel 17 .
Zoning: RA, Rural Areas .
Acreage: 64 . 35 acres (before dedication)
History: November 22 , 1983 - Plat deferred by Planning Commission
to December 20, 1983 .
December 20, 1983 - Plat deferred by Planning Commission
indefinitely. Planning Commission was concerned with the
number of waivers requested.
Proposal: To divide 64 . 35 acres into six lots from 5. 0 to 21 . 0
acres. The applicant proposes that lots 3 and 4 will
share common access on Rt. 682 . All other lots will
access off the private road. The lot line between lots
4 and 6 has been moved to the center of the private road.

reports.
Note: This plat has been reviewed under the recently adopted
private roads ordinance.
STAFF COMMENT:
Waivers still required for the division as shown include :
1. Section 18-36 (f) . Any lot fronting on any such road
shall enter only onto such road and shall have no
immediate access onto any public street (lot 4) .
2. Section 18-34 Width. Double frontage or reserved
frontage lots shall not be permitted except where
essential to provide separation of residential
development from streets or to overcome disadvantage
of topography (Lot 4) .
Staff does not consider lot 1 to be peculairly shaped
in order to provide area or frontage on a public road.
Staff recommends that lot 4 have access onto the private
road, which would eliminate one of the two waivers . The
applicant does not want to access lot 4 from the private
road because of the possibility of selling the upper
portion with the barn to the owner of lot 5 at a later date .

Lot 3 as shown has a building site near Rt. 682 which makes
a private entrance seem logical.
Virginia Department of Highways & Transportation comments
are attached.
The Commission should address administrative approval of
the final plat. If the Planning Commission grants the
above noted waiver (s) , then staff recommends approval
subject to the following:
RECOMMENDED CONDITIONS OF APPROVAL:
1. The final plat will not be signed until the following conditions
have been met:
a. Virginia Department of Highways & Transportation approval
of private street commercial entrance and private entrance
to serve lot 3 ;
b. County Engineer approval of road and drainage plans and
calculations;
c. County Attorney approval of maintenance agreement
d. Notes on plat: "These six lots have no additional development
rights" and "Only one dwelling per lot. "

Dear T°'r, Keeler:
This is in regard to the above captioned which was discussed at the
November 2, 1983 site plan review meeting.
The Department still recommends that all of the lots have access off
the private road. The vertical and horizontal alignment of Route 682 is
not very good and by concentrating the locations that vehicles have access
to it will reduce conflict points . The latest traffic count on this
section of road was 33 vpd, and at least 50 vpd is required before a road
is considered for hardsurfacing. A minimum of 250' of sight distance is
needed at the entrance in each direction and for a vehicle turning left
off Route 682, If the necessary sight distance can be secured and main-
tained by clearing within the right of way, then a sight easement is not
needed. Presently, there is no way to determine if the required sight
distance can be obtained by clearing just within the right of way. This
is why the Department recommended a sight easement along the property
across the road because it is believed that more clearing would be re-
quired.
The Department cannot deny an individual access to a road but can
determine where the best location for the entrance exists . On an unimproved
non-hardsurface road like Route 682 we recommend reducing the number of
entry points and channeling as much traffic as possible through an entrance
that meets our current minimum standards .
