However, the Site Review Committee has attempted to identify all issues that will be required to be resolved prior to Final Site Plan approval. [14-216] The required $237.00 mailed notification fee has not been paid. This fee must be paid by Friday, March 3, 2023 or the preliminary plat will be denied. Comments to be address prior to final plat approval: 2. [ZMA202000005] Please see attached Engineering Division comment #4. It appears that grading is proposed in areas of Preserved Steep Slopes on Sheet P-106. No grading of Preserved Steep Slopes is permitted unless shown on The Application Plan. It appears that proposed grading exceeds what was shown on Sheet Z-105 of the Application Plan. 3. [14-302 (A)(3)] Please state the deed book and page number for the recorded instrument that created the right-of- way for Route 240 in the road label on all applicable sheets. 4. [14-302 (A)(4)] Please verify if all existing private easements are shown on the plat. All existing private easements should be shown and labeled with the easement type, width, and the recorded instrument number. 5. [14-302 (A)(5)] Please verify if all existing public easements are shown on the plat. All existing public easements should be shown and labeled with the easement type, width, and the recorded instrument number. 6. [14-302 (A)(4); 14-302 (A)(5)] Please update all proposed easement labels to indicate whether they are public or private. All new public easements must be noted in their labels as "dedicated to public use." 7. [14-302 (A)(8)] The area of each lot must be shown on the final plat. Each residential lot must be labeled with a lot number (e.g. Lot 1, Lot 2, etc.). 8. [14-302 (A)(9)] Please add a note to the final plat stating "Lots 1-110 each contain a building site that complies with section 4.2.1 of the Albemarle County Zoning Ordinance." 9. [14-302 (A)(14) and ZMA202000005] Please identify all areas that are proposed to be dedicated to public use. Per the Application Plan, proffers, and COD, these areas are as follows: a. The greenway area identified as "Green Space 1" and "Green Space 2" on the Application Plan (7.8 total acres). 10. [14-302 (A)(14)] Please identify and show all open space and amenity area parcels that will be owned privately by the HOA. Amenity areas will need to receive approval of initial and final site plan applications that show all required recreational improvements as required by the COD and Application Plan. See comment #35 below for further information. 11. [14-302 (13)(4)] Please add a note indicating whether there are any places of burial within the site. 12. [14-302 (13)(5)] Please update the zoning notes on the cover sheet so that they state all overlay zoning districts that apply to the site. State that the properties are subject to the proffers, Code of Development, and Application Plan of ZMA202000005. 13. [14-302 (13)(7)] Please add a note stating whether the land is within an Albemarle County and/or City of Charlottesville water supply watershed or an agricultural -forestal district. The applicable setbacks can be found in Table D of the COD. The setback note needs to state all minimum and maximum setbacks. The setback note must include footnote #1 from the COD under Table D. 15. [14-302 (13)(30)] Please add the following note to the plat: "The stream buffer(s) shown hereon shall be managed in accordance with the Albemarle County Water Protection Ordinance." 16. [14-303 (A)] Please add a statement of consent to division to the cover sheet. The statement must read: "The platting or dedication of the following described land [insert a correct description of the land subdivided] is with the free consent and in accordance with the desire of the undersigned owners, proprietors and trustees, if any." 17. [14-303 (D)] Please state the acreage of all proposed lots and open space parcels. 18. [14-303 (F); ZMA202000005] Please show the block boundaries of all blocks as identified on the Application Plan. a. Include a note stating the acreage of each block, the number of dwelling units proposed, the type of dwelling units proposed, and the proposed density in units/acre. The permitted number of lots in each block can be found in Table B of the Code of Development (COD). If the project will be subdivided and developed in a single phase, this comment can be addressed by providing a supplemental exhibit (such as a table) that is not part of the actual recorded plat. This will allow staff to verify that the block acreages and units proposed is consistent with the allowances established by the COD. 19. [14-303 (G)] Please add a note stating who will own all proposed private open space and amenity areas. 20. [14-303 (L)] Please show and label all proposed public utility and drainage easements. a. [14-302 (A)(14); 14-431] Public easements for drainage and stormwater will require recordation of a deed of dedication with the final plats. Deeds will be prepared by Engineering Division staff during final plat review. 21. [14-303 (M)] Please see attached E911 comments regarding street names. 22. [14-303 (0)] Please add a signature panels for each owner and for the agent or his designee. The signature panel for the owner shall be located immediately below the statement required by comment #16. 23. [14-303 (P)] Please add a notary panel(s) for the notary to acknowledge the signature of the owner. 24. [14-303 (Q] Please add a note stating whether the subdivision will be served by a public water supply and a public sewer system. 25. [14-305] Prior to final plat approval, a WPO application will need to be approved. See Engineering Division comments for further information. 26. [14-311] Prior to final plat approval, a road plan application will need to be approved. a. [14-410; 14-411;14-4221 All proposed streets must meet the requirements of the Subdivision Ordinance and ZMA202000005. This includes providing street trees within the 6' planting strip as required by note #5 under Section V of the COD. b. [ZMA202000005] The required landscaping buffers specified in Note #4 under Section V and notes #2 and #3 under Table D of the COD will need to be included with the road plans. c. [14-413] The road plans will need to show the required improvements to Route 240 as specified in Note #6 under Section V of the COD. [14-400] Please add a note to the final plat stating the maximum structure height permitted in each block, as specified in Table D of the COD. 28. [14-426] All areas required to be dedicated to public use per ZMA202000005 must be labeled, identified, dimensioned on the final plat. A note must be included identifying all areas proposed to be dedicated to public use. 29. [14-428] Because block lines and open space boundaries are not visible on the plat as shown on the Application Plan, staff cannot determine if the pedestrian path visible on the plat is located entirely within the greenway area that will be dedicated to Albemarle County for public use. Per proffer #3C, if any portion of the path is constructed outside of the greenway area, a 20' wide public access easement must be shown on the final plat(s). The public access easement must be labeled "dedicated to public use." 30. [14-434] Prior to final plat approval for any block, streets serving and within each block must be built or bonded. Landscaping along associated streets must also be bonded. 31. [14-434] Per the proffer statement, a Class B-Type 2 pedestrian path is required in the greenway area north of the development, as shown on the Application Plan. Staff suggests that the applicant include the design and layout of the path on the road plan application. 32. [General Comment] Per proffer #1, each final plat and site plan for the project must identify the lots/dwellings that will be affordable units. 33. [General Comment] Please be advised that the changes to the parcel that will be the location of the veterinary clinic will require approval of a site plan application separate from the final plat and road plans mentioned in comments above. 34. [General Comment] Please be advised that all blocks proposing single-family attached dwellings must receive approval of an initial and final site plan application. 35. [General Comment] How does the developer intend to address the required improvements in all private amenity areas? Per the Application Plan and COD, Amenity Areas 1-3 each require unique improvements to be installed. Footnotes #5 and #6 under Table C of the COD state that amenity improvements will be reviewed and approved during the site plan process. The developer could show the proposed improvements to amenity areas as part of any site plans for blocks proposing attached dwelling units (see comment #34). For builidngs 30 feet tall or less, the road width required is 20 feet unobstructed and over 30 feet, the required width is 26 feet on at least one contguous side. For buildings over 30 feet tall, the additional requirement of the road(s) being no closer than 15 feet and no further tahn 30 feet from the side of the building. 3) The west side of the hammer head at the north end of Sirrah Road creates a dead end over 150 feet long without a suitable turn around that is necessary to satisfy requirements of fire apparatus access roads over 150 feet long that dead end. 4) This area is served by public water, so fire hydrants will be required in a number and spacing based on the needed fire fire for the buildings.
