HomeMy WebLinkAboutWPO202100063 Review Comments WPO VSMP 2023-02-22John Anderson From: John Anderson Sent: Wednesday, February 22, 2023 3:52 PM To: 'Elizabeth Wassman'; Chris Mulligan Cc: Charlie Armstrong; 'Keith Lancaster'; 'Max Lamm'; 'Alexander Flint' Subject: WP0202100063 - RE: Dunlora WPO Tree Clearing Only Plan Liz, 2 review items for SWPPP: 1. pg. 23, PPP Exhibit: Please show /label vehicle wash station location at intersection with existing public road/s since that is where logging trucks must be rinsed free of mud/gravel before entering public streets. 2. Please include WP0202100063 on SWPPP cover. In every other respect, perfect. SWPPP template and information are accurate and easy to review. We appreciate it very much. If RGA makes these slight SWPPP changes, and sends WPO plan + SWPPP via link once revised, we can combine approved plan (Sec. 13 of SWPPP) with SWPPP, mark SWPPP approved, provide link to approved SWPPP /approved plan, and upload to CV. We should be able to do that on the day received, tomorrow or Friday. Thanks, well done, Liz. Chris, I recall you have travel plans —what is target date for RGA to submit WP0202100063 Amendment # 1? It barely lets up, but this is the goal, we understand: to approve Amendment # 1 to allow grading. Amendment # 1 requires fully -developed SWM plan, calcs., etc., but SWM /public drainage easements may be pushed to first final subdivision plat. An increase in bond is required with Amendment # 1. I will try to turn to Amendment #1 within days of receipt. And we'll get there. Thanks, Chris —enjoy time away. I'll try to do my part, in the meantime. Very well done. best, J. Anderson John E. Till then, please revise per yesterday's email, and also: 1. Sheet 3, Note 12: Delete STATE ESC 12. Items 2 and 3, above (with items discussed in 2/17 email, below) should bring tree -removal WPO plan into compliance with state stormwater water quantity requirements ( 9VAC25-870-66.D.) — see item 6. 5. Revise sheet 5 VRRM.xls to include 0.5 Ac. post-dev land cover impervious Area, for stone logging /haul road. This 0.87 lb. increase in phosphorus reduction from 1.02 lb. to 1.89 lb. is recovered with Amendment # 1, will require at least 1.89 lb. The risk is liability vis-a-vis DEQ, should agency inspect and find impervious stone road. Thank you! 6. Email sent February 17, 2023 12.28 PM, text: INCLUDE SWM items on WPO plan Alexander, thanks for your call. It was important. I spoke with Frank who made an important point. As follow-up to email sent yesterday, re. mulch: 1. Wherever trees are cleared requires mulch. 2. Mulch allows quantity calc. to ref. NRCS TR-55 Manual Table 2-2c runoff curve numbers for brush v. woods HSG B, good condition. 3. Engineering anticipates sheet 3 of Dunlora tree removal only plan to include linework, notes, etc. requiring mulch wherever trees are removed. If areas are cut but not mulched, a different value from Table 2-2c might indicate post -tree removal CN number >_ forested value (55). 4. 5WM quantity calc. depends on CN post -removal value across areas cleared of trees < forested CN value ( for example, 48 < 55). 5. Then, as discussed, we anticipate ref. to 9VAC25-870-66.D., with statement to the effect that removing trees accompanied by mulch in all areas cleared yields empirical post -removal runoff value <forested runoff. ( If no increased volume of sheet flow, 9VAC25-870-66.D. characterization is valid.) Thanks for thoughtful questions and careful design approach, Alexander.
