Charlie, As ollow-up to 1-Mar 2023 conversation, county — RGA (Liz Wassman, J. Anderson): Areas requiring geotechnical examination or exploration for purpose of preparing geotechnical design of retaining walls (multiple locations), or sand filters (multiple locations), per VA DEQ Stormwater Design Specification No. 12, Sec. 6.2; pg. 7 of DEQ SPEC, Albemarle advises: 1. Amendment #1 to WP0202100063 (showing full -development; i.e.: roads, drainage, ESC, SWM, calculations, calc. tables, compliance summaries, VRRM.xls, SWPPP, etc.) approval is possible without geotechnical test information, or retaining wall design, provided: a. All review comments, excepting those relating to geotechnical investigation, or requirement to submit PE -sealed geotechnical retaining wall designs for walls that support lots, or are adjacent to /part of SWM facilities, or that are adjacent to PLs, are addressed. b. A SWM Maintenance Agreement is completed ( recorded by Albemarle —pls. coordinate Agreement with Ana Kilmer — akilmergalbemarle.org ). c. Re. GEOTECH: i. For retaining walls not possible to design at this point (pls. consider /include Plan Note/s or labels to the effect): 1. PE -seal design is required for retaining wall ht. > 4-ft. 2. Walls are assumed cast -in -place reinforced concrete design, unless replaced by a later alternative wall type (PE -seal wall design). 3. PE -seal retaining wall design is required for walls > 4-ft ht., prior to receivine Phase 1 final subdivision plat approval. 4. Any retaining wall that spans lot lines requires a Wall Maintenance Agreement between owner of development and current owner of lots (developer). (Agreement attaches to the land. Agreement shifts maintenance of walls that span lot lines to Dunlora Village HOA, eventually.) 5. Evidence of recordation of retaining wall maintenance agreement is required prior to receiving Phase 1 final subdivision plat approval. 6. Walls spanning lot lines require maintenance easements, or must be built discontinuous at lot lines. Note: Wall maintenance easement and Agreement may be recorded simultaneous with Dunlora Village Phase 1 final subdivision plat. 7. PE -seal wall design will be provided to Albemarle Engineering Division at earliest convenience. 8. PE -seal wall design will be provided to Albemarle Engineering Division with or prior to first final subdivision plat for Dunlora Village (Phase 1). 9. PE -seal wall design (walls within Phase 1, at a minimum) is prerequisite to (Phase 1) final subdivision plat approval at Dunlora Village. 10. Building permit approval is coordinated with and through Building Inspections Division, not Engineering Division. 11. Walls in any zoning district are limited to 10-ft. height overall. Ref. 18-4.3.3.A. Wall design will be evaluated against requirements at 18-4.3.3. 12. Walls in steep slopes overlay district (slopes > 25%) are subject to standards at 18-30.7.5, and will be reviewed accordingly, as applicable. 13. A building permit is required for any retaining wall > 3-ft. ht. ii. Timing of geotechnical testing required by VA DEQ Spec. No. 12 Sec. 6.2 is at RGA /design engineer /developer's discretion. 1. Pls. furnish evidence of test and test results (i.e., proposed filter locations are suitable, vis-a-vis water table, bedrock, soil) at earliest convenience. 2. Pls. furnish test results to Engineering, at latest, prior to or with initial Phase 1 final subdivision plat submittal. 3. Note: Delaying geotechnical investigation poses risk since BMP practices may require relocation, or design revision /WPO plan amendment. 4. Given risk, it is possible WP0202100063 Amendment #2 once approved, may require further Amendment, which may delay Phase 1 final subdivision plat approval. We hope this helps —thanks, best, J. I hope you're doing well. I wanted to go over a few potential questions regarding the approvability of the VSMP with the retaining walls & geotechnical requirements. We are running into a bit of a snag because we understand that we'll need geotechnical data (namely soil proctors and suitability) for the walls, and their designs, of course. I think the biggest thing being Charlie won't have access to the locations of the walls until later in the construction process as he doesn't own most of the Dunlora property. Is there any way in which you would be comfortable in approval with a statement or detail calling for soil investigation further along the process of construction? At this point, we're trying to get a VSMP approved as quickly as possible (as I know you're aware). I know there's only so much you can do, so any suggestions would be super helpful. Additionally, I wanted to make sure that a letter from our geotechnical engineer stating the depth of rock, the depth to water table and soil suitability would be reasonable for the approval of the extended detention basins and sand filters?
