Because the above -referenced initial site plan application does not comply with all applicable requirements, it is hereby
disapproved pursuant to Albemarle County Code § 18-32.4.2.5(d). The comments below state the reasons for disapproval
by identifying the plan's deficiencies and citing the applicable section of the Albemarle County Code or other applicable
laws, and what corrections or modifications will permit approval of the initial site plan.
In accordance with Albemarle County Code § 18-32.4.2.5(e), within fifteen (15) days after the date the notice of disapproval
required by subsection (d) is mailed or delivered by the agent, the applicant may resubmit the initial site plan to address the
applicable comments below. The date of the next application deadline after the resubmittal of the plan shall be deemed to
be the date upon which the plan was officially submitted. In the event the developer fails to resubmit the plan within the 15-
day period, the plan shall be deemed to be disapproved and a new application and fee shall be required for submittal of the
plan.
1. [32.5.2(b)] Provide a more detailed description of the proposed drive -through specialty food store use, the proposed
daycare including the proposed number of children enrolled and the number of employees, and the wholesale
distribution and general retail use. Use this information to calculate parking requirements below.
2. [32.5.2(b), 32.6.2(i), and 4.121 Provide a more detailed parking schedule that identifies the parking requirements.
a. Based on the calculations provided on the cover sheet, minimum parking requirements have not been met.
According to the parking schedule on Sheet 1, 150 parking spaces are required and only 132 have been
provided. Please provide additional information to justify this proposal.
b. For the proposed daycare (child day center), provide one space per ten children enrolled in the major class or
shift plus one space per employee.
c. Please submit a justification or parking study for the proposed number of parking spaces for the self -storage
facility.
d. Provide additional information to determine parking requirements for the wholesale distribution, retail, car
wash, oil change, and drive through specialty food store uses.
3. [32.5.2(e)] Provide the existing landscape features as described in 32.7.9.4(c). It does not appear the existing trees or
landscaping are identified on the existing conditions sheet.
4. [5.1.60(g)] Revise building F's bypass and pick-up lanes. Each drive -through lane must be at least I I' wide.
5. [5.1.60(f)] Revise building E and F. Each entrance to the respective drive -through lanes are less than 50' from the
proposed travelway. Each entrance to a drive -through lane shall be more than 50 feet from any intersection with a
public or private street or travelway without parking.
6. [5.1.60(b)] Revise the plans to ensure that there is at least 10' of landscaped area between the drive through lanes and
the right of way. It appears there is only about 7' of landscaped area between the drive through lanes of building D
and the US Route 29 right of way.
7. [5.1(a)] Depending on the applicant's response to comments #4, #5, and #6 above, please be aware that if the plan is
not revised to comply with those supplemental regulations, the applicant will need to apply to vary or waive any of

those standards through a Special Exception application(s). The Board of Supervisors (BOS) may modify or waive
any of the special regulations found in Section 5. If you intend on applying for any special exceptions to modify or
waive these requirements, please indicate so on the plans.
a. Please be aware that if Special Exceptions are applied for but do not receive approval from the BOS, the final
site plan cannot be approved until all applicable supplemental regulations are met.
8. [32.7.2.21 Please see attached Fire -Rescue comments. It appears there are travelways for buildings that do not meet
fire code requirements.
9. [32.4.2.2(b)] Please see the ARB's comments below. Changes are recommended prior to initial site plan approval.
10. [General Comment] Add a date of revision.
11. [Comment Hold, 32.4.2.2(a)] Building Inspections comments pending. Additional information or comments from
Inspections may be needed to verify ADA compliance within the site.
12. [24.2.1(49)] Building C will need BOS approval of a Special Exception for the proposed gross floor area of the
wholesale use. The gross floor area of the use cannot exceed 4,000 sq.ft. unless a Special Exception is approved.
13. [32.5.2(a)] For any adjacent parcels visible on the drawings, please show the property lines and include a label stating
the owner's name, TMP number, zoning districts, and present uses.
14. [32.5.2(a)] Please include a reference to the Initial Site Plan Number: SDP202300002 and include a place holder for
the Final Site Plan Number.
15. [32.5.2(a)] Clarify the north point. It appears the north arrow on Sheet C2 and Sheet C3 do not match.
16. [32.5.2(a)] Please provide the total number of sheets at the bottom of the Sheet List Table on the Cover Sheet.
17. [32.5.2(a)] Clarify the setbacks information provided on the cover sheet. The front maximum setback of 30' applies
only along Berkman Dr.
18. [32.5.1(c)] Provide setback lines on the Site Plan sheets.
19. [32.5.2(a)] Provide the required stepbacks information on the cover sheet. For each story that begins above 40 feet in
height or for each story above the third story, whichever is less, the minimum stepback shall be 15 feet.
20. [32.5.2(b)] Provide a note on the cover sheet stating the amount of impervious surface proposed.
21. [32.5.2(b)] Please update the building height note on the cover sheet to state the proposed height of each structure in
feet. Only the self -storage building height is stated currently.
22. [32.5.2 (b)] Under proposed use on the cover sheet, state the acreage/square footage of open space proposed.
23. [32.5.20)(k)(1), 32.6.2(g)] Show all existing and any proposed easements. Any new easements required for water,
sewer, drainage facilities, or any proposed utilities will need to be reviewed, approved, and recorded prior to final site
plan approval. Please submit an easement plat application the County for review. The final site plan will need to be
updated so that all easements are shown and labeled identifying easement type, whether it's public or private, a width
dimension, and the recorded instrument with deed book and page number.
24. [Section 321 Final site plan must comply with all applicable requirements of Section 32.6, 32.7 and 32.8 of the
Zoning Ordinance prior to final approval.
25. [32.5.2(n)] Please identify and provide more information on any proposed dumpsters. Dumpster pads must meet the
design requirements identified in 4.12.19.

a. [32.7.9.7 (a)(3)] Please provide a construction detail in plan and profile view of any proposed dumpster
enclosure. The detail should identify materials to be used, color, dimensions, etc. Please be aware that walls
used for screening must be a minimum of 6' in height.
26. [32.5.2(n)] Add sidewalks along the west side of Building B in front of the proposed parking spaces.
27. [32.5.2(n)] Add a sidewalk on the west side of Building F in front of the parking spaces.
28. [32.5.2(n)] ADA compliant ramps must be installed at all sidewalk termination points along vehicle travelways within
the site. Please show the ramps on the final site plan drawings and provide a construction detail cut -sheet.
29. [32.5.2 (n)] Please label proposed doors/entrance to each structure on the plans.
30. [32.5.2 (q)] Please add a note to the cover sheet that states the traffic generation for the project. See VDOT comments
for additional information.
31. [5.1.60(a)] Please show any proposed drive -through windows. Any proposed drive -through windows shall be located
on the side or the rear of the building, away from the public street.
32. [5.1.60(b)] From the ordinance: No drive -through lane shall be located between a building and a public street unless
separated from the right of way by a landscaped area that complies with section 32.7.9.5(b), (c), (d), and (e) and is at
least ten feet in depth extending the length of the drive -through lane. Provide a landscaping plan that demonstrates
compliance with this requirement.
33. [32.6.2(d)] Provide detailed plans for proposed water and sewer facilities.
34. [32.6.2(e)] Provide detailed construction drainage and grading plans.
35. [32.6.20)] Provide a detailed landscape plan that complies with Section 32.7.9.
a. [32.7.9.5(a)(d)] Provide street trees along Seminole Trl. and Berkmar Dr. Provide one large street tree for
every 50 feet of street frontage or one medium shade tree for every 40 feet of road frontage.
b. [32.7.9.5(e)] Provide additional shrubs along Seminole Trl. To minimize the visual impact of the parking and
drive through areas associated with buildings D and E.
c. [32.7.9.6] Please show that an area of at least five percent of the paved parking and vehicular circulation area
is landscaped with trees or shrubs.
d. [32.7.9.7] Additional screening may be required during final site plan review.
e. [37.7.9.8] Provide a minimum tree canopy of ten percent for the site.
36. [32.7.8 and 4.17] If any outdoor lighting is proposed, provide a lighting plan to be included with the final site plan
submission that complies with all applicable regulations specified in Section 4.17 of the Zoning Ordinance. This
includes:
a. Provide footcandle measurements within the property and along all property lines. Use a light loss factor of
1.0 to determine footcandles on site.
b. [4.17.4 (a)] Provide manufacturer cut -sheets for all proposed outdoor luminaires.
c. [4.17.4 (a)] All proposed outdoor luminaries exceeding 3,000 lumens must be full -cutoff fixtures. Please
provide documentation from the manufacturers that all fixtures will be full -cutoff.
d. Please state the pole height of all outdoor luminaires.
e. [4.17.4 (b)] Please add a note to which states "Each outdoor luminaire equipped with a lamp that emits 3,000
or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away
from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto public
roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle"
37. [General Comment] Prior to final site plan approval, a WPO plan must be submitted, reviewed, and approved by the
Engineering Division. Please see Engineering comments below for additional information.

38. [32.5.2 (c)] Please be aware that if phase lines/phasing are not shown, all site improvements (landscaping, lighting,
parking for each building, etc.) will need to be installed on site before the first Certificate of Occupancy can be issued
for any building within the project. Staff strongly recommend the developer consider phasing construction of the
project. Phase lines can be shown on the final site plan.

1. In buildings where a fire protection system is required by the applicable fire code or the applicable building code,
it shall be unlawful to occupy any portion of a building or structure until the fire protection system installation has
been tested and approved by the building official. Please place this as a note on the plans.
2. Approved fire apparatus access roads shall be provided for every facility, building, or portion of a building and
shall be arranged so that access to all portions of the ground level is obtained within 150 feet of the fire apparatus
access road.
3. The minimum, unobstructed width for buildings 30 feet or less tall, determined by measurement to the eave of a
pitched roof, the intersection of the roof to the exterior wall, or the top of parapet walls, whichever is greater, is 20
feet.
4. Where the building height exceeds 30 feet, determined by measurement to the eave of a pitched roof, the
intersection of the roof to the exterior wall, or the top of parapet walls, whichever is greater, such as the proposed
storage building, an approved aerial fire apparatus access roads shall be provided.
5. Aerial apparatus access routes shall be located not less than 15 feet and not greater than 30 feet from the building
and shall be positioned parallel to one entire side of the building.
6. The minimum required unobstructed width of aerial apparatus access road is 26 feet.
7. Ensure the fire apparatus grade does exceed 10 %.
8. At any point where parking will obstruct a fire apparatus access road or aerial apparatus access road below its
required minimum width, this minimum width, no parking - fire lane or markings are required on one or both
sides so as to maintain the minimum unobstructed width.

9. Please place a note on the plan identifying the required fire flow for the buildings.
10. Please place a note on the plan identifying the available fire flow at the firefighting water supply source or
hydrants.
11. Based on the required fire flow, please provide the appropriate number of hydrants and the appropriately spacing
between hydrants.
12. Please identify the location of any fire department connections and ensure there is a fire hydrant within 100 feet of
the connection, arranged so that when hydrant and the fire department connection is in use, access the building is
not obstructed.
13. Please place a note on the plans that any fire department connections and hydrants are required to be C & O
threads.
14. Please place a note on the plan for that Knox Box is required and when ready to install, to contact the Fire
Marshals Office for placement.
15. During demolition and/or construction, the prevention of fire is a major priority, please note the following fire
prevention steps on the plan:
a. As found in the Virginia Statewide Fire Prevention Code, establish a written Fire Prevention Plan and
identify someone to serve as the Fire Prevention Superintendent to ensure site compliance with the plan.
b. Smoking shall be prohibited in areas where smoking is a hazard, and these areas shall be designated
with no smoking signs per Virginia Statewide Fire Prevention Code.
c. Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per
Virginia Statewide Fire Prevention Code.
d. Contractor shall ensure the street names and building numbers are always plainly visible from the
frontage street during construction per the Virginia Statewide Fire Code.
e. Per the Virginia Statewide Fire Prevention Code, safe and efficient vehicular access for firefighting and
emergency operations shall be provided and maintained at all construction and demolition sites. This
includes provision of the required unobstructed access widths, a surface capable of supporting emergency
apparatus of up to 75,000 lbs. in all weather conditions, free of overhead obstructions from 13 ft. 6 inches
and below, provide access to fire department connections within 100 feet of water supply/hydrants and
must provide for aerial access no closer than 15 ft. and no more than 30 ft. from the access road to
buildings over 30 feet tall. This access may be via permanent or temporary road as long as the conditions
listed, and they are properly identified/marked.
f An approved water supply for firefighting operations shall be in place with unobstructed accessibility as
soon as combustible materials arrive on site.
g. Waste and combustible debris shall be removed from the building at the end of each day and disposed of
in accordance with the Virginia Statewide Fire Code.
h. Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell,
on all floor levels where combustible materials have accumulated, in every storage and construction shed
and in areas of special; hazards, such as where flammable and combustible liquids are stored or used, in
accordance with the Virginia Statewide Fire Code.
i. Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire
Prevention Code and shall require a permit from the Albemarle County Fire Marshal's Office.

Engineering has reviewed the ISP and offers these comments for final site plan (FSP) approval.
1. An approved WPO plan for proposed site plan improvements is required prior to FSP approval.
Please submit WPO plan using Camino portal, this link. [VSMP application /form, this link but pls.
use Camino for first WPO plan submittal. ]
a. WPO plan bond must be posted prior to Grading Permit issuance.
b. SWM easement for each UG detention system /SWM facility outfall is required:
i. SWM facility easement plat review is a separate review and approval process.
(Camino) Application at this link. [Easement plat application at this link, but pls. use
Camino for initial easement plat submittal. ]
ii. SWM easement recordation is required prior to WPO plan approval. SWM easement
plat requires deed, which CDD-Engineering will format once plat review comments
are addressed.
iii. Ensure sufficient width (building offset/s) for each of five proposed underground
detention systems; check each side of each system. Reference easement diagram
/easement width formula at ACDSM, p. 15. UG system location relative to buildings
A and D may require adjustment. Adequate SWM facility easement width depends
on depth of system. Examine width requirement, given possible impact on system
placement relative to buildings, walks, parking lot islands, etc.
iv. Divide UG detention system between building B and C into two approximately equal
systems with separation between that allows future repair or replacement of one or
the other, independent of the other, at different points in time, so points of access
from public streets (Berkman / U.S. Rt. 29) are available at all times across the entire
site, even during period of future UG detention system replacement.
v. Recommend UG detention isolation measures to ensure no incidental petroleum
distillate or car -wash effluent comingles with storm runoff (buildings D and E).
vi. Delineate and label public drainage easements to extend between detention systems
(SWM facility easements), one to the next, and to Ex. Rt. 29 (or Berk mar Drive)
storm drains for UG systems that discharge to either.
vii. Public drainage easements require deed (separate from SWM facility deed), which
CDD-Engineering will format once plat review comments are addressed.
viii. Show and label SWM facility and public drainage easements on FSP.
ix. Provide instrument number ref. for SWM facility /public drainage deeds on the FSP.

c. C2 indicates ex. guardrail easement. Recommend sidewalk /retaining wall with guardrail
between building A and Berkmar, between entrances to the site. Engineering defers to

Provide LD-229 for proposed storm lines, and LD-204 for proposed storm inlets.
Provide storm profiles for storm lines /pipes. Label pipes /inlets.
Wherever grade concentrates runoff against curb, provide /label CG-6 instead of CG-2.

Ensure angle between storm pipes entering and exiting all storm structures is >90 degrees.
Label drive aisle, drive -thin lane W, island radii, curb radii, entrance radii, typ. parking L x W, and
angle parking dimensions. Ensure design of each meets Zoning and Albemarle County Design
Standards Manual parking, access, and drive aisle standards.
VDOT land use permit is required for work within VDOT RW, Berkmar Drive /U.S. Rt. 29.
Provide Autotum Fig. for 12' drive-thru lane at building F for vehicle entering from main site entrance
/drive aisle parallel with TMP 45-68C 1.
Revise C2 to ref. TMP 45-68C1.
Show /label dumpster locations /enclosures. Provide Autotum figs., as needed, based on typ. waste
management vehicle wheelbase.
Provide physical barrier (low wall, for example) between building F drive thru lane and building E
entrance. Label separation (ft.) between bldg. E entrance and bldg. F drive thru at this location.
Provide `No Right Turn' sign at E end of drive aisle between buildings D and F, since vehicles may
only enter the car wash at this location.
At W end of 11 space parking area south of building A, provide `Do Not Enter' or `Wrong Way' sign
to prevent vehicles exiting to Berkmar, at right -in only entrance.
If there is entrance or exit from west side of building B to 21-space parking area, provide landing that
meets USBC, and recommend sidewalk to front 21 spaces. Engineering defers to Planning.
Provide `No Thru Traffic' signs at both site entrances.
5' walk fronting U.S. Rt. 29 requires refuge. Also, pls. provide CG-12 ramps /detectable surfaces at
island at RIRO.
Show /label EP, U.S. Rt. 29, and ensure minimum offset between edge of pavement and edge of walk.
VDOT may require specific taper /storage design on U.S. Rt. 29. Engineering defers to VDOT.
North and south of entrances on Berkmar: Provide CG-12 and sidewalk to adjacent PLs, so when
adjacent parcels construct walks, sidewalks are continuous.
Internal to site: At every point walk terminates at a drive aisle, provide CG-12 /detectable surface.
Recommend 1'-2' offset between sidewalk and site access parallel to TMP 45-68C 1, a strip without
walk surface, or alternatively, widen sidewalk to 7' width. A strong safety recommendation.
Provide 2' offset (Min.) between sidewalk and Berkmar Drive Entrance since throat is narrow, speed
may be high, and since vehicular momentum poses particular risk to pedestrians at this location.
Provide `No trucks' sign at southern Berkmar Drive entrance since:
a. Geometry does not allow 53' trailers; even shorter lengths may be problematic.
b. Building A is a 1-story day care facility (children present).
Provide stop sign and stop bar (pavement marking) at bldg. E (oil change service) drive-thru exit.
Provide HC signs for HC parking spaces.
Provide CG-12 at all HC parking spaces.
Secure offsite temp. construction easement, TMP 45-68C1, to construct right -out to U.S. Rt. 29.
Provide stop signs at site exits to Berkmar and U.S. Rt. 29.
Provide sight line profiles at exits to Berkmar /U.S. Rt. 29.

WPO plan approval.

At its meeting on Tuesday, February 28, 2023, the Albemarle County Architectural Review Board unanimously
voted to forward the following recommendations on the above -noted Initial Site Development Plan to the agent
for the Site Review Committee:
Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5) and
recommended conditions of initial plan approval:
The ARB does not recommend approval of the Initial Site Plan. The following changes are required to
make the plan consistent with the Entrance Corridor Design Guidelines.
1. Increase the depth of the planting area along the EC frontage to accommodate the required large
shade trees free of utility/easement conflicts.
2. Shift the stormwater pipe currently shown along the southern perimeter of the site to
accommodate trees in that area.
3. Confirm on the plans that the planting area along the sidewalk south of Buildings E, F, and C can
accommodate medium trees, 25' on center.
4. Increase the 6' landscape median along the drive -through for Building F to accommodate large
trees and shrubs.
5. Increase the planting area between the Building E bypass lane and the Building D drive -through
lane to accommodate large trees and shrubs.
6. Revise the site plan to show a planting area along the east side of Building C with sufficient
depth to accommodate trees.
7. Revise the layout of the site so that the long elevation of the carwash building fronts Rt. 29.
8. Revise the site plan to meet the applicable regulations from Sec. 5.1.60 of the Zoning Ordinance,
while also meeting the EC Design Guidelines.
• Regarding any potential request for a Special Exception to the supplemental regulations in Sec.
5.1.60 of the Zoning Ordinance:
o The ARB does not recommend approval of an exception to any of these requirements due to the
potential for negative visual impacts on the EC.
Regarding recommendations on the plan as it relates to the guidelines: None.
• Regarding conditions to be satisfied prior to issuance of a grading permit: None

• Regarding the final site plan submittal:
A Certificate of Appropriateness is required prior to final site plan approval. The following items and all
items on the ARB Final Site Plan Checklist must be addressed:
1. Provide architectural designs with the next submittal.
2. Provide site sections to clarify the visibility of the proposed development from the EC street.
3. Update the plans to identify the locations of all accessory structures and equipment. Provide
detailed information on all equipment, including size, design, color, illumination, etc.
4. Include the standard mechanical equipment note on the architectural plans.
5. Show the outlines of roof -mounted equipment on the architectural elevations and show the
footprints on the roof plan.
6. Revise the site plan to note the locations of ground -mounted equipment. Show how this
equipment will be screened from the EC.
7. Provide a lighting plan with the next submittal. Limit all fixtures to full cutoff styles to minimize
visual impacts of the development on the EC street.
8. Provide a complete landscaping plan with the next submittal.
9. Increase the depth of the planting area along the EC frontage to accommodate the required large
shade trees free of utility/easement conflicts.
10. Shift the stormwater pipe currently shown along the southern perimeter of the site to
accommodate trees in that area.
11. Revise the site plan to show large trees, 40' on center and 2'/2" caliper at time of planting, along
the travelway near the southern perimeter of the site.
12. Confirm on the plans that the planting area along the sidewalk south of Buildings E, F, and C
can accommodate medium trees, 25' on center.
13. Revise the site plan to show medium trees, 25' on center and 2'/2" caliper at time of planting,
along the sidewalk that leads into the site south of Buildings E, F, and C.
14. Increase the 6' landscape median along the drive -through for Building F to accommodate large
trees and shrubs.
15. Increase the planting area between the Building E bypass lane and the Building D drive -through
lane to accommodate large trees and shrubs.
16. Consider providing interior parking trees above the requirements to help mitigate the anticipated
impacts of the drive -through and travel lanes on the EC.
17. Revise the site plan to show a planting area along the east side of Building C with sufficient
depth to accommodate trees.
18. Include the standard plan health note on the landscape plan in the next submittal.
19. Revise the layout of the site so that the long elevation of the carwash building fronts Rt. 29.
20. Revise the site plan to meet the applicable regulations from Sec. 5.1.60 of the Zoning
Ordinance, while also meeting the EC Design Guidelines.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section has reviewed the above referenced plans as submitted by Shimp Engineering, dated
October 3, 2022 and find the following;
1. Please provide dimensions to any commercial entrances or intersections up and down-
stream from the proposed entrances. Please refer to Appendix F of the VDOT Road Design
Manual for required entrance spacing and other applicable Access Management standards.
If the standards are not able to be met an Access Management Exception request may be
submitted for review under separate cover.
2. Please include the anticipated traffic with ADT and peak hour traffic for each entrance.
3. Please show the angle of the right -in entrance entering from Berkmar Drive.
4. Please show the width of the entrances.
5. Please add entrance radii dimensions.
6. Please add a label that these entrances will meet CG-11 standards.
7. Please add the type of curb and gutter the entrances will be tying into on both roadways.
8. Please demonstrate that the splitter island on Rte. 29 meets the required width.
9. Please add right turn warrants for the entrances.
10. There appears to be a sidewalk along Rte. 29. Please show the tie in and how they will
meet standards.
11. Information or layers appear to be missing from the submittal and unable to be fully
reviewed at this time. Upon further review of resubmitted plans future comments may be
forthcoming.

RWSA has reviewed the Seminole Heights Initial Site plan dated 10/03/22 by Shimp Engineering and has the following
comments.
General Notes:
1. Please include RWSA Water and sewer notes attached.
2. Show RWSA 24" Cl WL correctly. There is a bend on the east end of the parcel. I have attached an image but
please field locate.
3. Please seek out connection through ACSA water lines before proposing the RWSA 24" for any taps. RWSA
recommends attempting the ACSA waterline that serves TM PN 45-68.
4. Show the ACSA connection to the RWSA 24" WL on the plans.
5. RWSA would like to request an additional 10' of easement to maintain access to the 24" WL.

General Water & Sanitary Sewer Notes
Last Revised: April 2016
1. All materials and methods of construction shall comply with the latest version of the General
Water and Sewer Design and Construction Standards — Version 1.0, adopted in December 2015,
except as modified below or modified in special notes.
2. RWSA shall approve all construction materials and methods of construction. A preconstruction
conference shall be held with RWSA prior to the start of any work.
3. The contractor shall be responsible for notifying Miss Utility (1-800-552-7001).
4. RWSA Engineer (Victoria Fort at (434) 977-2970 ext. 205) shall be notified three business days
prior to the start of construction.
5. All work is subject to inspection by RWSA staff. No tie-ins to the existing system shall be made
without coordination with and the presence of RWSA staff. No work shall be conducted on
RWSA facilities on weekends or holidays without special written permission from RWSA.
6. For sanitary sewer line construction: RWSA may require bypass pumping for tie-ins to the
existing system. All doghouse manholes must be pressure -tested before a connection is made to
the system.
7. The location of existing utilities as shown on the plans is from data available at the time of design
and is not necessarily complete or accurate. The Contractor shall be responsible for the
verification of the location, size and depth of all existing utilities, both surface and subsurface.
The Contractor shall immediately notify the Engineer of any discrepancies between the plans and
field conditions. The Contractor shall use due diligence to protect all utilities and structures from
damage at all times, whether shown on the plans or not. Damage to any existing utilities shall be
repaired by the Contractor to the original condition at no additional cost to the Owner.
8. Erosion and sediment control facilities shall not be permitted in the RWSA easement without
special written permission from RWSA. No grading shall be permitted in the RWSA easement
unless permitted otherwise by RWSA in writing.
9. No blasting shall be permitted within 100 feet of RWSA facilities without written permission and
RWSA approval of the blasting plan. Ground monitoring during blasting and a pre -blast survey
may be required. For blasting within 100 feet of any operative RWSA sewerlines, bypass
pumping and/or pre- and post -CCTV may be required. RWSA may also require certification
from a licensed professional engineer stating that the proposed blasting will not damage any
RWSA facilities. Damage to any utilities due to blasting shall be repaired by the Contractor to
the original condition at no additional cost to the Owner.
10. The contractor shall observe minimum separation requirements for utility crossings. When a
crossing is made under an existing facility, adequate structural support shall be provided for the
existing pipe. The area of the crossing shall be backfilled with compacted 57 stone to the
springline of the existing pipe.
11. New water main installations shall be pressure tested, chlorinated, flushed and have water
samples approved prior to making any permanent connection to the public water system.
Approved methods of filling and flushing new water mains will be required to prevent any
contamination of the public water system.
12. All easements for new RWSA facilities shall be recorded prior to placing the new facilities into
service.
13. No permanent structural facilities will be permitted in the RWSA easement. This includes
building overhangs, retaining walls, footers for any structure, drainage structures, etc.
14. Trees are not permitted in the RWSA easement.
