County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to act on
any VSMP permit by issuing a project approval or denial. This project is disapproved for reasons
listed below. The VSMP application content requirements can be found in County Code section 17-
401.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must
contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. Revise SWPPP (please use /ref. county template).
a. Ensure (VAR10) CGP Registration Statement is complete. [ Document must be flattened.]
b. Include ref. to WPO2023-00008 in SWPPP title.
c. Beginning p. 11 of SWPPP, delete VAR10 (26-p. CGP) since it appears in correct location,
Sec. 11. Section 2 of SWPPP is reserved for DEQ 1- or 2-p. VAR10 coverage letter.
d. Beginning p. 35 of SWPPP (as configured), remove ESC-SWM plan sheets from the SWPPP.
Per DEQ guidance, Alb. will append Approved plan, once comments addressed, at Sec. 13 of
SWPPP. Plan, once approved, will be combined with TG SWPPP using .PDF editing
software.
e. Pg. 44, PPP Exhibit /Sec. 6.A.: Show /provide /ensure exhibit shows (initial locations of):
i. Vehicle wash station at paved construction entrance.
ii. Slight depression /catchment for collecting vehicle wash waters AND concrete
washout; must locate downslope of wash stations. No runoff to existing pond.
f. Pg. 48, Sec. 6.E. — List named individual responsible for pollution prevention practices.
g. Pg. 49, Sec. 7 — Site discharges to Morey Creek, an impaired stream / complete Sec. 7 of
SWPPP.
h. Pg. 50, Sec. 8 — List named individual responsible for VESCH-SWPPP inspections.
i. Pg. 51, Sec. 9 — Provide /complete signed certification.
B. Pollution Prevention Plan (PPP) — See above, item Le.
The PPP content requirements can be found in County Code section 17-404.

C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP.
This plan is disapproved for reasons listed below. The stormwater management plan content
requirements can be found in County Code section 17-403.
1. General
a. Revise title page of plan to reference WPO202300008.
2. Calcs.
a. Revise p. 2 TOC to list p. no higher than 70.
b. Revise calc. title /cover to ref. WPO202300008.
c. P. 3:
i. Revise limits of disturbance to 1.10, consistent with WPO plan.
ii. Revise /check all values, this page, against WPO plan.
iii. Revise 0.70 lb. to 0.71 lb., consistent with p. 47 of calc. packet, and the WPO plan.
3. C2.0: Calc. packet, p. 2, Project Narrative, 2"d paragraph makes ref. to `existing stormwater pond
located on the north side of Wellington Drive.' Provide DB-PG ref. for existing SWM pond.
4. Include letter of nutrient credit availability on the plan. [ 0.71 lb.]
5. C4.0: Revise sheet title to Site Layout, not Site Plan. WPOs do not approve Site Plans.
D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This
plan is disapproved for reasons listed, below. The erosion control plan content requirements can be
found in County Code section 17-402.
1. C2.0: Label existing drive aisle to west of existing pool. Review benefits if design indicates this
pool renovation is in -fill development surrounded by paved or impervious surface on all sides.
2. C3.0: Sequence of installation, Phase I, Note 2., lists temporary seeding prior to site work; clarify
TS stipulated at this phase. TS appears unnecessary prior to site work.
3. C3.0: Sequence, Phase 1, Note 5: Ref temporary seed, rather than seed.
4. C3.1: Include paved wash rack detail from ACDSM p. 8.
5. C3.2: Revise CE symbol to PCE (paved construction entrance) unless a portion of the existing
pavement currently used for parking is repurposed to meet Min. paved construction entrance
dimensions. In that case, provide pavement marking /striping prohibiting ex. parking in areas
repurposed as paved construction entrance, ensure vehicle wash waters are contained, limit to
max. degree tracking of mud /stone beyond limits of (ex.) paved construction entrance, and
anticipate parking lot pavement will not withstand repeat static, construction -level loads well.
Recommend on -site paved construction entrance. Note: ESC inspector may waive requirement
for paved construction entrance based upon preliminary evaluation of a stone construction
entrance, but this is at inspector's discretion. The plan, however, should indicate PCE, and C3.1
revised to include paved wash rack detail.
6. C3.3: Label riprap dimensions at new pipe outfall at edge of pond (L x W x D).
7. C6.1 Stormwater Management Narrative: Pls. revise 5' line to ref. 9VAC25-870-66C.3.A.
8. GI0L Remove this sheet from the WPO plan.

a. PLEASE coordinate with the County reviewer before working with a nutrient bank. The
reviewer must confirm if your project must follow the DEQ hierarchy requirements.
b. Letter of availability must be provided on the WPO approved plans.
c. Applicant must contact/coordinate nutrient credit purchase with Ana Kilmer,
akilmer@albemarle.org .
d. Affidavit of Purchase must be provided to Ana Kilmer before a grading permit can be issued.
2. Post WPO Bond
a. Applicant must submit a `Request to Establish a Bond' form and fee to CDD.
i. Complete the form and email it to akilmergalbemarle.org, along with proof of
payment (see below).
b. Payment can be made either online or with a check.
i. If paying online:
1. Go to the online payment portal.
a. Select WPONSMP as the application `type.'
b. Type in the WPO number and project name in the Notes/Details section of
the form.
C. Type in the `payment amount' as $294.32.
d. Click "Proceed to Secure Checkout" link to make payment.
2. You will receive a receipt in an email.
ii. Email a copy of the receipt to akilmer@albemarle.org.
c. Once the bond request and payment are received, the applicant can provide the bond estimate
(completed on the County worksheet), or Engineering staff will complete the estimate. Once the
estimate is approved, Ana Kilmer will contact and work with the applicant to post the bond.
3. Obtain DEQ Permit (if required)
After nutrient credits have been purchased and the bond has been posted:
a. County staff will register the project with DEQ.
b. Applicant/operator listed on the Registration Statement will receive an email with instructions
on how to pay the DEQ permit fee.
c. Applicant must email a copy of the DEQ receipt of payment to charrisgg,albemarle.org.
d. DEQ typically will issue a permit within 2 weeks of receiving payment.
4. Request pre -construction meeting:
a. Complete and email the Request for a Preconstruction Meeting and GradingPermit
ermit
to charriskalbemarle.org.
b. Pay the fee via the online payment portal or a check at the pre -construction meeting. If paid
online, email a copy of the receipt to charris@albemarle.org.
All steps must be completed before the grading permit can be issued.
