RE: Berkmar Self Storage — VSMP Plan Review - Comment Response Letter
Dear Mr. Anderson:
We have reviewed your comments from March 3, 2023, and made the necessary revisions.
Please find our responses to the comments below in bold lettering.
A. Stormwater Pollution Prevention Plan (SWPPP)
2. Registration Statement, SWPPP Sec. 1
b. Sec. IB: Once Construction Activity Operator named/listed, please include valid
email.
Response: Once contractor is selected, the section will be completed
(understood prior to receiving grading permit).
Rev. 1 : Persists.
Response: Same response; will be provided prior to approval.
Rev. 2 : Persists.
Response: The Registration Statement has been completed and is included in
the SWPPP.
5. Sec. 6.E.: List named individual responsible for PPP. Not required for plan approval but
required to receive a grading permit.
Response: Once contractor is selected, the section will be completed (understood prior
to receiving grading permit).

ENGINEERING I DESIGN I TECHNOLOGY

Response: Once contractor is selected, the section will be completed (understood prior

B. Pollution Prevention Plan (PPP)
No comments.
C. Stormwater Management Plan (SWMP)
3. C6.3
b. Include supplemental narrative in Calc. packet:
i. Please state: "Albemarle SWM facility database states existing dry detention
basin watershed is 61.87 Ac. with 21.37 Ac. impervious. Plan approval date is
11/19/87. Facility is listed in county SWM database (co -owned by) Keglers of
Charlottesville and Lowes investment Corp #341." Proposed development,
Berkmar Self -Storage, appears to lack ownership in the facility, or privilege to
use it. Applicant parcel is not child to parent subdivision that might assign use
rights to Applicant. Applicant should coordinate /execute notarized
Agreement with owner to use the existing dry detention basin, and furnish
copy to Albemarle. Albemarle would not be party to this Agreement, but
relies on prior -recorded instruments —see item iii. If Applicant is aware of an
implicit right to rely upon the existing dry detention basin exists (via recorded
instrument), please advise Engineering so we may forward document/s to
county attorney's office for their review.
Response: The supplemental narrative has been added as requested to the
calculations packet. The owner/engineer are working with the County
regarding legal documentation.
Rev. 1 : Need for Agreement persists. Note: Albemarle is not party to the
Agreement.
Response: Noted. The owner is currently working on preparing all required
easement plats and agreements needed to complete the work within the
offsite basin.
Rev. 2 : Comment revised: If easement plat /Notarized Agreement with
adjacent parcel are furnished to Albemarle with or prior to FSP submittal
approval, that is soon enough.
Response: Noted. The easements will be finalized and provided to
Albemarle prior to FSP approval.
4. Calculation packet /Additional:
c. Separate post-DEV offsite drainage areas into discrete areas since CN / Tc differ
for off -site DAs.

4. To the extent Berkmar Self -Storage relies on off -site dry detention
(Keglers) for water quantity compliance, Applicant should furnish
notarized Agreement between Berkmar and Keglers. Agreement
should outline shared maintenance responsibility for the off -site
SWM facility (Ex. detention). Initial WPO plan indicates that the
existing detention basin cannot provide detention for Berkmar
Self -Storage without structural modification [Stormwater
Narrative, sheet C6.31.
Response: Applicant will coordinate this item with the County.
Rev. 1 : Persists. Note: Agreement is between Berkmar and
Keglers, and not Berkmar and Albemarle.
Response: Applicant will continue to coordinate the required
agreements with adjacent landowners and the County. It is our
understanding the basin is currently maintained by the County
and it will continue to be maintained by the County long-term.
Rev. 2 : Partially addressed. Engineering confirms that the
existing detention basin is a county -maintained facility, with no
expectation that Berkmar Self-Storage/Hotel maintain this ex.
SWM facility [Also, email to Applicant, March 3, 2023 11:45 AM, J.
Anderson to Frank Stoner /Campbell Bolton]. This project will
undertake physical modifications required for Applicant to rely on
existing, County -maintained SWM facility. Note: Applicant should
continue to pursue Agreement with Kegler's of Charlottesville
(bowling alley, TMP 04500-00-00-112C0) to secure platted -
deeded public drainage easement across both development
parcel and adjacent Kegler's (bowling) parcel. Note: Platted
deeded recorded easement required prior to final site plan
approval [see County email, March 3, 2023 10:29 AM]; a
prerequisite to FSP approval.
Response: Noted. The easements will be finalized and provided
to Albemarle prior to FSP approval.
5. If on -site SWM is required, a recorded SWM facility/public drainage easement plat
(with deeds) is required for VSMP /WPO plan approval.
Response: Acknowledged, our intention is to use the offsite detention pond.
Rev. 1 : Persists.
Response: No on -site SWM is proposed. However, the owner is currently working on
preparing all required easement plats and agreements needed to complete the work
within the offsite basin.
Rev. 2): May persist pending geotechnical evaluation of existing detention
basin embankment, which, depending on test results, may render existing facility
unreliable for adequate detention of additional storm runoff. In that event, a WPO
plan Amendment to provide alternate on -site detention is a possibility, however
remote. Calculations to date indicate the existing detention facility (which serves
multiple developments) may be modified to accommodate compliant discharge from
proposed development [Berkmar Self -Storage; see email March 3, 2023 10:13 AM to
Applicant]. Results of geological testing are requested /required prior to FSP
approval, and as soon as possible.
Response: Noted. A geotechnical evaluation will be conducted and provided to
Albemarle prior to FSP approval. If the geotechnical report finds any unexpected
results, modifications to the plans will be made prior to FSP approval.
ADDITIONAL COMMENTS FROM 12/15/2022 EMAIL
• Greg Harper /Water Resources approval is paramount. WR maintains facility.
Response: Noted. We will continue to work with you on an agreeable solution.
Rev. 2): In process: Water resources comments conveyed to Applicant (two items) via
email March 3, 2023 10:13 AM, with 1 item sent February 16, 2023 2:55 PM.
Response: See response to "New / Rev. 2" comment numbers 12 & 13 below.
• Albemarle requests evaluation of slope embankment stability upslope of Playful
Learners. SWIM detention basin has no overland relief.
Response: A geotechnical evaluation is being conducted and will be provided prior to
approval, but is not included with this submittal.
Rev. 2): Partially addressed. As follow-up: Not required for WPO plan approval but
geotechnical evaluation is required prior to final site plan (FSP) approval, as prerequisite
to FSP approval —also, please see review item 5., above.
Response: See response to item 5 above.
New / Rev. 2:
10. C8.1: Add label to Strs. 114, 132 for %:" steel plate in Str. floor since INV IN-INV OUT> 4'.
Ref. VDOT Drainage Design Manual, 9.4.8.7.
Response: Note added to sheet 8.1.
11. C8.0: Add label to Str. 124 for %" steel plate in Str. floor since INV IN-INV OUT> 4'.
Response: Note added to sheet 8.0.
12. C6.3, Proposed changes to pond structures detail: Revise proposed 13 LF 18" Orifice
HDPE to RCP pipe material, with label or note stating pipe material substitution is
impermissible.
Response: Pipe material for new pond riser changed from HDPE to RCP.
13. Please compare Ex. 24" RCP INV OUT elev. 456.6' (C2.2) with proposed 18" orifice INV IN
elev. 457.87' (C6.3). Revise design to proposed (or existing 24" RCP) to ensure Min. 1%
slope between outfall of ex. 24" RCP and INV IN 18" orifice. Note: Amendment to WPO
to address in more efficient design manner is an option, if, in the interim, it is tenable to
show /elevate ex. 24" RCP pipe INV OUT. — Note: this item discussed /Anderson -Bolton,
3/3/23.]
Response: The plans have been revised to show the existing pipe being removed back
to a location where the invert is 458.5', which will create a minimum 1% slope to the
18" orifice diameter of the new riser at elevation 458.0'.
Note: There were no changes the Stormwater Design Narrative and Calculations booklet with
this re -submittal. However, a new version dated March 6, 2023 has been provided to match
the date of the plans.
D. Erosion and Sediment Control Plan (ESCP)
No remaining comments.
'Next Steps' after WPO plan approval
1. Purchase Nutrient Credits —The owner is working through the process of purchasing 5.19
pounds of credit from the Ivy Creek nutrient bank. Owner will coordinate the affidavit — bill of
sale with Ana K. prior to execution.
2. Post WPO Bond — Request to establish bond form provided on 3/3/23, along with required
fee. John A. provided WPO bond estimate amount to Ana K. on 3/3/23. Owner will work
directly with Ana to post the bond.
3. Obtain DEQ Permit —The County will upload the project to the DEQ database using the
Registration Statement contained with the SWPPP after the bond posts and credits are
purchased.
4. Request pre -construction meeting — A form requesting a pre -construction meeting will be
provided once the DEQ Permit has been applied for.
