(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) New Comments — First Review of 2000 Marchant — Final Site Plan (SDP2022-00036): 1. [32.5.2(a)] The application number for this project is SDP2022-00036. Revise the cover sheet to include this number. Comment addressed. 2. [32.5.2(a)] Include the appropriate legal instrument/deed book and page number for the subject property under the owner information section on the cover sheet Comment addressed. 3. [32.5.2(b)] Clarify where the 13 residential units are located. It appears they might be spread across the maker -space units and the existing two-story house. Staff recognizes that some of the units may be new accessory dwelling units to the maker -spaces, while others are non -conforming in the existing structures. Comment addressed. 4. [32.5.2(a)] The managed steep slopes do not show up on the layout plat, even though there are labels for them. (The layer on this sheet may have inadvertently been turned off?) Comment addressed. 5. [18-32.7.91 Landscapingplan a. Where are the CF dogwoods? They do not appear to be labelled. Are they between MS6 and the existing house? Comment addressed. b. Another street tree must be provided. Street landscaping is inclusive, so four trees are required — at 0 feet, 50 feet, 100 feet, and 150 feet. Comment addressed. Comments from SDP2021-00078 — 2000 Marchant Street — Initial Site Plan Action Letter: The original comments from the review and action letter for SDP2021-00078 are in gray font. Follow-up comments from the review of the final site plan, SDP2022-00036, are in black font. Please address these follow- up comments as well. 1. [32.5.2 (b)] Identify gross floor area of each proposed building and provide a note stating total sq.ft. for each use proposed in a note on the cover sheet. Clarify on the cover sheet that the maker -space use is Review Comments Page 2 of 4 two floors and the residential use is one floor, for a total of three floors in each structure. Comment addressed. 2. [32.5.2 (e)] Per attached Parks & Recreation comments, there are existing trees on site that would be ideal to retain and not remove through construction. If those trees can/will be retained, please identify tree protection measures on the grading plans. Please be aware that retaining existing trees can be used to count toward the minimum canopy requirements specified by Section 18-32.7.9.8. See Planning comment #19a and #19b below. To use existing trees as part of the landscape plan requirements, a completed and signed tree conservation checklist must be included with the landscaping plan. Provide a copy of this checklist in the site plan set. Comment addressed. 3. [4.12.13] No loading spaces or dumpster pads are shown on the site plan. Please address the following: a. [4.12.13 (c)] One loading space is required for the first 10,000 square feet of industrial floor area plus one space for each additional 20,000 square feet of industrial floor area. Provide a loading space calculation on Sheet 1 and show loading space location on the layout drawings. Waiver request under review by the Zoning division. Response will be provided when review is complete. Planning will follow up with Zoning about this item. b. [4.12.18] Loading spaces must meet minimum design standards specified in Section 18- 4.12.18. Waiver request under review by the Zoning division. Response will be provided when review is complete. Planning will follow up with Zoning about this item. c. [4.12.13 (f)] Dumpster pad and loading space requirements may be modified or waived if requested by the applicant provided that the Zoning Administrator and County Engineer approve the findings specified in Section 18-4.12.13 (f). If the applicant seeks to waive or modify loading or dumpster pad requirements, please submit a written request and justification statement with the final site plan. Waiver request under review by the Zoning division. Response will be provided when review is complete. Planning will follow up with Zoning about this item. 4. [32.6] Prior to final site plan approval, final site plan must meet all applicable requirements of Sections 18-32.6, 18-32.7, 18-32.8. Comment still applies. 5. [32.7.4.1] Approval of a VSMP Plan is required prior to final site plan approval. See attached Engineering review comments for further information. Comment still applies. 6. [32.7.9] Please provide a landscaping plan that complies with all requirements of Section 32.7.9 on the final site plan. This includes the following: a. [32.7.9.8] Minimum total landscaping canopy for the site area. 10% of the site must be canopy area. Site area is calculated as described in Section 32.7.9.8 (c). Please provide a calculation on the landscaping plan identifying the percentage and sq. ft. of required and proposed canopy area. Any existing landscaping retained per comment #19a above can be used to count toward the minimum canopy requirement. There must be a completed and signed Tree Conservation Checklist for saving trees to be able to use Review Comments Page 3 of 4 existing trees to meet canopy requirements. Include a copy of this checklist with the landscaping plan. Comment addressed. b. [32.7.9.6 (b)] Parking lot tree requirements are one large or medium shade tree per ten parking spaces or portion thereof. Add a calculation stating the required number of trees and number of trees proposed. The parking space calculations require three trees, as there are 26 spaces. Revise the calculation. However, a sufficient number of trees are already provided. Comment addressed. c. [32.7.9.7] Screening for off-street parking or dumpster pad areas. i. If screening for trash enclosures will be constructed instead of landscaping, a plan and profile view construction detail of the enclosure must be provided on the final site plan. Provide a detail of the proposed enclosure for the dumpster. Comment addressed. 7. [32.7.8] If any outdoor lighting is proposed, please provide a lighting plan that addresses the following: a. [4.17] Show photometric measurements within the site and along all property boundaries. Please be aware that Albemarle County requires photometric plans to use a Light Loss Factor (LLF) of 1.0 to calculate footcandle measurements on site plans. Please be aware that the spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half foot candle. The LLF for light C4 needs to be at 1.0 in the schedule. Revise. Comment addressed. b. [4.17.4 (b)(1)] Add a note to the lighting plan stating, "The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half foot candle." This note does not appear to be on the lighting plan. Comment addressed. c. [4.17.4 (b)(1)] Add a note to the lighting plan stating, "All outdoor luminaries emitting 3,000 lumens or greater shall be equipped with a full -cutoff fixture." This note does not appear to be on the lighting plan. Comment addressed. d. [4.17.4 (b)(2)] Add a note to the lighting plan stating "All outdoor lighting, regardless of the amount of lumens, shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads." This note does not appear to be on the lighting plan. Comment addressed. 8. Prior to final site plan approval, easement plat for all proposed easements must be approved and recorded. Once the easement plat is recorded, update all new easement labels to state the easement type, dimensions, and recorded instrument (deed book and page number). Comment still applies. Easement plat needs to be submitted for review. Easement plat has been submitted and is under review by staff.
