Greenlight Environmental Management, LLC ("Green light") was contracted by Federal
Realty Investment Trust to perform an asbestos survey of space S020 at 29th Place
shopping center in Charlottesville, Virginia. The purpose of this asbestos survey was to
identify any suspect ACMs; collect and analyze bulk samples to verify the presence or
absence of ACMs and evaluate the condition of suspect materials; and quantify all
ACMs. The survey was conducted on February 1, 2023 by Ric Woodie, who is
accredited under the EPA's Asbestos Hazard Emergency Response Act (AHERA) as an
asbestos building inspector and licensed as such by the Commonwealth of Virginia.
Copies of accreditations/licenses are attached as Appendix A.
The scope of this survey included an inspection of the interior of space S020. Space
S020 is an approximate 1,484 square foot retail space which is currently vacant.
Suspect ACMs included flooring materials, ceiling tiles, wall partitions, cove base and
associated adhesives, construction adhesives, and HVAC seam sealant. It is our opinion
that the areas inspected are an accurate representation of the interior spaces but
excluded sampling of facade, canopy, and roofing materials.
A total of 19 bulk samples were collected from homogeneous areas within the space
yielding a total of 29 analyses (some of the samples contained multiple layers). In
addition, the laboratory was instructed to analyze multiple samples from a
homogeneous material on a positive -stop basis (if one sample from a homogeneous
material was found to contain asbestos, the others were not analyzed, but presumed to
contain asbestos in similar concentrations).
Based on the laboratory analytical results, none of the materials sampled were
identified as ACM. A summary of the materials sampled, their location, quantities,
condition and analytical results are included in the attached table.

This asbestos survey included a close visual inspection of all accessible areas of the
tenant spaces to identify homogeneous areas of suspect ACMs. Destructive sampling
techniques were not necessarily utilized as part of this survey. As a result, suspect ACMs
may not have been observed behind walls, above hard ceilings, and below existing
flooring materials. Several additional areas within the site may not have been
accessible at the time of the site inspection, including areas behind locked doors,
within inaccessible crawl spaces, within concrete foundations, within ductwork, etc.
Suspect ACMs were quantified and examined for evidence of deterioration, damage,
and friability. Samples of ACMs were collected in a statistically random manner from
each homogeneous area in accordance with the U.S. Environmental Protection
Agency's (EPA's) Asbestos Hazard Emergency Response Act (AHERA). A total of 19
samples of suspect ACMs were collected from space S020 during the inspection,
yielding a total of 29 analyses.
Bulk samples were placed in polyethylene bags, given a unique sampling number, and
transported under chain of custody to Aerobiology Laboratory Associates, Inc. (ALA) of
Dulles, Virginia for analysis by polarized light microscopy (PLM) with dispersion staining as
recommended by the U.S. EPA. ALA is accredited by the National Voluntary
Laboratory Accreditation Program administered by the National Institute of Standards
and Technology (NIST). Chain of custody documentation and certificates of analysis for
all samples are attached as Appendix B.
The asbestos and inspection portion of this assessment is not intended to constitute a
comprehensive asbestos survey as defined in the EPA's Asbestos Hazard Emergency
Response Act ("AHERA") designated under 40 CFR 763. Rather, this survey was
conducted to determine the presence of readily accessible asbestos -containing
materials and that may be impacted by demolition or renovation activities.
The EPA recommends that all friable ACMs which are reported to contain less than 10%
asbestos by polarized light microscopy (PLM) be further analyzed by point counting
method to a higher level of confidence in the percentage of asbestos content. Point
counting of such samples has not been included in the scope of work unless otherwise
noted. Materials reported to contain between one and ten percent asbestos are
considered ACM until analysis by point count, or other acceptable method, proves
otherwise.
Some non -friable materials, such as resilient flooring, can contain finely milled asbestos
fibers that may not be detectable by PLM analyses. As a result, it is not uncommon for
analytical laboratories to recommend additional analytical techniques to determine
potential asbestos content. An example of such a technique is transmission electron
microscopy (TEM). Due to the expense of such analyses, if the analytical laboratory
makes such a recommendation, Greenlight may elect to assume the material to be
asbestos containing until further laboratory analyses are conducted.

♦ NDl indicates no asbestos was detected; the method detection limit is 1 %
♦ Trace or "<1" indicates asbestos was identified in the sample, but the concentration is less than 1% as determined by the minimum counting standards of CVE (calibrated visual estimate) or
point counting. Due to the inherent uncertainty of the quantification techniques employed during analysis, verification of the results by a more accurate and precise method is recommended.
♦ All regulated asbestos minerals (i.e. chrysotile, ammite, crocidolite, anthophyllite, tremolite, and actinolite) were sought in every layer of each sample, but only those asbestos minerals detected
are listed. Amosite is the common name for the asbestifarm variety of the mineral grunerite. Crocidolite is the common name used for the asbestifarm variety of the mineral riebeckite.
♦ Tile, vinyl, foam, plastic, and fine powder samples may contain asbestos fibers of such small diameter (< 0.25 microns in diameter) that these fibers cannot be detected by PLM. For such
samples, more sensitive analytical methods (e.g. TEM, SEM, and XRD) are recommended if greater certainty about asbestos content is required. Semi -quantitative bulk TEM floor tile analysis is
accepted under the NESHAPS regulations.
♦ Samples identified as inhomogeneous (containing more that one layer) shall be divided into individual layers and each layer tested separately. The results for each individual layer shall be
listed separately on the report.
♦ These results are submitted pursuant to Acrobiology's current terms and conditions of sale, including the company's standard warranty and limitation of liability provisions. No responsibility
or liability is assumed for the manner in which the results are used or interpreted.
♦ Aerobiology Laboratory shall be responsible for all the information provided in the report, except when information is provided by the customer. Aembiology Laboratory is not responsible for
the sampling activity. Data provided by a customer can affect the validity of results and shall be clearly identified. The report shall not be reproduced except in full without the approval ofthe
laboratory to ensure that parts of a report are not taken out of context.
♦ Unless notified in writing to term the samples covered by this report, Aerobiology Laboratory will store the samples for a minimum period of 3 months before discarding. A shipping and
handling charge will be assessed for the return of any samples.
♦ This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, MST, or any agency of the Federal Government.
♦ This test report relates only to the items tested or calibrated.
♦ This report is not valid unless it bears the time of a NVLAP-approved signatory.
♦ Any reproduction of this document must include the entire document in order for the report to be valid.
