General a. WP0202200032 approval is required prior to FSP approval. (FSP) Addressed. WP0202200032 approved 3/9/23. b. A public drainage easement plat must be recorded prior to WPO plan approval since Berkmar Dr. runoff transits site. If an on -site SWM facility is proposed, then easement with deed is also required for SWM prior to WPO plan approval. (FSP) Comment revised to: Public drainage easement plat recordation required for ESP approval—WP0202200032 is approved without a recorded public drainage easement. c. A SWM fi maintenance agreement exists for existing dry detention (Kegler's parcel); items concerning detention basin discussed at length w/25-Aug WP0202200032 review comments. (FSP) Addressed. Note: WP0202200032 (approved) relies upon ex. detention basin. The ex. detention basin serves multiple developments and is maintained by Albemarle. No SWM Facility Maintenance Agreement is required of /for this development project. 2. C4.0 a. Retaining wall ht. > 4-ft. requires PE -sealed retaining wall design. Wall ht.>3-ft, requires building permit. (FSP) Addressed. All retaining wall heights appear < 4-ft. b. Provide stop sign (also, recommend stop bar) at development entrance at Berkmar Drive. (FSP) Addressed. c. Provide typ. dimensions (L x W) for the 9 parking spaces along 40' pvt. R/W and 3 spaces at N end of parking lot, east of hotel. (FSP) Addressed. d. Provide stop or yield sign for outbound traffic on self -storage loop at N end of storage building, to establish r/w and limit potential conflict. Note: Not needed if lift gate located at this location. (FSP) Addressed. e. Recommend convex mirrors at NE, SE comers of self -storage since curve radii at building comers are tight and sight distance impeded by structure, especially given truck wheelbase of vehicles that are likely anticipated to use this facility. Alternatively, move loop road away from structure and increase curve radii at NE /SE corners of self -storage building. Note: Not needed if one-way Engineering Review Comments Page 2 of 3 traffic around storage building is proposed. (FSP) Addressed. As follow-up: Please see new review items 12, 13, below. f If one-way traffic proposed, please provide pavement markings /signs indicating one-way traffic. (FSP) Addressed. g. Design of sidewalk/striped pavement on west side of storage is somewhat ambiguous: please clarify via line revision, line -type /weight or comment response where 9.5' w sidewalk ends, which appears to be at south end of tapered striped pavement, which, if true, indicates sidewalk narrows to 2.0' at that point. 2.0' sidewalk presents risk /should be eliminated as a pedestrian facility (let sidewalk end, and striped pavement flare to 9.0' w/CG-2, or 9.5' with grading that prevents storm runoff touching building's west face). (FSP) Addressed. h. Recommend CG-6 along drive aisle /sidewalk along building's west face. Runoff concentrates against curbing, especially at sidewalk. Gutter minimizes winter icing /pavement fracture issues which may occur at edge of pavement /FC if runoff concentrates against curb, or structure. (FSP) Withdrawn. i. Provide CG-6 for 9 parking spaces at N end of storage building since grade concentrates runoff against curb at this location. (FSP) Addressed. j. Please label typ. parking space length for spaces facing 5' sidewalk facing proposed hotel. (FSP) Addressed. k. Please revise dumpster pad shading to match heavy duty concrete section line -type (dbl.-diagonal). (FSP) Addressed. 1. Dedicate portion of existing parcel to public r/w, as shown, via easement plat for FSP approval. (FSP) Persists. 3. C5.0 a. Eliminate proposed grading on Kegler's (bowling alley) parcel. Any off -site grading requires permanent easement and /or temporary construction easement. Alternative: Notarized written agreement of same may be substituted and submitted for review in lieu of recorded easement. (FSP) Persists. Required for ESP approval; offsite channel work required for proposed development. Also, new review item 10 below. b. Show, label, dimension riprap outlet protection at Str. 100, pipe outfall (LxWxD). (FSP) Addressed. c. Show /label roof leader lines from storage building. (FSP) Addressed. d. Provide ditch calculations and ditch lining label for ditch leading to inlet grate structure 106. (FSP) Addressed. Ref. WP0202200032. e. Provide top spot elevation for Str. 106. (FSP) Addressed. f. Label proposed public drainage easement which transits property, Berkmar Drive to Str. 100. b. Easement plat is a separate application and public drainage easement plat must be recorded prior to IATO PleR appFOValipfiff to FSP approval. Also, item Lb. above. (FSP) Persists. Also, new review item 9, below. 5. C8.0 a. Show riprap outlet protection in Str 100 to Str 110 profile. (FSP) Addressed. b. Show roof leader lines from storage building, as storm profile/s. (FSP) Addressed. c. Str. 104 to Str. 108 caption does not match profile Str. labels. Please revise for consistency. (FSP) Addressed. d. Str. 102 to Str. 112 caption does not match profile Str. labels. Please revise for consistency. (FSP) Addressed. e. Storm 400 profile caption does not match profile Str. labels. Ensure ESP consistent with WPO202200032, for example: labels for 1/2" steel plate in floors of specific storm structures, in storm profiles. 2. Note: WPO202200032 was approved 3/9/23. 3. Retaining Wall ht. >3-ft requires a building permit. 4. Retaining Wall ht. >4-ft requires PE -seal wall design. (Note: RW ht. appears to be <4-ft.) 5. C 10.2: Recommend revise sheet title to Site Access, and profile caption to Site Access profile. 6. C 10.1: See preceding review item, re. sheet /profile caption title. 7. Note: A Road Plan is not required. 8. ECS Mid -Atlantic geotechnical Engineering Report of ex. detention basin embankment is required prior to ESP Approval (ref WPO202200032). 9. Easement plat (public drainage) recordation (with deed) is required prior to ESP approval. Easement plat review and approval is a separate Application from ESP or WPO. Engineering will format deed of easement once easement plat review comments addressed. Please coordinate easement plat submittal with FSP Planning Div. coordinator. Engineering defers to Planning. 10. Offsite Access Agreement (Notarized or recorded) is required between development parcel and Kegler's of Charlottesville (TMP 45-112C). This access agreement is essential to perform required improvements to channel, and to access ex. detention basin that is modified with development of Berkman Self Storage [ ref. WPO2022000321. 11. CTO: Revise drainage easement labels that convey storm runoff from Berkman Drive across the development site to'public drainage easement since this pipe system conveys runoff from public RW, across the site, to an existing SWM facility, located off -site. 12. Recommend bollard at NE and SE comers of storage building to protect against vehicle strike. 13. Provide a single -unit truck (SU-30) Auto -turn fig. for NE and SE corners of building, to show adequate space for clearing these comers of the building. Ref. VDOT Design Manual, Appendix B(1), p. B(1)-5, Fig. B(1)-1. 14. Recommend CO.0 list (Associated plan) reference to WPO202200032, Approved 3/9/23.
