The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review. [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [General Comment] The materials submitted to the County contained two (2) plats. Although the abutting subject properties were previously under the same ownership (JA-ZAN Limited Partnership), one property (TMP 46134-4) has since been sold to Maplewood Investments, LLC. Additionally, the subject properties are being developed under separate rezoning application plans and site plans. As such, Planning has limited the review of these materials to the plat associated with the Forest Lakes Self -Storage property on TMP 46134-3. A separate application and fee will need to be provided for the review of the plat associated with the Maplewood development on TMP 46134-4 OR both easement plats will need to be combined into a single easement plat document that includes signature lines for both property owners. "Note: Although Planning's comments will only address the plat submitted for TMP 46134-3, staff have included comments from other SRC reviewers related to the development on TMP 46134-4 in an effort to help the applicant advance those materials towards an approvable status. 2. [ZMA2020-00009, 14-302(A)(5)] Right-of-way dedication areas. a. The plat for TMP 46134-3 is currently dedicating a 0.045 acres, or 1,960 square foot, ROW area along Worth Crossing, however the approved rezoning application plan shows a 2,400 square foot ROW dedication in this location. What is contributing to the change in the size of the dedication area? Please revise the plat to align with the approved application plan. b. The approved application plan also provided a 100 square foot ROW dedication along Proffit Road. Please revise the plat to include this ROW dedication. Note: If not included as part of this easement plat, please be aware that this area will need to be dedicated prior to final site plan approval of development on the subject property. 3. [14-302(A)(4-5), 14-303(L)] Easements. a. See guidance provided by Engineering concerning how easements on both parcels should be labeled and coordinated with one another. b. Is there a water easement on this property? The approved application plan for TMP 46134-3 (ZMA2020- 00009) shows an existing water line running along the property's northern boundary. Revise Note 11 to state: 'The Subject Property is subject to ZMA2020-00009, ZMA1988-00016, and their associated proffers." b. In addition to the Airport Impact Area (AIA), revise Note 2 to state that the subject property is also subject to the Entrance Corridor (EC) and Managed Steep Slopes overlay districts. 5. [14-302(A)(3)] Existing streets. Provide the width of US Route 29. 6. [Comment] Reminder that revised plats must include the original date of drawing and the revision date(s) of each subsequent version of the plat. Engineering defers to Planning, but it is unclear whether a one -sheet SWM, Drainage and RW Dedication accompanied by two deeds (SWM /public drainage) can be recorded using the same instrument that records a new variable width grading easement. It seems the three -sheet submittal constitutes separate applications, unless sheets are combined, reconfigured to include a revised title and that includes Maplewood Investments signature block on sheet 1. In this way, a 2-sheet plat titled `Plat Showing a New SWM Facility Access & management Easement, 20' Drainage & Access Easement, and Right -of -Way Dedication for Tax Map Parcel 46134, Parcel 3, Forest Lakes — North Area, Tract III and New Variable Width Grading Easement for Tax Map Parcel 46134, Parcel 4, Forest Lakes — North Area, Tract IV,' would eliminate a (second title) sheet, and be more conventional. A two -sheet plat with easements on both parcels is recordable; multi -parcel plats are commonplace. The alternative would appear to be separate easement plats, with separate applications, SUB file #s, reviews, etc., which may be best since field survey was performed for one plat, but not the other. 2. Regardless how item 1 is resolved, revise to show new variable width grading and temporary construction easement (conveyed to Maplewood Investments, LLC) to allow Maplewood development access to TMP 46134-3 to perform grading and install ESC measures necessary to Maplewood. In these side -by -side developments, both projects require temporary grading /construction access to the adjacent parcel to effect development. Shimp Engineering indicates a (off -site for Maplewood) temporary construction access easement on TNT 46134-3 for benefit of TMP 46134-4 is acceptable to Forest Lakes Self -Storage. Please coordinate TNT 46134-4 grading easement needs on TMP 46134-3 with Scott Collins, Collins Engineering. 3. Provide line segment SW 16 to connect E end of SW3 to S end of SW 13. This line segment will delineate 20' public drainage from new variable width public SWM facility easement. 4. Revise label that reads `New 20' Public Drainage & Access Easement' to read `New 20' Public Drainage & SWM Facility Access Easement.' 5. Revise label that reads `New Variable Width Public SWM Facility Access & Maintenance Easement' to read `New Variable Width Public SWM Facility Easement.' 6.
