Hi, Stephanie
Review comments:
1. Need SWPPP — pls. pay particular attention to signatures, Sec. 6.E., Sec. 8, Sec. 9, and Sec. 1 Registration
Statement
Pls. leave Sec. 4, 5 blank. Engineering will append stamped approved plan at Sec. 13; pls. use SWPPP template
at this link.
Also, need PPP Exhibit (6 A), detailing usual: solid waste dumpster, fueling (likely NA), rain gauge, portable
sanitary, PCE.
2. C6:
a. EB compliance table, top left: revise 1 OD LTC to 1.48 Ac.
b. Revise this text block, by adding parenthetical: (Calculation packet for subsequent development;
Amendment to tree removal)
NOTE: REFER TO CALCULATION PACKET TITLED
"WPO 2022-00017 664 WEST RIO - VSMP PLAN SWIM
CALCULATION PACKET" FOR COMPLETE
STORMWATER CALCULATIONS
3. C L Revise plan title to: 664 West Rio (Tree Removal Only)
4. C4: Mulch is essential to SWM compliance, and ESC.
a. Include prominent labels in all areas with tree removal.
Provide large font labels —a point of emphasis at pre -con [ Mulch ]
i. [ from WP0202300009 — Biscuit Run ]
;TREE CLEARING ONLY!
MULCH ALL Akf AS WITHIN
;THE LIMITS OF CLEARING.
o MU TS
WOOD HIP MULCH.& TEMPORARY
,SEEDING SHALL BE INSTALLED ON ALL
AREAS WTHIN LIMITS OF, CLEARING
[Note: Albemarle does NOT request mulch import, but rather chipping of trees felled: tops,
branches, etc.]
b. Insufficient Notes for Tree Removal —Assumption must be future development is abandoned /may not
proceed.
Place these notes, edited by, coordinated with, County Engineer for Alb. county project WPO202300009
on C4.
Place Notes 1-13, verbatim. Yet there is no guarantee that cutting as late as 9:OOPM complies with
ordinance.
Tree cutting must comply with ordinance. Please exercise judgment with plan notes, labels, symbols, etc.
(Biscuit Run project is a remote location; 664 West Rio is not.)
* Pls. Revise note 14 to ref. 1.48 Ac. limit of tree clearing

Hi, Stephanie,
There are additional items if project is to receive a Grading Permit with anytime to remove trees prior to
NLEB TOYP, Mar-3 1:
1. Revised plan, WP0202200017 that shows ESC measures, but also incl. SWM calcs. (item
4./Note). Is this plan ready for review?
2. If tree removal only plan is ready, please send link to me. I will review tomorrow, if possible.
3. I hope to check bond estimate (.xls) sent with note, below, tomorrow /this evening, if possible.
4. Tree removal only requires water quality /phosphorus reduction —what is phosphorus reduction
requirement? Provide re-dev VRRM.xls post-dev land cover table, with plan.
Note: Justin has links to approved `tree removal only' plans; please see approved `tree removal'
plans for level of SWM calc. detail required.
• Provide VRRM.xls (water quality); re-dev .XLS
• Provide water quantity narrative (see approved plans)
5. Whatever the phosphorus reduction requirement, nutrient credits must be
purchased riD or to receiving a Grading Permit for tree removal.
For example, using VRMM.xls re -development spreadsheet: 4.02 Ac. (pre-dev) forest, 4.02 Ac.
(post-dev) managed turf, B soils, phosphorus reduction =0.19 lb.
6. Nutrient credits must be purchased from Ivy Creek nutrient bank, only, since project discharges to
South Fork Rivanna River X-trib, an impaired stream. See below.
7. Note: Processes must run in parallel:
a. Nutrient credit purchase, whatever the value, from Ivy Creek bank ( Note: Ana Kilmer
needs to review draft bill of sale /Affidavit prior to purchase. )
b. Reach out to Ana, akilmer@albemarle.org ; reach out to Jon Roller, Ecosystem Services
LLC (Ivy Creek Nutrient bank)
Jon Roller
Ecosystem Services, LLC
(540)578-4296
c. Bond estimate request fee payment: submit via digital payment portal, $294.32 fee;
identify payment is for: WP0202200017 64 W. Rio Rd. -bond estimate fee.
d. WPO plan /tree removal bond once Engineering checks SE estimate, pus. work with Ana
to post bond. WPO bond must be posted to receive a Grading Permit.
e. Provide owner signature information ( Ana will request, to post bond).
f. Ensure SWPPP complete. incl. Sec. 6.E., 8, and especially Sec. 1, Registration Statement,
esp. Construction Activity Operator ; this is to register for a VAR10 permit.
g. VAR10 coverage letter (DEQ) is required rip or to receiving Grading
Permit. Engineering coordinates, once tree removal plan approved, bond posted, SWPPP
complete.
h. Submit `tree removal' only VSMP plan. asap. Include Tree Removal in plan title. Later,
the tree removal plan will be Amended for proposed 664 W. Rio improvements.
