Dear Mr. Reitelbach,
Please see SOA's bulleted responses to the February 9, 2023, SUB-2022-00043-Rivanna Solar - FSP Review U.
1. Entrance designs do not appear to meet design standards for approval. Please show and
label the edge of existing pavement and proposed entrance attached to the edge of the existing State roads.
• The edge of existing pavement and proposed entrance attached to edge of State Route 729 (Buck Island Road) and
Thomas Jefferson Parkway are on Sheet C-207.
2. Drainage calculations are required for review and should include hydraulic information such as but not limited to the
spread, depth of spread, carry-over, sump conditions, hydraulic grade lines, etc. These should be part of the MS4 review
and may not have been submitted to this agency.
• Drainage Calculations are included in the on C-207. Based on HecRAS modeling
(20230310_Rivanna_hydro_Report_Revl.pdf) the flow in the roadside ditch at the temporary entrance is not
changed based on site construction. The pre-construction/post-construction ditch flow is 0.04 cfs. The flow
through a 15" culvert is 3.6 cfs. A hydraulic grade line is now included on Detail 1/C-207. A sump condition does
not exist on this design.
3. VDOT drainage manual requires culverts to have a Max Hw/D of 1.5 and headwater elevation should be no higher than
18" below edge of road. Please show the elevations of each on the detail.
• The only driveway location that has a roadside ditch is on the north side of the project. Temporary driveway on
Thomas Jefferson Parkway now includes elevation callouts for the edge of pavement, top of culvert, and culvert
invert.
4. Please provide profile views for each proposed entrance, to include a minimum 40' from center of existing road into the
proposed site.
• Profile views on C-207 have been extended from CL of State Route to 40' into the project.

5. Please see VDOT RDM F and B(1) for sight distance triangle requirements. Low volume commercial entrances require
sight distance based on stopping sight distance and not intersection sight distance. Sight lines should be shown on
planting plan to verify dear lines of sight.
• Stopping site distance triangles are included on L-100, Detail 1, sheet L-101, and L-102. Additionally, stopping site
distances and intersection distances are included on driveway details, sheet C-207.
6. Please provide entrance geometry details for low volume commercial entrance design.
• Entrance geometry has been updated to include a callout that there are no existing shoulders, a callout for the
ROW line, and proposed grading contours. Entrance geometry on C-207 details include all applicable detail from
the VDOT Low Volume Commercial Entrance standard detail.
7. Please provide entrance geometry details for temporary construction entrance design.
• Temporary entrance geometry has been updated to include details from the VDOT Low Volume Commercial
Entrance standard detail.
8. Final plan will be signed and sealed by a Professional Engineer prior to approval.
• Noted.
9. Please add the following note to the plan: "A Temporary Traffic Control Plan (TTC) is required to obtain a permit to
work within VDOT Right of Way. The TTC shall be prepared by an Advanced Work Zone Certified person, certification
card and verification number is required on the TTC submittal. See

• Note has been added to the Site Specification and Design Detail table on Sheet C-001 (Cover Sheet).
10. Due to the required changes additional comments or conditions may be forthcoming.
