Re: Bridge over Moore ' s Creek
Dear Mr. Williams :
The County has satisfied itself that the bridge
proposed to be built by the Rivanna Water and Sewer
Authority for access to its A.W.T. plant site, spanning
Moore ' s Creek, will not adversely affect flooding. The
road for application for a building permit is therefore
open.
A copy of a letter from the Corps of Engineers,
stating their judgment in this matter, is attached.

Dear Mr. Humphrey:
Reference is made to your letter of 26 March 1975 concerning the effect
the proposed access bridge to the planned advanced waste water treat-
ment plant would have on the 100-Year Flood on Moores Creek, Albemarle
County, Virginia. The infoLulation you requested is contained herein.
Our calculations indicate the proposed structure, as shown on the
General Layout and Profile (Incl 1) , would not significantly increase
the upstream water surface or the velocity in the immediate vicinity
of the structure.
Our preliminary floodway calculations computed in October 1972 indicated
that encroachment on the 100-Year Flood plain at this location would be
undesirable. However, a more detailed analysis at the location of the
bridge indicates that encroachments to the degree proposed by the bridge
would be acceptable. Therefore, we feel the bridge would have no
noticeable adverse effects during flooding on Moores Creek.
If we may be of further assistance in this matter, please call on us.

Re : Study for Rivanna Water { Sewer Service Board
Dear Mr. Roudabush:
We offer the following comments on the study for a certain
parcel of land located between Moores Creek and highway I-64 ,
relative to its use as a trailer park:
1 . Flooding - This property begins approximately 2400 '
upstream from the confluence of Moores Creek and Rivanna River
and continues up Moores Creek to a point approximately 6350 '
. from the confluence. According to flood information on
Moores Creek, published by the U. S. Corps of Engineers ,
September 1971 , the 100-year (intermediate) flood plain would
reach an elevation of 327 . 4 (MSL) at the lower end of this
property and would rise to an elevation of 332 at its upper
end. Embankments that are found in the proposed grading must
not impede the flood flow so as to significantly increase the
height of the flooding up stream. ' They must also be stabilized
so as not to severely erode in the course of such flood. The
bridge site at the upper end of the property must be set at
such an elevation as will bring the'bridge superstructure above
the predicted flood elevation at this point .
2 . Roadway - There appears .to be a 30 ' right-of-way on
Linden Street, which is evidently the only right-of-way of
record by which this area may have access to an existing public
road system. The traffic projected from the 172 residential
sites shown is 1104 vehicles per day, as computed by the
Virginia Department of Highways (see letter of Highway Dept .
dated October 3 , 1968) . Since Linden Street is within the
City of Charlottesville, we believe the Highway Department ' s
geometric standards will not apply. We would expect the road-
way within the County from the City line to the first inter-

section within the trailer court to have a minimum pavement
of 22 ' and be paved in accordance with the design standards
of Category IV of the Virginia Department of Highways .
Water - There is 1800± feet between the existing 6" main
in Nassau Street and the first fire hydrant in the trailer
court . The existing 6" City main will limit the fire-fighting
capabilities of. the water system. This will be compounded
if a 6" pipe is used to connect the trailer court. This
should be done with an 8" water main so that if the water main
within the City is improved , the trailer court will benefit
also. A 6" system may be used within the court , beginning
with the first street intersection, where fire hydrants are
served.
Sewer - Sewer lines shall be laid straight from man-
hole to man-hole . Trailer connections are to be extended to
the sewer mains . Where the upper end of a line coincides with
a trailer connection, a cleanout may be provided in lieu of
a man-hole. A 4" pipe may be used from the upper end of a.
line to the first man-hole. Thereafter , the pipe shall he
8" . The section which crosses Moores Creek shall be of cast
iron and shall be adequately supported and protected against
breakage or washout.
The foregoing comments are of a general nature , to be
used as a guide . We will , of course, review and comment on
detail plans and profiles as they are presented. It is hoped
the above is sufficient to enable you to make a rough estimate
of probable development costs .

Subject: Proposed Mobile Home Park at AWT Plant Site
The planning staff has reviewed your site plan and makes the
following comments:
172 mobile home sites
Density: 172 mobile homes/49. 52 gross acres = 3 . 5 units/gross
acre
or 172 mobile homes/34 . 81 usable acres = 4 . 9
units/usable acre
Parking required: 2 spaces/unit (10 'x20 ' ) or 344 spaces.
Parking provided (approximate) : 166 spaces. The correct
size and number of spaces according to the latest
off-street parking requirements must be provided.
Staff recommends that the bridge be constructed above the 100
year or intermediate regional flood level as established in the
Moores Creek study by the Corps of $ngineers.
A Special Permit must be obtained from the Board of• Supervisors
for a mobile home park in the A-1 Agricultural zone. Site plan
approval would probably be a condition of approval of the Special
Permit.
Staff would recomme- .d that the existing trees be retained wherever
possible, and that a landscaping plan be prepared to show additional
plantings. It is likely that the Planning Commission would require
screening where mobile homes would be visible from the Interstate.
Staff would recommend sidewalks on at least one side of all access
- roads, The access roads must be of a dust proof material and
maintained as such. (Gravelled with dust proof treatment or
paved. ) The intersection located at the westernmost side of the
property should be constructed at a 90 degree angle, rather than
45 degrees as shown.
Staff would recommend that a community facilities building be in-
cluded, to house a laundromat, office, community center or other
activities.
According to the proposed Mobile Home Park district in the proposed
zoning ordinance, at least 200 square feet per unit should be de-
veloped play and recreation area, or in this case, 34, 400 square
feet. This area should be located above the flood plain.
The steep slopes as shown (1: 1 to 11:1) should be stabilized with
masonry.
Public water and sewer facilities .must be provided.
