Initial comments from the following divisions of the Department of Community Development and other agencies, as applicable, are attached: Albemarle County Planning Services (Planner) Albemarle County Engineering Services (Engineer) Albemarle County Building Inspections Albemarle County Department of Fire Rescue Virginia Department of Transportation (VDOT) Albemarle County Service Authority (ACSA) Virginia Department of Health (VDH) Albemarle County Architectural Review Board (ARB) Rivanna Water and Sewer Authority (RWSA) Albemarle County Information Services (13911) Comments reflect information available at the time the development proposal was reviewed and should not be considered final. However, the Site Review Committee has attempted to identify all issues that will be required to be resolved prior to approval of the preliminary plat. [14-203] County records show that the required $237.00 notification fee has not yet been paid. This fee will need to be paid prior to Friday, April 7, 2023, in order for the preliminary subdivision application to be approved. 2. [14-303(D)] Provide the acreage of each lot. Please be aware that the Code of Development requires the minimum lot size in the following blocks: a. Block 24: 4,000 square feet b. Block 33: 8,000 square feet c. Block 34: 3,000 square feet 3. [14-302 (B)(1)] Please add a date of last revision. Comments to be addressed prior to final plat approval: 1. [14-302 (b)(5)] On the cover sheet, please revise the overlay district to include the following: Entrance Corridor, Steep Slopes — Preserved, and Flood Hazard. 2. [General comment] On the cover sheet, please include a note that indicates how much of TMP 055EO- 01-00-000RO is disturbed. 3. [General Comment] On the cover sheet, please add a reference to SE202200069. 4. [ZMA201500001], [14-422] For Road B and Road C, please label and provide the widths for both the sidewalk and planting strip on both sides of the roads as required by the Code of Development. 5. [ZMA201500001], [14-422] For Road D, it appears that sidewalks and planting strips are only labelled for the south side of the street. Per ZMA201500001, the Old Trail Code of Development, and Section 14- 422 of Chapter 14 of the Ordinance, a six-foot planting strip and five-foot sidewalk are required on both sides of the street. 6. [ZMA201500001] Please add a table that includes the name, size, quantity, etc. of all existing and proposed landscaping features. a. [ZMA201500001], [14-435] Per the perimeter buffer required by the Code of Development along Route 250, does the applicant intend to provide additional landscaping as needed to meet the buffer plantings as part of the road plan? If so, those plantings will need to be shown on the landscaping plan included with the road plan and be bonded as part of the road plan approval. b. [ZMA201500001] Per Page 22 of the Code of Development, a 20-foot-wide entrance corridor buffer will need to be planted along Route 250. 7. [ZMA201500001] Location and spacing of street trees. Street trees shall be planted with even spacing in a row within the public street right-of-way or adjacent to the public street right-of-way if not permitted therein by the Virginia Department of Transportation. Per Sheet 4 of the application plan, neighborhood streets must have street tree. a. Please provide more street trees along the northside of Road A between Lots 45 and 51. Currently only two trees are shown, and they are not evenly spaced. 8. [ZMA201500001] Please add the following note to the landscape plan: All landscaping and screening shall be maintained in a healthy condition by the current owner and replaced when necessary. Replacement material shall comply with the approved landscape plan. 9. [ZMA201500001] Based on the length of each street proposed, please add a calculation that indicates the number of trees required and provided. Please also indicate the minimum canopy coverage for the site as well as the amount of canopy coverage provided. 10. [14-410], [14-422] Please provided ADA curb ramps at each street where sidewalks end at each intersection. See VDOT comments for more information. 11. [General Comment] On Sheet C4.1, please move Inset 1 so that Alley B is fully illustrated, and the dimensions are identified. 12. [14-302 (a)(6)] On Sheet C4.6, please label the proposed alley easements. 13. [General Comment] Final plat must demonstrate compliance with all applicable Subdivision Ordinance requirements prior to approval. This includes all applicable Sections of 14-300 through 14-318 and 14- 400 through 14-441. 14. [14-303(L)] New public drainage easements will require a deed of dedication to be recorded with the plat. Once all revisions to the plat have been made, staff from the Engineering Division will draft the deeds and transmit them to the applicant. When the plat is ready to be submitted to the County for signature/approval, signed hard copies of the deeds will also need to be submitted so that the County Executive and County Attorney can sign them. Please contact Engineering Division staff directly if you have further questions about the deeds. 15. [14-303(A)] On the final plat, please add a statement of consent to division as follows: "The platting or dedication of the following described land [insert a correct description of the land subdivided] is with the free consent and in accordance with the desire of the undersigned owners, proprietors and trustees, if any„ 16. [14-303(H)] Identify the location and material of all permanent reference monuments. 17. [14-303(1)] Provide a definite bearing and distance tie between not less than two (2) permanent monuments on the exterior boundary of the property and further tie to existing street intersection where possible and reasonably convenient. 18. [14-303(0)] On the first sheet, add signature panels for each owner and for the agent or his designee. The signature panel for the owner shall be located immediately below the statement required by Section 14- 303(A). 19. [14-303(P)] Add notary panels for the notary to acknowledge the signature of the owner. 20. [14-303(S)] Provide at least four (4) control points, evenly distributed across the property, and located at survey property comers and shown on each sheet depicting the property. Comments From Other Reviewers: Albemarle County Engineering Services (Engineer) — John Anderson, janderson2@albemarle.org — Requested changes, see below. `Engineering has reviewed the preliminary plat, and offers the following prior to preliminary plat approval: 1. C4.0: Show conceptual stormwater management facilities, S-6, S-6A, consistent with Old Trail Village Stormwater Master Plan, Approved April 15, 2016 (OTV SWM MP). Note: SWM MP was updated Apr- 25, 2016. 2. OTV SWM MP requires several on -site permanent SWM Facilities, and though their design will be reviewed in detail with WPO202300001, location and footprint must be shown (conceptual) with the preliminary plat. [see 14-305]. Note: Initial review of WPO202300001 indicates additional detail is required to ensure WPO is consistent with OTV SWM MP; i.e., location /type SWM facilities are neither identified nor labeled with initial submittal of WPO202300001. Engineering has reviewed the preliminary plat, and offers the following prior to final plat approval: 1. WPO plan approval is required prior to final plat approval. WPO202300001 review comments were sent to Applicant, 2/14/23. 2. ROAD plan must be approved, and roads built or bonded prior to final plat approval. SUB202300002 ROAD Plan review comments are pending. 3. Ensure final plat is consistent with approved WPO and ROAD plan. Please review WPO and Road Plan review comments and ensure final plat reflects any change in layout. 4. C4.3: Retaining walls (RW) a. A building permit is required for retaining wall ht. >3'. b. PE -seal geotechnical RW design is required for wall ht. >4'. c. Engineering review and approval of Geotech RW design, if required, is required prior to final WPO plan approval (prior to subdivision plat approval). d. Note: Retaining wall max. ht. =10'. If ht. >10', construct stepped retaining walls. 5. C4.6: Show /label public SWM facility easements. 6. [14-435] WPO202300001 must be bonded prior to final plat approval. Virginia Department of Transportation —John Winn, John l.winn@vdot.virginia.gov—Requested changes, see below or the attached VDOT review comment letter. 1. Plat appears to be missing information critical to be recordable such as bearings, distances curve data and other items required to mee the minimum standards. Albemarle County E911— Andrew Slack, aslack@albemarle.org — Requested changes. Please see the attached CDD E911 review comment letter. Rivanna Water & Sewer Authority (RWSA) — Dyon Vega, dvega@rivanna.org — Requested changes, see below. General Comments: RWSA will require a sewer flow acceptance prior to final site plan approval for each phase/block. The request will need to be sent to us by ACSA and will include the following: • Estimated average daily dry weather sewage flow (ADDWF) • Point of connection into RWSA system (which manhole) • Number of units/square footage • Estimated in-service date Albemarle County Transportation Planning — Jessica Hersh-Ballering, jhballering@n,albemarle.org — Requested changes, see below. 1. Albemarle County plans to construct a roundabout at the intersection of Old Trail and US 250/Rockfish Gap Turnpike to improve safety and congestion along US 250; this project was prioritized in the Crozet Master Plan as Transportation Guiding Principle Goal I.B. The applicant should consider committing to a future right-of-way donation for this roundabout project. 2. The Crozet Master Plan prioritizes a shared use path along the north side of US 250 as Transportation Guiding Principle Goal 2.E; it is also expected that a shared use path along US 250 near Old Trail could become part of the recently -funded Three Notched Trail Shared Use Path. Per Albemarle County Code Sec. 32.7.2.3.a and 32.7.2.3.b, the applicant should construct a shared use path that meets County and VDOT specifications along US 250 for the extent of the property. 3. All other comments are related to missing CG-12 ramps/detectable surface, some (but not all) of which were noted in comments on the road plan (SUB202300002). CG-12 ramps/detectable surface are needed: • at lot 14 west across Alley B and south across Road D • at lots 26 and 27 east across Road C (total of 4 ramps) • at lot 27 north across Road A - at lot 1 north across Road A and west across Road C • for the north and south crossing of Road A at Old Trail; the applicant should consider a crosswalk at this location • at both intersections of Roads A and B (east and west across Road B and north and south across Road A) Albemarle County Department of Fire & Rescue —Howard Lagomarsino, hlaeomarsinogalbemarle.org —Requested changes, see below. 1) Please place a note on the plan identifying the needed fire flow for the structures. 2) Please place a note on the plan identifying the available fire flow from the water/hydrant system. 3) Number and spacing of hydrants is dependent on the needed fire flow in comment #1. At the lowest required fire flow, the hydrant spacing is every 500 ft with no structure more than 250 ft from a hydrant. On Road A, Lots 40 through 44 and on Road B, lot 45 exceed this least stringent requirement. Ensure there are sufficient hydrants, arranged appropriately to address this requirement (availability of hydrants for use for fire suppression operations originating in alley A -rear of structures - is also desirable). 4) Approved fire apparatus access roads shall be provided for every facility, building or portion of a building hereafter constructed or moved into or within a jurisdiction: a. Fire apparatus access roads shall extend to within 150 feet of all portions of the facility and all portions of the exterior wall of the first story of the building as measured by an approved route around the building or facility. b. Fire apparatus access roads shall have an unobstructed width of not less than 20 feet, exclusive of the shoulders, and an unobstructed vertical clearance of not less than 13 feet 6 inches. c. Where the vertical distance between the grade plane and the highest roof surface exceeds 30 feet, approved aerial fire apparatus access roads shall be provided. For purposes of this section, the highest roof surface shall be determined by measurement to the eave of a pitched roof, the intersection of the roof to the exterior wall, or the top of parapet walls, whichever is greater. i. Aerial fire apparatus access roads shall have a minimum unobstructed width of 26 feet, exclusive of shoulders, in the immediate vicinity of the building or portion thereof. ii. Aerial Fire Apparatus Access Roads shall be located not less than 15 feet and not greater than 30 feet from the building and shall be positioned parallel to one entire side of the building. The side of the building on which the aerial fire apparatus access road is positioned shall be approved by the fire code official. d. Fire Apparatus access roads shall be designed and maintained to support the imposed loads of fire apparatus, which is 75,000 lbs, and shall be surfaced so as to provide all-weather driving capabilities. e. Fire apparatus access roads shall be marked with permanent NO PARKING —FIRE LANE signs or curb/road markings. Signs shall have a minimum dimension of 12 inches wide by 18 inches high and have red letters on a white reflective background. Signs shall be posted on one or both sides of the fire apparatus road where required: i. Fire lane signs/markings as specified shall be posted on both sides of fire apparatus access roads that are 20 to 26 feet wide. ii. Fire lane signs as specified shall be posted on one side of fire apparatus access roads more than 26 feet wide and less than 32 feet wide. 5) During demolition and/or construction, the following fire prevention steps are required, so please note them on the plan: a. As found in the Virginia Statewide Fire Prevention Code, establish a written Fire Prevention Plan and identify someone to serve as the Fire Prevention Superintendent to ensure site compliance with the plan. b. Smoking shall be prohibited in areas where smoking is a hazard, and these areas shall be designated with no smoking signs per Virginia Statewide Fire Prevention Code. c. Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per Virginia Statewide Fire Prevention Code. d. Contractor shall ensure the street names and building numbers are always plainly visible from the frontage street during construction per the Virginia Statewide Fire Code. e. Per the Virginia Statewide Fire Prevention Code, safe and efficient vehicular access for firefighting and emergency operations shall be provided and maintained at all construction and demolition sites. This includes provision of the required unobstructed access widths, a surface capable of supporting emergency apparatus of up to 75,000 lbs. in all weather conditions, free of overhead obstructions from 13 ft. 6 inches and below, provide access to fire department connections within 100 feet of water supply/hydrants and must provide for aerial access no closer than 15 ft. and no more than 30 ft. from the access road to buildings over 30 feet tall. This access may be via permanent or temporary road as long as the conditions listed, and they are properly identified/marked. f. An approved water supply for firefighting operations shall be in place with unobstructed accessibility as soon as combustible materials arrive on site.
