[32.5.2 (b), 4.12.6] — Parking. Hotel use does not meet parking requirement with 92 required spaces and 83 spaces provided. If the 9 overflow spaces located east of the proposed boundary line are intended for hotel use, an easement or boundary adjustment will be required. First submittal: Comment partially addressed. The 2. [ZMA2016-9] — Proffer items 1.0 and 9. Cemetery treatment. Staff has confirmed presence of at least one burial site on the property. Prior to approval of final site plan, the owner shall delineate boundaries of cemetery and submit a treatment plan for County approval. Cemetery area shall be cleared by hand and the location preserved with protective fencing or the burial site shall be relocated in accordance with State laws of Virginia. First Final Site Plan Review Comments: 1. [32.6.2 (a)] On Sheet C0.0, please add a date of last revision once the edits are completed. First Revision: Comment stands. 2. [32.6.2 (a)] On Sheet C0.0, please revise the Final Site Plan application number from SDP-2022-0052 to SDP- 2022-00062. Additionally, please add "Initial Site Plan SDP-2022-0052" under the Final Site Plan information on Sheet C0.0 First Revision: Comment addressed. 3. [32.7.4] Prior to Final Site Plan approval, a Water Protection Ordinance (WPO) application must be submitted, reviewed, and approved. See Engineering comments for further information. First Revision: Comment addressed. 4. [32.7.8] Please address the following on the lighting plan: a. [4.17] On Sheet 1-3.0, please revise the Loss Light Factor (LLF) on the luminaire schedule to use a light loss factor of 1.0. Please also revise the Photometric Plan accordingly. First Revision: Comment addressed. b. [4.17] Please provide footcandle measurements throughout the entire property. Footcandles need to be identified along the entire parcel frontage of Berkmar Drive. Footcandle spillover into the public way shall not exceed 0.5 footcandles. First Revision: Comment addressed. [4.17] Please revise the luminaire schedule on Sheet L3.0 to include information for the color/finish for the light fixture and pole. First Revision: Comment addressed. d. [4.17] The mounting height shows 20 feet. Please clarify if this includes the base height, and if so, what is the total fixture height. First Revision: Comment addressed. e. [4.17.4 (b)] Please add a note on Sheet L3.0 that states, "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting shall not exceed one-half footcandle." First Revision: Comment addressed. f. [32.7.9.6 (d)] On Sheet 1-1, there are conflicts with the light pole locations and tree locations. Please revise the locations of the light poles or trees. Please also show the light pole locations on Sheet L1. First Revision: Comment addressed. 5. [32.7] Prior to Final Site Plan approval, an easement plat application must be submitted, reviewed, approved, and recorded for all proposed easements. a. [32.7.4.1] The easement plat must show all proposed stormwater and drainage easements. Prior to approval of the Final Site Plan, all stormwater and drainage easements created by the easement plat will need to be shown, labeled, and identified as public/private, state the width/size of the easement, and state the recorded instrument number of the plat that created the easements. First Revision: Comment stands. The application for this is SUB202300044 and is under review. b. [32.7.5] The easement plat must show all proposed water and sewer easements. Prior to approval of the Final Site Plan, all water and sewer easements created by the easement plat will need to be shown, labeled, and identified as public/private, state the width/size of the easement, and state the recorded instrument number of the plat that created the easements. First Revision: Comment stands. The application for this is SUB202300044 and is under review. 6. [32.6.2] Please submit a plat application that meets all requirements of the Subdivision Ordinance for a Special Lot subdivision application and an Easement Plat application. This combined plat can show the proposed ROW dedication and all new/proposed easements. The application fee associated with this combined Plat will be the "Easement Plat — with a deed" fee. The current fee for this type of application is $934.96. First Revision: Comment stands. The application for this is SUB202300044 and is under review. 7. [32.6.2 (e)] On Sheet C2.0, please provide deedbook and page number information for the proposed "vacate existing drainage easement". Please also provide if it is a public or private easement. First Revision: Comment addressed. 8. [32.6.2 (e)] On Sheet C7.0, please revise "Approximate location of existing sanitary sewer line' to include easement, the jurisdiction that owns the easement, and deedbook and page number information. First revision: Comment stands. For the "existing sanitary sewer line", please add the jurisdiction that owns the easement, and deedbook and page number information. 9. [32.7.9.5] Please add a note, either on Sheet 1_1.0 or Sheet L2.0, that states street trees are to be planted 50' on the center. First Revision: Comment addressed. 10. [32.7.9.6] On Sheet L2.0 at the table titled "Landscaping of Parking Areas", please revise the "Provided" section from 10 large shade trees to 13 large shade trees per the illustration on Sheet L1.0. [32.7.9.7 (a)(3)] On Sheet C1.2, for the Dumpster Pad & Enclosure detail, please provide the color of the siding and other materials used. First Revision: Comment addressed. a. [4.12.13 (e)] Each site plan that depicts a commercial or industrial building of 4,000 gross square feet or more shall provide a dumpster pad that does not impede any required parking or loading spaces, nor any pedestrian or vehicular circulation aisles. The Dumpster Pad & Enclosure detail on Sheet C1.2 indicates that the dumpster will be 23 feet by 10 feet. However, on Sheet C4.0, the dumpster pad is shown to be 18 feet by 14 feet. Please revise. First Revision: Comment addressed. b. [4.12.19 (b)] The pad shall extend beyond the front of each dumpster so that the front wheels of a truck servicing the dumpster will rest on the concrete, but in no case shall the length of a concrete pad be less than eight feet beyond the front of the dumpster. First Revision: Comment addressed. 12. [32.7.2.3] Please see comments from Albemarle County Transportation Planning staff below. The developer is responsible for installation of the 10 feet wide shared use path along Berkmar Drive. Please revise the call out so it does not say, "construction by others". If needed, County staff are willing to meet with the applicant to discuss this requirement further. First Revision: Comment addressed. New Comments: 13. [32.6.2 (f)] On Sheet C2.0, please provide deedbook and page number information for the proposed "vacate guardrail easement'. Please also provide if it is a public or private easement. Comments from Other Reviewers: Albemarle County Engineering Division — John Anderson, landerson2CWalbemarle.org — Requested changes, see attached Engineering review comments document. Rivanna Water & Sewer Authority (RWSA) — Dyon Vega, dvegaCDrivanna.org — Requested changes, see below. RWSA has reviewed the Berkmar Self Storage Final site plan with the most recent revision date of 02/06/2023 by Timmons Group and has the following comments. General comments: 1. RWSA would like to request extra easement along this parcel. An additional 10' towards the building would be preferred. 2. RWSA is currently looking at the overall hydraulics of the area with this parcel included. The goal would be for the best practices to serve this parcel and the surrounding parcels and will have future comments on how it may affect the site plan. Sheet C5.0 and C9.1 3. The proposed grading in the RWSA easement will not allow access to the waterline. RWSA needs to be able to perform maintenance and have large vehicles access the waterline. A public drainage easement plat must be recorded prior to WPO plan approval since Berkmar Dr. runoff transits site. If an on -site SWM facility is proposed, then easement with deed is also required for SWM prior to WPO plan approval. (FSP) Comment revised to: Public drainage easement plat recordation required for ESP approval—WP0202200032 is approved without a recorded public drainage easement. c. A SWM fi maintenance agreement exists for existing dry detention (Kegler's parcel); items concerning detention basin discussed at length w/25-Aug WP0202200032 review comments. (FSP) Addressed. Note: WP0202200032 (approved) relies upon ex. detention basin. The ex. detention basin serves multiple developments and is maintained by Albemarle. No SWM Facility Maintenance Agreement is required of /for this development project. 2. C4.0 a. Retaining wall ht. > 4-ft. requires PE -sealed retaining wall design. Wall ht.>3-ft, requires building permit. (FSP) Addressed. All retaining wall heights appear < 4-ft. b. Provide stop sign (also, recommend stop bar) at development entrance at Berkmar Drive. (FSP) Addressed. c. Provide typ. dimensions (L x W) for the 9 parking spaces along 40' pvt. R/W and 3 spaces at N end of parking lot, east of hotel. (FSP) Addressed. d. Provide stop or yield sign for outbound traffic on self -storage loop at N end of storage building, to establish r/w and limit potential conflict. Note: Not needed if lift gate located at this location. (FSP) Addressed. e. Recommend convex mirrors at NE, SE comers of self -storage since curve radii at building comers are tight and sight distance impeded by structure, especially given truck wheelbase of vehicles that are likely anticipated to use this facility. Alternatively, move loop road away from structure and increase curve radii at NE /SE corners of self -storage building. Design of sidewalk/striped pavement on west side of storage is somewhat ambiguous: please clarify via line revision, line -type /weight or comment response where 9.5' w sidewalk ends, which appears to be at south end of tapered striped pavement, which, if true, indicates sidewalk narrows to 2.0' at that point. 2.0' sidewalk presents risk /should be eliminated as a pedestrian facility (let sidewalk end, and striped pavement flare to 9.0' w/CG-2, or 9.5' with grading that prevents storm runoff touching building's west face). (FSP) Addressed. h. Recommend CG-6 along drive aisle /sidewalk along building's west face. Runoff concentrates against curbing, especially at sidewalk. Gutter minimizes winter icing /pavement fracture issues which may occur at edge of pavement /FC if runoff concentrates against curb, or structure. (FSP) Withdrawn. i. CTO: Revise drainage easement labels that convey storm runoff from Berkman Drive across the development site to'public drainage easement since this pipe system conveys runoff from public RW, across the site, to an existing SWM facility, located off -site. 12. Recommend bollard at NE and SE comers of storage building to protect against vehicle strike. 13. Provide a single -unit truck (SU-30) Auto -turn fig. for NE and SE corners of building, to show adequate space for clearing these comers of the building. Ref. VDOT Design Manual, Appendix B(1), p.
