For bond release:
1. Acceptance of public street by VDOT (Phase Bl street, Kendra St. Sta. 16+30 to cul-de-sac).
2. Provide As -built pavement design using (as -built) base /surface asphalt values /depth and F&R
CBR values.
a. F&R reports for Kendra St: Sta. 17+00, 31+00, 39+00, 46+00: CBR values 9.1, 8.1, 7_4 15.8,
respectively.
b. BM25 base asphalt thickness for Kendra St., Sta. 16+30 to 44+53 ("as specified"), but field
reports do not appear to explicitly reference base asphalt thickness (3" BM-25.OA required).
See 10/21/16 F&R field report date [Sta. 48+50 to 30+50]; Determination: As specified.

and was placed on other Kendra St. Phase Bl stations (16+30 to 30+50), or requests core
samples every —500', including begin station and cul-de-sac, to determine base and final
asphalt depths depth, Phase B 1. Note: May exclude Kendra Sta. St. 37+00 to 40+00 since
F&R Bituminous density report d. 11/10/2016 (10-24-16 density -asphalt) indicates 6" base
asphalt, over these Kendra St. stations.
c. Ensure As -built condition meets design (DP > D,). Ensure As -built drawing captures /reports
this information (As -built pavement section meets design, though layer depths may vary).
3. 20' gravel ACSA & emergency access road between Ridgetop Drive (Mosby Mountain
development) and Kendra St. cul-de-sac:
a. Photo, below, indicates overgrown condition not suitable for emergency use.
b. Edge of gravel should be clearly visible in less -than -ideal emergency conditions (smoke, night,
speed of the essence, etc.)
c. Restore traversable condition: recommend remove vegetation, place 21A stone, roll /compact
to reestablish 20' traversable width that will support fire rescue apparatus vehicle weight.
d. Confirm 8" x 8" posts acceptable to ACSA / ACF&R. Typically, bollards block emergency
access. Share correspondence that indicates cable /lock— 8x8 post configuration coordinated
and acceptable to ACSA /ACF&R. If not coordinated, please coordinate now to ensure
configuration is acceptable, and emergency access accessible to ACSA and ACF&R.
4. Place /roll 21A stone to limit paved surface drop-off near Sta. 19+50. Photo, below.
5. As -built (AB):
a. Please submit sealed As -built drawings with future bond reduction or release requests.
b. Ensure assigned street names are shown on As -built drawing. For example: Kendra Cir,
Victor Place, and Dubine Drive, rather than Loop Road, Road E, or Pine Knot Rd.
i. Ensure county road name signs /posts meet requirements at Road Naming and
Property Numbering Ordinance and Manual, rev. Oct-20, 2021, especially sign
/lettering reflectivity:
c. Gravel emergency access road:
i. Label width, AB sheet 5.
ii. Label post -chains that block ends of access; approved RP design shows removable
bollards.
